I have read and understand the above listed submittal requirements: Project name: Contractor Signature: Date Signed: TOWN OF VAIL FIRE DEPARTMENT GUIDELINES FOR PREVENTING NON-EMERGENCY FIRE ALARMS In order to prevent a non-emergency rlesPonse from the Vail Fire Depaftment Suppression crews to the construction location you may be working on we ask that you perform the following tasks: Determine what kind of fire alarm system exists within the structure you are working in with the owner or the manager of the prcperty involved or by contacting the Vail Fire Department. Determine with the owner or manager of the property, which alarm company services the system for them. Become familiar with the different components that are associated with the fire alarm system and how they operate before the DEMO begins. Never paint a smoke detector, thermal detector, or any other component of the fire alarm system, and never paint a sprinkler head. For small projects bag detector within the area you will be working in before you start, and remove the bags after work is done for the day. For larger projects, please contact the Vail Fire Depaftment so that we can work with you in determining what needs to be done to alter or "Zone OuY'specific areas of the alarm system for the structure. To keep your fire alarm system in excellent working order, on going maintenance is required per the manufacturer's recommen' dations and UL and NFPA standards. At a minimum the require- ments of Chapter 7 of NFPA 72 shall be follorved. A maintenance agreement should be arranged through the local manufacturer's representative. Maintenance should be performed annualiy by authorized personnel only.. The most common cause of an alarm system not functioning when a fire occurs is inadequate maintenance. As such, the alarm system should be tested weekly to make sure all sensors and transmitters are working properly.. Although designed for long life, fire alarm devices including smoke detectors may fail at any time. It is recommended that residential smoke detectors shall be replaced every 10 years.. A study by the Federal Emergency Management Agenry (an agency of the United States government) indicated that smoke detectors may not go off or give earlv warnine in as manv as 35 7o of all fires. While fire alarm systems are designed to provide warning against fire, they do not guarantee warning or protection against fire. Any alarm system is subiect to compromise or failure to warn for a varietv of reasons. For examole: . Particles of combustion or "smoke" from a developing fire may not reach the sensing chambers of the smoke detector because:- Barriers such as closed or partially closed doors, walls, or chimneys may inhibit flow.- Smoke particles may become "cold" and stratifu, and may not reach the ceiling or upper walls where detectors are located. - Smoke particles may be blown away from detectors by air outlets. - Smoke particles may be drawn into air retums before reach- ing the detector. In general, smoke detectoB on one level of a structure cannot be expected to sense fires developing on another level. o The amount of "smoke" present may be insufficient to alarm smoke detectors. Smoke detectors are designed to alarm at various lev- els of smoke density. If such density levels are not created by a dweloping fire at the location oJ detectors, the detectors will not go into alarm.. Smoke detectors, even when working properly, have sensing limi- talions. Detectors that have photoelectronic sensing chambers tend to detect smoldering fires better than flaming fires, which have little visible smoke. Detectors that have ionizing-type sens- ing chambers tend to detect fast flaming fires better than smol- dering fires. Because fires develop in different ways and are often unpredictable in their growth, neither type of detector is neces- sarily best and a given type ofdetector may not provide adequate warning of a fire.. Smoke detectors are subiect to {alse alarms and nuisance alarms. For example, a smoke detector located in or near a kitchen may go into nuisance alarm during normal operation of kitchen appli- ances. In addition, dusty or steamy environments may cause a smoke detector to falsely alarm. lf the location of a smoke detec- tor causes an abundance of false alarms or nuisance alarms, je not disconnect the smoke detector: call a orofessional to analyze the situation and recommend a solution. e smoke detectors cannot be expected to provide adequate wam- ing of fires caused by arson, children playing with matches (especially within bedrooms), smoking in bed, violent explosions (caused by escaping gas, improper storage of flammable materi- als, etc.). . Heat detectors do not sense particles of combustion and are de- signed to alarm only when heat on their sensors increase at a predetermined rate or reaches a predetermined level. Heat detec- tors are designed to protect propertv. not life. o Warning devices (including horns, sirens, and bells) may not alert people or wake up sleepers who are located on the other side of closed or partially open doors. A warning device that activates on a different floor or level of a dwelling or structure is less likely to awaken or alert people. Even persons who are awake may not notice the warning if the alarm is muffled by noise from a stereo, radio, air conditioner or other appliance, or by passing traffic. Audible warning devices may not alert the hearing-impaired (strobes or other devices should be provided to warn these people). Any warning device may fail to alert people with a disability, deep sleepers, people who have recently used alcohol or drugs, or people on medication or sleeping pills. - Please note that: i) Strobes can, under certain circumstances, cause seizures in people with conditions such as epilepsy. ii) Studies have shown that certain people, even when they hear a fire alarm signal, do not respond or comprehend the meaning of the signal. It is the property owner's re- sponsibility to conduct fire drills and other training exer- cises to make people aware of fire alarm signals and in- struct on the proper reaction to alarm signals. iii) In rare instances, the sounding of a warning device can cause temporary or permanent hearing loss.. Telephone lines needed to transmit alarm signals from a premises to a cenbal station may be out of service or temporarily out of service. For added pmtection against telephone line failure, backup radio transmission systems are recommended.. System components, though designed to last many years, can fail at any time. As a precautionary measure, it is recommended that smoke detectors be checked, maintained, and replaced per manufacturer's recommendations.. System components will not work without electrical power. If system batteries are not serviced or replaced regularly, they may not provide battery backup when AC power fails.. Environments with high air velocity or that are dusty or dirty require more frequent maintenance. In general, fire alarm systems and devices will not work without power and will not function properl)' unless thev are maintained and tested tegularlv. While installing a fire alarm system may make the owner eligible for a lower insurance rate, an alarm svstem is not a substitute for insurance. Property owners should continue to act prudently in protecling the premises and the people in the premises and should properly insure life and property and buy sufficient amounts oI liability insurance to meet their needs. I tounthg PA400 Sounders 1. The PA400 is intended for mounting to a srandard 2-l/2' deep single-gang box which allor,r,s sufficicnt clearance for conduit entrance. 2. The PA400 is compatible lvith DC line supervision. The piezo Alert is polarized and has terminals marked with polarity. Apply posirive supply voltage ro rhe (-F) terminal and negatlve supply voltage to rhe (-) terminal. (See l'igure 5.) 3. Mount the appliance to the electrical outlet box using the two mounting screws supplied. 4. Field repair of the PA400 should not be attempted. Retum to factory for repair or replacement. PSl2 or PS24 Strobes These optional srrobes are inrerconnected to the pA400 by first rcmoving the two mounting screws from the sounder. Use a small screwdriver to punch out the skinned-over areas as indicated in Figure 6. Install the adapter plate on top ofthe sounder and screv,, the combined sounder and adapter plate to the electrical outler box. Make sure field wiring terminals are oriented in the upward position when mounted in the outlet box. Next, slide the strcbe directly into the slots in the plates. The positive solder lug rnay be colored red or marked rvith a plus sign (+-). This lug musr be in the slot closest to the field wiring terminals. Grasp the catch area on each end of the sbobe and squeeze while applying inward force. Make sure the strobe catches fully engage the slots in the adapter plate and that no gap appears ar the intedace bet\^,een the stobe and adaDter Dlate.
