Thls letter f ol-lorrs my inspectlon vlsLt on l{ar ch 8 to the
above captioned Property. The visit was made at your request
and was ior the PurPose of determining by visual inspection
the extent of water damage and safety of the battered timber
retaLning wall.
In your presence and Bill Nolan, we made Ehe followlng
observatlons !
1.The underground culvert which runs more or less
parallel io the subJect wa1l and under the road
appeared to be frozen. This, we believe, has
causea, on a repeatl"ng daily basisr more recent
snow-rtr;1t ground I^'ater to flow outslde the
culvert and, thus, to saturate a substantLal
portlon of the underground area below the
ioadbed and behLnd the timber wall.
The lnlet box nearest the tlmber val1 was
solidly frozen with ice at the tLme of our
l-nspeciion. I{e rtere Lnformed by Bill Nolan
that earlier, when a great deal of $tater \tas
flowLng from the base of the timber wall, the
flow was checked when the lower portlon of the
culvert and box were unPlugged.

The backfl11 direetly behind the waLl appears
to have settled substantially as evl-denced
by the change 1n grade elevation at the road
"ig", as well as large cracks 1n the earth a
few ieet behind and parallel to the wall'
ThLs settlement is probably continuing, and
the rate would be e functlon of the lateral
resistlng capabilitles of the tinber wall.
The subJect wood tlnber wa11 is beginning to
yield ,"a fall as evidenced by the outward
ilulgtng of the top port!.on, as well as the
severe rotation oi the cross-bracing tie members'
6. We examined closely polarold plctures taken by
one of the unlt owners during the perlod of
maxl.rnum h'ater f1ow. They indlcate substantial
water head, as evidenced by the ttJ et actlont'
of the flow. Ife noted also the water 1evel
attained prLor to the refreeze of the previous
dayls thaw. This 1evel was above the walk leve1
.ttd hlgh.r than the ground 1evel floor of the
wesc-most unit of the Treetops Condorniniuu'
7. I'Ie studied the upht1l area drainage' including
parklng lots and landscaped topography' We
believethatdralnagebarriershaveinadvertently
been created through the embankments of plowed
snottr which has compacted and refrozen, thus
blockLng nore recent snow-me1t water' This
accumulatlng \tat er flows directly into the
ground through landscaping earth berms rather
than lnto the draLnage system. This becomes
a large source of ground water, which we believe
contrlbutes substantially to the general under-
ground source noted at the base of the timber
wa11.
Based on evaluatlon and consideration of the foregoing and
our experience with the area and similar conditlons, rde
conclude the fo lLowlng:
1. The main dralnage culvert ls probably clogged
due to sedLmentatlon and frozen ice. It is
probably broken due to rePeated f reezing and
thawing'1n the past. This, we surml-se, has

1ed to development of natural underground drainage
channelsr some of which surface along the wood
timber r^'a11. Thls acElon, we believe, undermines
not onl-y the retalnlng wall but also the road
itself.
Additlonal ground r,'ater prevLously noted in
observation 7 above, contributes to this underground
flow and adds head, thus the ttJet actlonrr noted in
Photographs r
We belleve that the generaL erosion and settlellent
of the roadbed and backflll adJacent to the wood
tlmber wall is taklng place at aa increasing rater
Thls solls actl-on exerts substantial lateral
pressure on the wood wal1 - already evidenced -
whlch r+ill cause lt to faL1, probably in the near
future.
Based on our observatlons and oplnlons, we belleve the timber
r*a11 1s essentially f aile<1 and relatlve unsafe. The future
stabl11ty of the roadbed is in Jeopardy and the flow of
underground water will only increase as we apProach ful1
sprtng thaw. The r.rat er flow is an imrnediate problem which
Ls the result of failure of the underground dralnage system.
The unlt o\{ner and/or manager will have eo deaL with thls
aspect of the problem r^'ith temporary measures as the sLtuation
dictates. Hovever, we recommend and suggest that a Permanent
and proper solution r.rll-1 require the replacement or repair
of both the dralnage system and the wood timber walL, as well
as the reconpactfon "oi replacenent of a portLon of the roadbed
A detalled pioposal for these repairs is beyond the scope of
thls letter. We recommend that the owners and/or fesponsible
parties be lnformed of our opinions and conclusions so that
they may take actions as they deem approprLate.

