Ws do have concerns about how the Townhornes will appear if all of the deck enclosures are not done in a corryrehensive manner. As a result of our concenrs, it will be necessary to bring the application to the Design Review Board. The following is a list of the submittal requiremen8 that we will be requiring: l. The following are the development statistics for the Spruce Creek Townhomes: GRFA: The A and B Units were constructed at 1589 sq. ft. per unit. The C and D units were constructed at 1552 sq. ft. per unit. The approvals allowed for a maximum CRFA allowance of 1750 sq. ft. per unit. The proposed deck enclosure is approximately 1 80 sq. ft. Therefore, for the C and D units proposing the deck enclosure, it is considered a minor addition. For the A and B units interested in the deck enclosure, they will be tapping into their "250". Design Guidelines: Any addition of GRFA for multiple-family developments requires complete compliance with the Design Guidelines. The DRB will be reviewing the project in its entirety for compliance with the Design Guidelines. Parking: As approved, 2 parking spaces are provided per unit. The deck enclosures will have no effect on the parking requirement. The deck enclosure for unit C4 will be heard by the DRB on January 19, 2000. Staffis again recommending that you provide the DRB with a phasing plan which indicates exactly which units will be enclosing their decks. This intbrmation will allow the DRB to view the overall effect these deck enclosures will have on the appearance of the entire Spruce Creek deveLopment. The following were their suggestions and requirements to receive final approval: 1. The Board felt that continuing the railing across the enclosure was inappropriate. 2. The Board expressed concems about snow shedding onto the driveway in front ofthe garage. 3. The Board felt that more information was needed. The Desigtt Review Board felt that they need a more comprehensive idea of the appearance of the entire development should various units choose to enclose the decks. They have requested that you provide them with architectural drawings of the appearance of the development with the options of enclosures. Also, because the Spruce Creek Homeowners Association has agreed upon the enclosures, all future applications need to be made as co-applicants with the owner of the unit and the homeowners association. Please provide minutes from the Homeowners meeting stating that this is the approved design. I have scheduled you for the next Design Review Board meeting February 2,2000). Please submit all drawings to the Community Development Department by Friday, January 28' , so that staff has adequate time for review. The attached plans for this project address the need to increase the usability of these decks and increases the living space in these units by approximately 200 square feet. ln winter snow accumulation makes the decks inaccessible and in other seasons the traffic noise from I 70 severely limits their use. The plans presented take into account a number of issues: 1) to maintain architectural integrity of appearance of the Torynhomes irrespective of the number of units converted; 2) the ability to convert any single unit with little or no affect on neighbouring units ,whether already converted or not; 3) a single external design to which all association members must adhere.To that end alf individual applications will have the association as a joint applicant. (Owners will be free to complete the interior details to their own choosing). This project has been discussed and approved by the Board of Directors of The Spruce Creek Townhomes of Vail Condominium Association. All members of the association have been informed of this decision and have been circulated with copies of the proposed plans. The Town has a plan, dated March 28, L979, which was approved'by Eagle county prior to annexation. This plan may be built-out as shown on the approved plans or rnodified with PEC approval. If you wish to deviate from the approved drawings, then the Planning and Environmental conmission must approve all changes. The parcel is located in a Residential cluster Zone District. This zone alIows single family hones as a use-by-right. It also allows attached dwelling units, as long as the nunber of units per structure does not exceed four. The original developrnent pLans for Spruce Creek phase I and II have been built-out with twelve and nine units, respectively. Phase III has not been constructed yet, and has an approval for a maxinurn of twelve dwelling units. The Ea91e county approval was for a total of 33 dwelling units for all three phases' This information is based on research frorn the files i-n the Cornmunitlz Development Departrnent, as well as inforrnation taken from the Townrs development statistics. A copy of the development statistics sheet for Spruce Creek Townhouses is attached to this letter showing that 21, units in Phase I and fI have been built. Twelve units have been approved, but are not yet bui1t. The Townrs perrranent files include a letter dated May 31, 1979 from Eagle county stating that 33 dwelling units were approved bythe county Board of Cornmissioners, each with a rnaximum of Lr750sq. ft. of floor area. This l-etter is attached for your infornation. It appears that the units in Phase I were constructed at 1-,589 sq. ft. each and the units in Phase II were constructed at 1,552 sq. ft. each. Though earlier developers did not take advantage of all the available GRFA, the Town of Vail Planning Staff has determined that the approval was given for a maximum of 11750 sg. ft. per unit. As a result, the unused GRFA in previous phases is not transferable to the final phase. Concerning GRFA, the Town will- review any application you propose under the current GRFA regulations. The GRFA regulatj-ons for Residential CLuster zoning still allows credits as Listed in Section l-8.04.130(B) L-5 for multi-fanily developrnents (rnore than two dwelling units). Because this parcel is not in a Single Farnily, Duplex, Prirnary/Secondary or Hj.llside Residential zone district, development would be limited to GRFA credi-ts for nultifarnily structures. However, you may only qualify for nultifamily GRFA credits if you develop structures with rnore than two dwelLing units in them. If you build single farnily units, there are GRFA credits available to you as described in Section L8.04.1-30(A)l--4. PLease note that the definition of GRFA hasalso been revised and is foun€l in Section 18.04.1-3O. other j.ssues which the County approval does not specifically address and which must be addressed to fully understand the developrnent potential for this property include: 100-year floodpIain, wetlands, and proposed access.
