RE: DeckEnclosures at Spruce Creek Townhomes
Dear Hal,
I have discussed the deck enclosure that you have proposed at Spruce Creek Townhomes with the other
planners. Ws do have concerns about how the Townhornes will appear if all of the deck enclosures are
not done in a corryrehensive manner. As a result of our concenrs, it will be necessary to bring the
application to the Design Review Board. The following is a list of the submittal requiremen8 that we will
be requiring:
l. Building elevations ofthe proposed deck enclosures, calling out all proposed materials.2. Typical floor plans of the enclosure.3. A letter of approval from the homeowners association.4. A completed application and check in the amount ofS50.
Staff would also recommend that you have plans that show exactly which units will be enclosing their
decks, along with a phasing plan of construction for all of the units.

RE: Deck Enclosures at Spruce Creek Townhomes
Dear Hal,
The Community Development Department has reviewed the file for the Spruce Creek Townhomes in
regards to the proposed deck enclosure. The following are the development statistics for the Spruce
Creek Townhomes:
GRFA: The A and B Units were constructed at 1589 sq. ft. per unit. The C and D units were constructed
at 1552 sq. ft. per unit. The approvals allowed for a maximum CRFA allowance of 1750 sq. ft. per unit.
The proposed deck enclosure is approximately 1 80 sq. ft. Therefore, for the C and D units proposing the
deck enclosure, it is considered a minor addition. For the A and B units interested in the deck enclosure,
they will be tapping into their "250".
Design Guidelines: Any addition of GRFA for multiple-family developments requires complete
compliance with the Design Guidelines. The DRB will be reviewing the project in its entirety for
compliance with the Design Guidelines.
Parking: As approved, 2 parking spaces are provided per unit. The deck enclosures will have no effect
on the parking requirement.
The deck enclosure for unit C4 will be heard by the DRB on January 19, 2000. Staffis again
recommending that you provide the DRB with a phasing plan which indicates exactly which units will be
enclosing their decks. This intbrmation will allow the DRB to view the overall effect these deck
enclosures will have on the appearance of the entire Spruce Creek deveLopment.
Should you have any questions, please do not hesitate to contact me at 970-479-2369.
Sincerely.

RE: Deck Enclosures at Spruce Creek Townhomes
Dear Hal,
The Design Review Board conceptually reviewed the plans for the deck enclosure at Spruce Creek
Townhomes, Unit C4. The following were their suggestions and requirements to receive final approval:
1. The Board felt that continuing the railing across the enclosure was inappropriate.
2. The Board expressed concems about snow shedding onto the driveway in front ofthe garage.
3. The Board felt that more information was needed.
The Desigtt Review Board felt that they need a more comprehensive idea of the appearance of the entire
development should various units choose to enclose the decks. They have requested that you provide
them with architectural drawings of the appearance of the development with the options of enclosures.
Also, because the Spruce Creek Homeowners Association has agreed upon the enclosures, all future
applications need to be made as co-applicants with the owner of the unit and the homeowners association.
Please provide minutes from the Homeowners meeting stating that this is the approved design.
I have scheduled you for the next Design Review Board meeting February 2,2000). Please submit all
drawings to the Community Development Department by Friday, January 28' , so that staff has adequate
time for review. If I do not receive the submittal by this date, you will be scheduled for the February I d'
Design Review Board meeting. Should you have any questions, please do not hesitate to contact me at

Enclosure of Front Decks - Spruce Creek Townhomes
1750 South Frontage Road West Vail, Co.
The attached plans for this project address the need to increase the
usability of these decks and increases the living space in these units
by approximately 200 square feet. ln winter snow accumulation
makes the decks inaccessible and in other seasons the traffic noise
from I 70 severely limits their use.
The plans presented take into account a number of issues:
1) to maintain architectural integrity of appearance of the
Torynhomes irrespective of the number of units converted;
2) the ability to convert any single unit with little or no affect on
neighbouring units ,whether already converted or not;
3) a single external design to which all association members must
adhere. To that end alf individual applications will have the
association as a joint applicant. (Owners will be free to complete
the interior details to their own choosing).
This project has been discussed and approved by the Board of
Directors of The Spruce Creek Townhomes of Vail Condominium
Association. All members of the association have been informed of
this decision and have been circulated with copies of the proposed
plans.
Sincerely,tu
President

