I would like to comnend you on the recent remodel of thePhillips 66 station. The renovation does a great deal to
irnprove the appearance of the West Vail area. I do have one
concern that I would like to see you address. The site plan
for the redevelopment of the station included no provisions for
an exterior dumpster. I assumed from review of the site p1an,that trash would be handled within the building. If I hadrealized that there ri/as to be an exterior durnpster present onthe site, we would have required a screen enclosure of the
durnpster.

The Conmunity Development Department rnust ask that you eitherremove the neon sign or pull the sign back three feet from thewindow located at the Philtips 66 Station. The neon sign thatwe are concerned about is the one that is directly adjacent tothe window by the cash register.
The sign code requires that your sign be located three feetback from the window. A sign that is three feet back from thewindow surface does not farl under the jurisdiction. of the signcode.

On December 3, t98? , MTC conpleted the cathodic protection lnstallation
at your Phlllips 56 slte located,in Vall, Colorado.
the rectifler when energized on its third lowest tap setting provlded
cathodic protection for the 12M gallon steel tank al a -1.01 volts
when on and a -,933 volts on an instant off check. These readlngs
exceed the requirenents of the proposed EPA criteria of a -.8J volts
tank-to-so11 potentlal.
MTC reconrnends that a monthly check of the rectifier by your personnel
be initiated. This check should i-nclude the reading and recording
of the hour neter and the recording of the status of the red/green
lights l-ocated on the rectifier. These nonthly checks will provlde
an historlcal record of the rectifier operatlon. Once annually
(rninimurn) the rectifler should be inspected and the tank-to-soil
reading should be taken by a qualified professional, such as MTC' Inc.
If for any reason the red warning light should illumlnate ' this neans
that the rectifler is worklng belor the requirenents for adequate
protection and MTC should be calfed to rnake adjustnents.

Filter fabric prevents the m gration of pea gravel with native soilj it helps to
maintain the integrity and stab lity of the backfi I material. Owens-Corning
recommends the use of filter fabric for the fol owing types of lnstallations:
1 . Trda conditions or areas subjected to frequent y changing ground
water levels.
2. Unstable soils (muck or landfills)

When using deadman anchors in multiple tank installations each tank will
require two deadmen. lf one deadman.is used for adjacent tanks it must
be doubled in width. A separate anchor poinl (hold down device) must be

legs anchored under the re-bar reinforcement. Spacing for these hold-
down devices is determined by the number of anchor points shown on
tank drawings.

The standard manway is 22 " in diameter and has a load bearing capacity
of 1200 bs. Optional heavy duty manways have a load bear ng capacitr
of 2400 lbs. Fiberglas heavy duty manways must be specified on tanks
equipped with helical heatrng coils, agitators or pumps with a total
downward load of greater than 1 200 lbs but less than 2400 lbs
14) Manway Risers
The Fiberg as [4anway Riser provides a non-corroding, spacious access
from a manhole box and cover. Since the bottom is ooen, the manwav

A maximum of 2 manway risers maybe used with tank sizes of 8000
gallons and larger; only one riser is permitted w th tanks s zes less than
8000 gallons due to possible buoyant forces.
The riser must be installed with a 6" minimum clearance from the top of
the tank. The bottom of the riser should be suDDorted with 2't x4, x31
mrnrmum wood pieces. Additional data on manways, exlensions, and

15) Barricades
Tank area must be barricaded to prevent any vehicle travel over the tanks
until nstallation is complete.

There is one basic ditference
between Owens-Corning
Flberglas' underground
petroleum storage tanks and
tanks made trom steel.

