snow. ice. or any other debris or material upon any street, sidewalk, allcy or public place, or
any portion thereof
B. Notice: Abatcment: The Director of Public Works may notify and require any person who
violates or causes another to violate the provision of subscctron A hereof, or who has in the
Dircctor's employment a person who violates or causcs anothcr to violate the same. top
remove such sand. gravel. rocks. mud. dirt, snow. ice or any other debris or material within
twenty four (24) hours after rcceipt of said notice by the Director of Public Works. In thc
cvcnt the person so notified does not comply with the notice within the period of time herein
specified. the Dircctor of Public Works, or othcr authorized agent, may causc any such sand,
gravel. rocks. mud. dirt. snow. icc, debris or any other material to be removed from any street
or alley at the expcnse of the notified.
C. Exceptions: The provisions ofsubsection A hercof shall not be applicable:
I. Within the immediate area of any construction. maintenance or repair project of any
strect or allcy or of any rvater main. scwer main. electricity line. gas line, telephone line
or any appurtenancc thereto;
2. To deposits of sand. dirt or materials necessary fbr thc protection ofthc public safety: and
3. To public areas designatcd for the dumping or dcpositing of said matcrials.
D. Summons. Penalty: As an alternative to the notice fbr removal provided in subsection B
above, any
person who violatcs or causcs another to violatc the samc. may be issued a summons to
appcar beforc the Municipal Court of the Town for sard violations- and upon being fbund
guilty ofa violation hereundcr be punished as provided in Section I-4-1 of this code.
E. Notice. Penalty: It is unlarvful for an-v person to fail or refusc to comply with the notice of

If this permit requires a Town of Vail Fire Deparhnent Approval, Engineer's (Public Works)
review and approval, a Planning Department review of Health Departmcnt review, and a review
by the Building Departmcnt. the estimated time for a total revicw may takc as long as three (3)
wceks.
All commercial (large or small) and all multi-tbmily permits will have to follow the abovc
mcntioned maximum requircments. Rcsidential and small projects should takc a lesser amount of
timc. Holvever, if residential or smaller proj ects impact the various above mentioned
departments with regard to necessary review, these pro1ects may also take the three (3) week
period.

Dear Mr. Peterson:
As requested, a representative of Hepworth-Pawlak Geotechnical, Inc. observed the
excavation at the subject site on August 6, 1999 to evaluate the soils exposed for
foundation support. The findings of our work and recommendations for the foundation
design are presented in this report. The work was done in accordance with our
agreement tbr geotechnical engineering services to DMC Construction, Inc', dated
August 6,1999.
The proposed residence rvill consist of a two story wood frame structure with a slab-on-
grade floor. The lower level will be partially below grade. An allowable bearing
pressure of 2,000 psf and a lateral earth pressure based on an equivalent fluid unit
weight of 50 pcf were used in the clesign based on a previous report by Inter-Mountain
Engineering.
At the time of our visit to the site, the foundation excavation had been cut in three levels
from 1 t/z to 4 feetbelow the adjacent ground surface. The soils exposed in the bottom
of the excavation consisted of clayey sand with gravel and scattered cobbles' The upper
6 inches were very moist and loose due to recent precipitation. Topsoil was exposed in
tbe southwestern slab area. Results of swell-consolidation testing performed on a
sample taken from the site, shown on Fig. 1, indicate the soils have low to moderate
compressibility under conditions of loading and wetting' No free water was
encountered in the excavation and the soils were moist'

Considering the conditions exposed in the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural soil designed for an
allowable soil bearing pressure of 2,000 psf should be adequate for support of the
proposed duplex. Footings should be a minimum width of 16 inches for continuous
walls and 2 feet for columns. Topsoil and loose disturbed soils in footing and slab areas
should be removed and the bearing level extended down to the undisturbed natural sand
and gravel. Exterior footings should be provided with adequate soil cover above their
bearing elevations for frost protection. Continuous foundation walls should be
reinforced top and bottom to span local anomalies such as by assuming an unsupported
length of at least 12 feet. Foundation walls acting as retaining struch-lres should be
designed to resist a lateral earth pressure based on an equivalent fluid unit weight of at
least 50 pcf for on-site soil, excluding topsoil and oversized rock, as backfill. A
perimeter foundation drain should be provided to prevent temporary buildup of
hydrostatic pressure behind the walls and prevent wetting of the lower level. Structural
fill placed within floor slab areas can consist of the on-site soils compacted to at least
95% of standard Proctor density at a moisture content near optimum. Backfill placed
around the structure should be compacted and the surface graded to prevent ponding
within at least 10 feet of the building.
The recommendations submitted in this letter are based on our observation of the soils
exposed within the foundation excavation and do not include subsurface exploration to
evaluate the subsurface conditions within the loaded depth of foundation influence.
This study is based on the assumption that soils beneath the footilgs have equal or
better support than those exposed. The risk of foundation movement may be greater
than indicated in this report because of possible variations in the subsurface conditions.