Dear Mr. Aldrich:
It was ca1led to my attention that I had not issued a final letter
certifying that we had performed the lnspection on the concrete' relnforcing
steel placernent and masonry work for TREETOPS, PIIASE IIr April 6 through
Jurle 7, L972. In general, t.he Contractorrs work Idas very satisfactory. The
placement of the steel and groutlng of the wal1s were in accordance with the
pl.r,". A stack bond on the blocks with an ePoxy grout joint was used for
the walls. This provided a very good Joint, although the voids were not
always filled. However, where joints were broken for testing, the joint
always held and the block itself broke.
Occasional tests were made in the l-ower blocks on the wa1ls to see Lf
good penetratlon vra s being obtained. A11 tests were good excePt one nexE Eo
a doorway. Occasional vertical steel bars were left out, but Ehe contractor
lrmediately placed them when this was discovered. S lump tests were taken
on all major concrete pours and also lest cylinders. We did not. get Ehe
result.s from the testing laboratory on the cyllnder breaks, but were told
they were satisfactory by the foreman on the job.

Dear Mr. Strubble:
As you requested, we checked the masonry work and steel placement in
the wal1s of the fr."iop" buililing regularly as the work progressed, May 17
iiror.gr, July g, 1g71. in g..rerat, the contracror's work was very satisfactory.
The placement of the steel and grouting of the walls was in accordance with
the Plans. There were about 5 or 6 bars left out in certain locations but
the contractor inserted them before the grout had set up. .Four or five checks
were made in the lower section of some ri11" to make certaln that good
f.rr"tt"tioo was being obtained' A11 of these checks showed solid mortar
around all bars.
Occasional field checks were made on the mortar mix' Type M mix was
used.: 1 part Portland Cement to 1 part Masonry Cement and the overall mix
was 2 L/2 to 3 parts sand to l part cement'
Thefieldweldsonthestructuralsteelfortheroofwerealsoinspected.
There were 5 or 6 welds which had to be redone, but the rest were satisfactory'
Wewerenotaskedtoinspectthefloorpoursexceptforcheckingthe
perimeter steel, but I did noie that the Wesi half of the 6th floor was in
poor condition. r feel that this floor will always vibrate unless it is

Item 8.A11 exit doors to the smoke proof enclosure as well as
the entrance to the open stair are to be marked with
exit signs as indicated on the electrical drawings.
Item 9. All rated doors are to be hung on frames carrying a
1abe1 equal to the door.
Item 10.The second floor sha1l not have an opening into the
smoke proof enclosure. In accordance with section
3309 f of the Uniform Building Code, access to this
stair shal1 be by way of the oPen exterior balcony at
each floor from 3rd to the 7th. This balcony is constructed
as shown on the drawings of incombustible material (conc-
rete) .
Item 11.A1-1 doors to the smoke proof enclosure are to be eqriped
with automatic closers with release by mechanical device
as provided in section 4306 (b) of the Code. Door holding
devices shall be of a type which will release the doors
so they will close in event of a power failure.
Item 12.Combustion air openings to the mechanical area shal1 be
two in number. Equal each to half of the opening indicated
on the drawings and one shall be located 12r' from the ceil-
ing, and 12rt from the floor. A11 such combustion air open-
ings shaIl be covered with corrosive resistant screen of
1,/4 mesh.

Openings in exterior wa11s within 20 feet of proPerty lines should
be protected with three-fourths- hour fire assemblies. Section
1903 (b). This condition may only be reviewed when information in
General C ornnent No. 1 is furnished.
The east exterior wa11 of rouns 42, 43 and 44 should be solid
grouted to coolply as a four-hour fire-resistive wa11. This is so
thaE for court srall considerations a property line may be considered
at this wall line. OEherwise, the opening E in the opposite wa11
must be provided with three- fourEhs -hour-f ire-res is t ive assemblies.

Duct and outlet openings in envelope ceilings are limited to 100
square inches in each 100 square feet of ceil-ing area and should
be protected with approved fire dampers. Section 4303 (b)-6.
A window schedule should be provided so that f.ight and ventilation
requirements may be reviewed for compliance $rith Section 1305 (a)
and for emergency exit or rescue, Section 1-304.