SteelTank Gorrosion
Steel underground storage tanks
can corrode. There are two sources
of corrosion of steel tanks: galvanic
action and stray electrical currents.
Galvanic action is a natural action
between steel and the soil. The action
produces current much like a dry cell
battery. Corrosion occurs as the cur-
rent leaves the tank surface, Corro-
sion may be more pronounced
where steel tank surlace conditions
vary f rom one area of the tank to
another. Non-homogeneous backf ill
material may also aggravate the
problem, Factors which affect
galvanic corrosion include: soil
resistivity, soil pH, and backfill com-
position. Backfill which is con-
taminated with cinders, de-icing
salts, lertilizer or runo+f from septic
tanks will contribute to corrosion,
Galvanic action corrosion of a new
steel tank can be accelerated when
the tank is connected to old steel
tanks.
These conditions may vary within a
single installation. When testing soil
reslstivity, several tests must be
made al different points to make the
resistivity results more rel iable,
Stray electrical currents may occur
through grounding o1 various direct
current electrical equipmert. Typical
sources are direct current raoid tran-
sit systems, cathodic protection of
adjacent structures and even electric
welding. The current may discharge
from underground steel tanks, taking
metal f rom the tank, resulting in cor-
rosion. Even cathodically protected
steel tanks may not prevent stray
current corrosion,
Rust
Steel tank rust can occur internally
as well as externally. Aftempts to pro-
tect the outside of steel tanks will do
nothing to prevent internal rust, Fac-
tors which can contribute to internal
rust include: water condensation
and sludge containing water and
bacteria. lnternal rust which con-
tributes to many unprotected steel
tank leaks is elim nated with
Fiberglas underground tanks.
In over 20 years and over 100,000
tank installations there has never
been a leak caused by internal or
external corrosion in a Fiberglas
petroleum storage tank. That's
proof, not promise, Owens-Corning
petroleum storage tanks carry a
30-year limited warranty against
internal and external corrosion as
well as structural failure.
Owens-Corning Fiberglas tanks are
listed and labeled by UL (Under-
writers Laboratories) and/or Factory
Mutual. Our manufacturing plants
are inspected by these testing
agencies as part of their follow-up
service.
Maintenance Costs
Because Fiberglas tanks are not
susceptible to rust, the repair or relin-
ing of the tank d ue to rust wiil never
be reouired. No electronic monitor-
ing or anode replacement is needed.
Strength
Properly installed, Frberglas tanks
are strong enough to withstand con-
stant traffic from the heaviest over-
the-road vehicle (H-20 axle
loads-32,000 lbs/axle),
Fiberglas underground tanks were
designed to meet specific perfor-
mance criteria in dry or wet holes
when properly installed with specified
backfill. An empty Fiberglas tank
installed in a simulated wet hole
condition (seven feet of water over
the tanktop) will maintain a 2:1 safety
factor agai nst external hydrostatic
pressure.

Fiberglas Standard Flanged Manways
Manways can be installed centered over any of the tank ribs
except for end ribs, lift lug ribs or holdiown strap ribs. The
standard manway (bearing loads to 1200 lbs.) is 22 inches in
diameter equipped with an epoxy painted carbon steel cover
and includes a gasket and 24 zinc coaled 1/2" x 17r" bolts,
nuts and washers. Fiberglas extension tubes,22',30" and
36" diameter, are available in tvvo foot lengths which include
extra gasket and sel of nuts, bolts and washers.

Fiberylas Manway Riser Pipe
The Fiberglas manway riser pipe provides a non{orroding,
spacious, economical access from a manhole box and cover,
(tratfic areas require reinforced concrele road surlace) down
to the tank manway. Since lhe bottom is open, the manway
riser will fill with water as waler surrounds it on the outside.
The manway riser pipe is available in lengths from 30' to 54"
in 6" increments, and consists of a 48' diameter tube, open
at one end, and a 221/z' centered square hole with rounded
corners al the other end.
A maximum of two manway risers may be used with tank
sizes of 10,000 gallons and larger; only one riser is permitted
with tank sizes less lhan 10,000 gallons due to possible
buoyant forces.
Flberylas Sumps
Fiberglas sumps are available to facilitate condensalion
removal. The sumps are 4" deep, and must be installed
between ribs along centerline of tank bottom and are limiled lo
one sump per tank. Special installation procedures must be
lollo\fled when installing lanks with sumps.

Sumps are available for all tank sizes and models.
Steel NPT Fittings
Steel NPT littings are available in 2' ,4' ,6', and 8' sizes. The
2' size is a Jull coupling, lhe 4", 6" and 8" sizes are half
couplings. T\/o 2" littings or two 4" littings may be located
between the same two ribs perpendicular to the centerline of
the tank. All other fittings are located along top centerline of
tank. Changes in location off the top centerline of the lank will
void the U.L. label.

Helical Heating Coils
For viscous products, helical heating coils are available.
Attached to a heavyiuty epoxy painted carbon steel 22" l.D.
manway cover, the 1-1/4" schedule 40 carbon steel heating
coil is installed to leave S" clearance from the bottom ol the
tank. Suction and return couplings can be installed in the
manway lid. (Not included with heating coil.) Coil area for heat
purposes is 20.6 sq. ft. A heating coil can also be centered on
30" and 36" manway covers.
Tank Ladders
Fiberglas tanks are available with a factory installed carbon
steel ladder. Attached to the tank bottom with FRP mounting
lugs, the ladders are retained at the top with FBP slip lugs on
the trunk of the manway to allow for conlraction and
expansion of metal ladders. (Manway and ladder are sold
separately.)

