The bulk samples subrnitted to FRS Geotech, Inc. have been analyzed by polarized
light. microscopy (PLM) , the EPA-recommended method for determination of fibrous
constituents in building materials. The percent of asbestos contained in the
samples is a visual estimation based upon comparisons with published charts.
The resultss of these analyses are summarized in the enclosed table. This report.
relates only to the it.ems received and t.esEed by our laboratory. According to
requirements set by the National Inst.itute of Standards and Technology/NvlAP.
this report must not be used to claim endorsemenL by NVLAP or any agency of the
US Government. Also, NVLAP guidelines specify Lhat this report should noe be
reproduced, except in fu11, i4rithout Lhe writcen approval of FRS.

In areaswhere the I'new'r vet]:od is silent, FRS foLlows the uoLd" Interin hfethod and/orspecific rulings issued by the various regulatory agencies.Each separabl:e layer or portion of the sarnple is individually analyzed andreqorted, along rdith each layer's volume percent as a part of the total sample.AdditionalLyr - an arithmetic composite for the total sample, as received Uy Lhe lab, isreported for layered samples. Information on the nature and quantity of rnaterials atthe samp.l.ing site, which is unavailable to FRS, must be used by the client, todeternine vrhether or not this arithmetic cornposite of the Eanp1e is representative ofthe materials, as they exist in place. This s ame information must be used by theclient to determine whether or not any layered material, as it exlsts in plaEe, shouldbe treated as several different materials or as a composite materia.} -Each sarnple layer is prepared and analyzed in refractive index oils'that arecertified by the manufacturer, Cargille Laboratories. Refractive indices are measuredby_the Dispersion SLaining, Becke Line, or oblique Illumination met,hods, according towhich method is rnost applicable to t,he sarnple material . Asbestos content is repoitedas a percent of the sanp.Le, and is a visual estination based upon gross sampl-eexamination and compari.sons wj.th published calibration charts during et+t anilysis.

AshLng is a preparatory procedure carried out to elirninate many interferents andasbestos "l,ook-alikes. " A portion of the sample is placed in a furnace at 5OO degreesCelsius for between I and 4 hours; the actual tine varies according to sarnple type.The amount of asbescos present in the original sample l-s calculated, based upon theweight loss due to ashing. If tshe sample had a 50t wei-ght loss, and the visualestimation of asbestos present was 201, the amount of asbestos reported wouLd be 10t.AII ashed sanples are so noted on the Fina1 Report.
Iton-A.sbagtifon .ldriSola l(inaraLgParticles of Norif -AgBESlrIfOrul anthophyu.ite, tremolite, and actinoLite withLength to width ratios equal to or exceeding 3:1 and overall lengths greater than 5microns are occasionally detected in some bulk samples. Whi]-e such particles do meetthe "oLd" legal. definition of fibers, they do not meet the cJ.assical definition ofasbestos because they do not occur as bundles of parallel fibers (often exhibitingspfayed ends), matted masses of individual fibers, or }ong, flexible, and/or curvedindividual fibers. The najority of mineral fibers in a eample must display thesecharacteristics as wel]" as exhibit a length to ryidth ratio of at least 20:1 for themineral to be desigirated rrasbestos." These guidelines are specified in the "New,'Method: EPA/ 600/R-9 3 /LI6. Our Final Report refers to non-asbestiform anthophyllite,tremolite, and actinoLite as either "Non-asbest, trem./actin.r., or ",Non-asbesL.anthophyl .", nhichever is appropriate.

At your request, this office has conducted a visual inspection of
ttre fire dinage at the above referenced building. The Pulpose of
it" irrsp"ctioi, is to determine the structural elements that have
1""" dinaged, -and recommend all necessary repa_irs required.to
naintain l]ife safety during the repair, and complete the repair.
The following items are to be noted:
a) EXISTING CoNDITIONS
The duplex was under construction at the time of !n9 fire. on
2O Jan-uary 2001. The rough franing was 9ot complete on the
east side of the building. The rough framing of the floors,
was complete on the west liAe ot tha buiLdin9. Roug! framing
of the upper Level walls and the roof on the west side of the
building-r- were only Lot complete. cons_truction documents'
includiii architect-ural plans a.s prepared by JI'IP ARCHITECTS,
and structural plans and specifications as prepare9 by THE il.I
I,IUELLER CO., INe. dated 4 tlay 2OOO, were available for review.
b) PAEH OF THE FIRE
The fire appears to have originated in the.main level framing
of the wes-t-unit, beneath the urain level fireplace. The fire
spread Ueneatfi ihe nain level floor of the west unii, -andsiread up to the second level floor through various openings
ii-tft" riitt 1"n"1 framing. The party wall between the units,
nininized the damage to ttre east-unit. Two isolated locations
of the east unit, iere damaged by flames. The first area, is
adjoining the fireplace and chinney. A portion of the main
level an-a the party wall were damaged. The second area

Th6 west unit nain level was tlroroughly burnt, and.easily-freaa to the adjoining floor and wall of the east unit.

The masonry fireplace and chiuney of the west units appears
["-U"-in" ioint bf oriqination oi trre fire. A hole made in
itre siae oi tne masonry to extingruish the fire, has exposed
two conditions. The first condition, is that the masonry mass
"i- u"trr ottit= is constructed with 4tt thick unreinforced
ri"ott"y construction. The second condition, is that the wood
frarnin| of the main level continues through the masonry mass,
niiing- the 1na6onry masa dis ontinuous at the main Level .
Th;;- conditions rrere hidden during previous vlsual
inspections during construction, and are an unacceptable
netirod of masonry Lonstruction according to the 1997 Uniform
Building Code.

The fire has severely comPromised many of the framing menbers

FUTURE CONSTRUCTION

flames. The \rest vall-of the livi-ng room can be saved. The
balance of the west unit must be reuoved and replaced. All
unaanagea frauing exposed to srnoke, water and heat, must be
cleaned to Pre-fire conditions.

have to be removed. Inspect for any twistinq or deflection,
caused by exposure to eicessive teuperatures. Replace all
damaged pieces.