RE: Spruce Creek Townhouses
Dear Mike:
As you reguested, staff has riiviewed the project history of
Spruce Creek Townhouses. The Town has a plan, dated March 28,
L979, which was approved'by Eagle county prior to annexation.
This plan may be built-out as shown on the approved plans or
rnodified with PEC approval. If you wish to deviate from the
approved drawings, then the Planning and Environmental conmission
must approve all changes. The parcel is located in a Residential
cluster Zone District. This zone alIows single family hones as a
use-by-right. It also allows attached dwelling units, as long as
the nunber of units per structure does not exceed four. The
original developrnent pLans for Spruce Creek phase I and II have
been built-out with twelve and nine units, respectively. Phase
III has not been constructed yet, and has an approval for a
maxinurn of twelve dwelling units. The Ea91e county approval was
for a total of 33 dwelling units for all three phases'
This information is based on research frorn the files i-n the
Cornmunitlz Development Departrnent, as well as inforrnation taken
from the Townrs development statistics. A copy of the
development statistics sheet for Spruce Creek Townhouses is
attached to this letter showing that 21, units in Phase I and fI
have been built. Twelve units have been approved, but are not
yet bui1t.
The Townrs perrranent files include a letter dated May 31, 1979
from Eagle county stating that 33 dwelling units were approved bythe county Board of Cornmissioners, each with a rnaximum of Lr750sq. ft. of floor area. This l-etter is attached for your
infornation. It appears that the units in Phase I were
constructed at 1-,589 sq. ft. each and the units in Phase II were
constructed at 1,552 sq. ft. each. Though earlier developers did
not take advantage of all the available GRFA, the Town of Vail
Planning Staff has determined that the approval was given for a
maximum of 11750 sg. ft. per unit. As a result, the unused GRFA
in previous phases is not transferable to the final phase.
Concerning GRFA, the Town will- review any application you propose
under the current GRFA regulations. The GRFA regulatj-ons for
Residential CLuster zoning still allows credits as Listed in
Section l-8.04.130(B) L-5 for multi-fanily developrnents (rnore than
two dwelling units). Because this parcel is not in a Single
Farnily, Duplex, Prirnary/Secondary or Hj.llside Residential zone
district, development would be limited to GRFA credi-ts for
nultifarnily structures. However, you may only qualify for
nultifamily GRFA credits if you develop structures with rnore than
two dwelLing units in them. If you build single farnily units,
there are GRFA credits available to you as described in Section
L8.04.1-30(A)l--4. PLease note that the definition of GRFA hasalso been revised and is foun€l in Section 18.04.1-3O.
other j.ssues which the County approval does not specifically
address and which must be addressed to fully understand the
developrnent potential for this property include: 100-year floodpIain, wetlands, and proposed access. Any proposal submitted
must meet the current development standards for these issues. If
you have any questions on this inforrnation, or would like to
discuss in more detail, please call me al 479-2138.
Sincerely,
f"l-A /4,1L

Dear Sirs,
The Spruce Creek Condominium Association Board of Directors has asked
me, as their managing agent, to pass on to you the following considerations:
.The condominium ovrners discussed at some length at their Annual
meeting on August 11, 1984 what the plans might be for completing
the Spruce Creek project.
.There was hope that any additional development would be integrated
and relatively consistent with the existing development.
.There was the feeling that any significant changes to the developement
as it was initially conceived would hurt both the value of the
development and the town. It was noted that Spruce Creek had
initially been accepted by the town as an approved subdivision.
If there are any questions, please address them to Ted Ge1t, member
of the Board of Directors, Spruce Creek Condominiums (1-303-691-5400).
Spruce Creek Condominiums
Regards,
Jiir Poppleton

BERRIDGE METALLIC FINISHES*
All Berridge metallic colors are completely processed and finished
on Berridge Continuous Coil Coating Lines and are proprietary
finishes of Berridge Manulacturing Company which are available on

include:
PREFII{ISI{ED METAL . GALVAI{IZED STEEL
AIID GALVALUMEO
Prefinished Berridge products are fabricated from either
pretreated G-90 galvanized steel or pretreated GALVAL-
UME steel coils. All coatings are applied at the factory on
the Berridge Continuous Coil Coating Line which pretreats
the metal, applies primer coat, finish coat and a strippable
plastic film coating. The strippable plastic film is applied to
the painted surface for protection during fabrication and
shipment and must be removed belore field installation.
I{ATURAL FINISHES . SATIN FII{ISH GAL.
vALUilEo, SATtl{ FD{|SH GAIVAN|ZED,
These are slandard unfinished metal coils from steel mills
that are pretreated on the Berridge Continuous Coil Coating
Line to remove mill oils, chemicals and residue, which
provides final uniformity ot appearance. In the process, the
coils are coated on the back side with a chromate treatment
to inhibit corrosion and lhe top side receives a clear plastic
strippable film that must be removed before installation of
the product. The clean surface, which has a new appear-
ance characterized by a small, flat spangle, is now allowed
to weather and darken quickly and more evenly because
all mill treatment has been removed from the metal surtace.
The Satin Finish GALVALUMP coating of aluminum and
zinc offers the inert protection ol aluminum and lhe galvanic
protection of zinc and, therelore, has the best longevity and
weatherability. The Satin Finish Galvanized will remain
bright longer but will darken somewhat with age.

These photos illustrate how a Beftidge 'Vantage Point' retrcfit
roof system prcvides a totally new design appearance plus
wate ni g ht n e s s i n te g rity.
Berridge UANTAGE POINI reroofing system combines a new
aesthetic look with simple mechanical attachment over exist-
ing ffat built-up roofs that will last for years to come. VANTAGE
POINT is more than iust a patchup or a re-roof solution; it is a
permanent new roof with a new higher profile which gives your
old building a totally new look. The sloped, light weight, self sup-
porting metal panels need no substrate, thus avoiding extra
weight and cost. They provide a watertight standing seam that
sheds waler in contrast to dated, flat built-up rools which are
subject to water ponding and subsequent leakage.

Thermal & Mechanical Considerations:
E lnsulatlon:
The space between the old and new roof allows for low
cost, blanket insulation to greatly reduce heating and cooF
ing costs.
E Vapor Barrier {if requiredf :
A vinyl vapor barrier on the underside of the blanket in-
sulation avoids condensation from the building penetrat-
ing insulation and reaching lhe framing system and rool
oanels.
E lrlechanical Equlpment:
Any existing and new mechanical equipment should be
located at ground level to reduce penetrations.
Cl Ventllatlon:
The new attic space can be vented with ridge vents or
touvers.
D Thermal llovement:
Accomodaled at the eaves and with inner rib expansion
ioints.

Architects & Designers:
D noof Design:
Low slope to steep mansard profile. Intersecting planes
such as hips, dormer and valleys should be kept to a mini-
mum.
E Penetlations!
Minimize penetrations such as skylights, curbs for rool-
mounted heating or air-condilioning units, etc.