Fiberglas fill tubes screw into the bottom of a 6' x 4' double-
lapped reducer bushing which is inserted in a standard six
inch NPT half coupling. The bottom ol the fill tube is located

Fiberglas f langed and conically gusseled nozzles are available
in 4' and 8' sizes. They are rated at 1500 ft. lbs. for bending

and full-faced 4G50 durometer gasket material (not shipped as

It is the respons bility of the tank owner or hls technical

2.01 Fiberylas Underground Storage Tanks.
A. Loading Conditions - Tank shall meel the following design criteria:
'1. External hydrostatic pressure. Buried in ground with 7' of
overburden over the top ol the tank. The hole fully llooded
and a safety factor of 2:1 against general buckling,
2. Surface loads: When inslalled according to manutaclurer's
installation instructions lanks will withstand surface H-20 axle
loads (32,000 lbs./axle).
3. Internal load: Tank shall withstand oressure lest ol 5 osi on lanks
of 4' through 10' diameters; 3 psi on 12' diameter tanks. A

4. Tanks shall be designed to support accessory equipment such
as heating coils, ladders, drop tubes, etc. when installed
according to manufacturer's recommendations and
limitations.
B. Producl Storage Requirements:
1. All lanks must be vented. Tanks are designed lor operation
at atmospheric pressure only, except for use with vapor
recovery systems providing the pressure or vacuum does
not exceed 1 psi.
2. Tanks shall be capable of storing liquids with specific gravity
uo to 1.'1.
3. Ny'aximum temperature. Tanks shall be listed by a nationally
recognized laboratory and capable of storing gasoline, gasohol
(90% gasoline and 10% ethanol mixture),90.5% gasoline and
and 9.5% Oxinol-so' (4.75% melhanol and 4.75% GTBA mixture),
av gas. jel tuel, diesel fuel, motor oil or oil at temperatures not to
exceed 1500 F at thg tank interior surface.
4. Tanks shall be chemically inert to petroleu.m products.
C. Dimensional Requirements (refer to Owenscorning literature
on gallonage.)

A. Anchor Straps - Provide glass liberreinlorced plastic anchor
straps lor each tank shown. Number and location of straps
shall be as specified by manufacturer. Each strap shall be
capable of withstanding the bouyancy load for lank diameter
as shown.

2. All manways will be turnished complete with U.L. approved
gaskets, bolts and covers.
3. Location - reJer to drawings for localion.
4. Manway risers 48" in diameter.and 42" high will
be supplied to provide access to the manway lid. A
24' x 24' galvanized street box with a cover must be
provided by contractor for at grade installation.
5. Fiber glass manway exlension tubes 24" long will be
provided for the manways as outlined in section 3 above.
D. Fill Tubes
1. Tubes shall be fiber glass-reinlorced plastic.
2. Tubes shall be factory installed, 4" diameter, and shall
include a 6' steel fitting with a double lapped reducer
bushing lo 4" diameter.
3. Tubes shall be standard items as manulactured and installed
by the tank manuJaclurer.
4. FRP lill tubes supplied by Owenscorning. Olher lill tubes ol
appropriate design can be supplied by contractor.

1. All threaded littings on U.L.labeled tanks for storage of petroteum
products shall be of a material of construction consistent with the
requirements of the U.L.-label. All littings to be supplied wilh
threaded plugs.
2. All standard threaded fittings are 4" in diameter and shall be half
couplings. Fleducers are to be used for smaller sizes where
specified and provided by conlractor.
3. Thread Standards - All threaded littings shall have machine
tolerances in accordance with the ANSI standard for each
fitting size.
4. Strength - NPT fittings will withstand a minimum of 150 foot-
pounds oJ torque and 1,000 foot-pounds of bending, both with
2:1 laclo( of safely.

At their regular meeting on 19 April 1978, the Eagle County
Planning Commission recommended that the Zoning Board of
Adjustments table the request for 30 days or until the proposed
sign regulation is enacted, vrhichever comes first.
This recommendation will be presented to the Zoning Board of
Adjustments at their Public Hearing on 11 May 19?8, beginning
at 10:00 A.M. in the County Commissioners Meeting Room, #103,
550 Broadrvay, Eagle, Colorado.

The purpose of thls appllcatLon and reason for varlance lsthat of a necesslty of obtalnlng permLsslon for one or moreprlce signs showlng the prd.ce of regular gasoline and statlngthe words "self-servLce". It ls absolutely necessary that theprice be stated ln order to attract sufficlent volume ofgasoline custoners so as to econontcally survlve ln todayrsgasollne narket. It ls also aecessary that the words "self-servlce" be pLalnly prlnted on the sign so as not to confuseor deceive the motoring public. Approxlmately 5O% of a1lgasoltne belng dlspensed ln the Unlted States today lsself-service, and custoners who are looklng for service are

When the subJect station (Phifllps station) was built in L9?lthe present Phllltps signs were lnstall.ed and a price slgn wasfurnlshed and used. DurLng the wlnter of 1973-1974, a crlslsbtt the United States ln what ls nore cornnonly known as the
"Arab embargo". Gasollne fell ln short suppl.y and lt vas not

had a supply of gasolLne to sell. Thousands of statlons in
the United States were wlthout supply. ln 1974, the newl'y-
formed Federal Energy Adnlnlstration set a celllng price on
gasoLine and during this period of shortage and during the
subsequeut perlod of dealers selling at the ceillng price,
price signs were stored ln or behlnd gasol-ine service stations.
Gasoline prlcing is now once again very conPetitlve as lt wasprlor to the Arab enbargo. On Aprll 24' L975, I surveyed the
VaiL narket and found that gasoLine prlce signs were still not
being used aud that ceLling or near-celling prices were being
charged ln the seven Vail stati.ons. Durlng 1976 nany major
oil companles ln the towns of Eagle and Gl-enwood Springs to the
west, and the Frisco-Dlllon area to the east, were uslngprice signs and selIlng gasoLi.ne at prices lower than ceillngprices set by the government.
During L976, station gallonage voLumes decreased at the Phillipsstation at ValI Das Schone and the rent was lncreased byPhlllips Petroleum Conpauy causing the then-jobber to glve uphls l-ease in Decenber, L976 I and at the same tl.me the dealerat that statlon went broke. To the best of my knowledge price
signs were not being used 1n the Vall area at the end of 1976.
Our conpany, S-M Petroleum Properties, Inc., leased the
subject statton at the end of January, L977, and re'introduced
the price sign to that location because the motoring public
today is generally aware that stations not showlng price
charge nuch blgher prices than those stations whlch displayprice signs. Our gallonage and business lnuedi.ately doubled
as we became conpetitive wlth other statlons along the Inter-
state.
lYith a price sign the West ValL Philllps 66 statton,ls profitabLe;
wlthout the price slgn the present dealer could not survive
wlthout havlng to resort to storlng and renting of U-Eaul type
trucks and trailers, or the.operation of wreckers and storageof vehicles, or gettlug Lnto heavy nechanlcal work.
Conditions whlch exlst under Sec. 9.O4.06, l-5:
a) An unnecessary and unreasonable hardshlp w111 be inposed
on the property oc/ner if the provlslons of tbls resolutlon are
strlctly enforced.b) Clrcumstances creatlng the hardship have been created
subsequent to the effectlve date of the sign ordinance through
no fault of the appellant,

On the east end of the property, located on top of a J.argefnterstate pole, is an internally-1it double-faced phillips 66shield, or banjo, sign. f am told by Phillips petroleum Companythat thi.s sign contains 112.46 square feet of surface on eachside. Also located in the front center of the property, closeto the frontage road, is a snalL phil_lips 66 shield or banjosign, internally-Lit, located on a pole which is encased inwood. Phillips Petroleum Co. has informed me that each of thetwo sides contains 12.5 square feet of internalty-Iit surface.
There are also located on the property two porcelain pricesigns--one belng Located on a pole on the southwestern cornerof the property facing the intersection of the Interstate; theother located on the southeastern corner of the property facingeast which is positioned to be seen by traffic traveling westalong the frontage road. Gasollne pricing ls now once again very conpetitlve aa lt was
prior to the Arab embargo. On-Apr11 24' L975' I surveyed the
Vall narket and found that gasollne price slgns were stlll not
being used and that celllng or near-celling prices were belng
charged ln the seven Vall stations. Dmrlng 1976 nany najor
oil -onpanles ln tbe towns of Eagl.e and Glenwood Sprlngs to the
west, and the Frisco-Dl1lon area to the east, were uslng
price slgns aud selllng gasoline at prices lower than celling
prices set by the government.
Durlng L976, station gallonage vo!-unes decreased at the Phil-I-lps
statlon et Vall Das Schone and the rent was lncreased by
Philllps Petroleum Company causlng the then-Jobber to glve up
his lease ln Ilecember, L976; and at the same tlne the dealer
at that statlon went broke. To the best of my kuowledge prlce
signs were not belng used ln the Yall area at the end of 1976.
Our company, S-M Petroleum Propertlesr fnc.' leased the
subJect statlon at the end of January, 1977, and re{ntroduced
the prLce slgn to that locatlon because the motorlng public
today Ls generalLy aware that statlons Dot showlng prlce
charge nuch higher prices than those statlons whlch dlsplayprlc- signs. Our gallonage and buslness lmnedlately doubled
