BUILDING PERMIT ISSUANCE TIME FRAME
If this permit requires a Town of Vail Fire Department Approval, Engineer's (Public Works) review and approval,
a Planning Department review or Health DeparUnent review, and a review by the Building Departmenb the
estimated time for a total review will take as long as three (3) weeks.
All commercial (large or small) and all mulU-family permib will have to follow t}re above mentioned maximum
requirements. Residential and small projects should take a lesser amount of time. However, if residential or
smaller projects impact the various above mentioned departments with regard to necessary rwiew, these
projects may also take three (3) weeks to review and apprcve.
Every attempt will be made by this department to expedite this permit as soon as possible.

is not picked up by the expiration date, that I must still pay the plan check fee and that if I fail to do so it may

Ttre purpose ofthis htter is to inform you that the Vantage Point Board of Directors has
given approval to renovate the ten chimneystacks from the roof up at Vantage Point. This
would entail a stucco finish and meial shouding around the flue terminations. Bill Pierce
of Fritzlen Pierce Architects will be doing the desigu on this project.
Also approved by the Vantage Point Board ofDirectors was having a structure/roof
constructed around a snowmelt boiler on the exterior of the building. Bill Pierce will do
the desien ofthis project as well.

Submitt.al fequirements: The owner or authorized agent9f any project requiring design approval as prescrlbedby this chapter may submit plans ior concept-ual reviewby the.Design Review Board to the Department ofCommunity Development. The conceptuil review isintended to give the applicant a Lasic understanding ofthe compat,ibility of their proposal with the Town, sDesign Guidelines. This procedure is recommendedorimarily for applications more complex than single-fanily and two-fanily residences. However, developersof single-family and two-family projects shall not beexcluded from the opportunity to request a conceptualdesign review. Complete apptications must be sutnitted10 days prior to a scheduled DRB meeting.
The following information shall be subnitted for aconceptual review:
1. A concept,ual site and Landscape plan at a minimumscale of one inch equals twenty feet;
2. Conceptual elevations showing exterior materialsand a description of the character of the proposedstructure or st.ruct,ures,-

We are rvell aware of the problems on the Frontage Road concerning
congestion and the need for turn lanes and aeceleration and
deceleration lanes and would agree sornething must, be done.
However, Lhere are problems that are unique t.o Vantage Point
Ehat we feel must be addressed.
Currently the distance between the south side of the Frontage Rd.
and the north side of Vantage Point is only fifty-feet' The
distance between the Frontage Rd. and our jacuzzi's is sixty-two
feeE. Since both the buitding and the jacuzzi's siE down grade
fron the Frontage Road, we feel snow removal will present a
serious problem by throwing cinders and other road debris onto
the people in the jacwzzL. The building itself will also be
at risk from the same debris.
Ilaving been the General Manager and lived on site for almost
twelve years, I am very aware of the amount of debris and the
disLance ic is throlrrn during snow removal along the Frontage
Rd.
I have sent at least two letters to the Tor^rn of Vail regarding
this matter over Ehe past three years and have received no
response, I would sincerely hope that this matter be given
considerable attention before any final plan is approved.

Having reviewed the proposed landscaping plans for the north side ofvantage Point condoniniuns, r would like to make the folrowing conmenf,s:
(1) The elir.rination of the current drivewalr and parking lot vould denyus accessr via aeria]. apparatus, to the west side of the east buirding anda]-r of the \sest bullding. This would severly hinder the cont.rol or extin-Suichnent of any rnajor structure or chinney flre especlall,/ where there is noroof access to any part of the roof area.
(2) By elimination of the present lot, the actual travel distance (via
snow cleared wallarays) rdght put al1 or parts of the wcst buirding furtherthan the 150 feet roandated by the uniform Fire code (assurning a fire truckcould not maneuver through the westwind's parki-ng l-ot during peak season).
(3) rt would be furprobable that any type of appararus would be able toapproach the west bruilding vithin l0O fcer with the groposed landscaoj_ng dueto follage spacing and sloping of the terraln ln any veather or coaditlons.

At youn request, we visited Vantage Point to observe damage to thestain between Phase I and ll. The stair is pnecast concrete attached tothe building deck with weld plates. The stair faces south and isdivided into two sections. The east half of the stair (next to thebuilding) has sepanated about 1/2" from the deck and the weld plates
are being pulled fnom the concnete. The west half has separated about1/8" and no damage is visible. At the foot of the stains the concnete
walk appears to have moved to the south about 3/4" to ltr. Stains
connecting this walk with the adjacent parking structune have .moved
about 4rr to the south and settled approximately 2rr.
We then went into the adjacent parking structure and observed thefollowing conditions: the retaining wall adjacent to Vantage Point hasa 1/2n wide crack running lengthwise at mid-height of the wall, a
def inite rbulget is visible at the middle of the wall and sevenal newconcrete walls have been placed against the netaining wall in anapparent attempt to brace it. An aluminum movement gauge has beenplaced over the wall crack and it shows an additional separation ofl/8" since it was installed.
Based on oun observations we have come to the following conclusion
negarding the stair movement at Vantage Point. lt appears the adjacentparking structure may be experiencing a lateral movement to the southin addition to the wal I fai lure. This has a llowed the earth on yourproperty to settle and also move to the south. As a result the walksand the stains are being pulled along with the earth. Any nepairs
made to the stairs can only be temporany until this earth movement isstopped. Since evidence of eanth movement is visible adjacent to your
structure, it is possible that the Vantage Point foundations could be
affected in the f utune if this movement is a I lowed to continue.

structure should be contacted regarding a permanent sol ution. lf an
agreement cannot be neached for repairs, please contact us for a

Engineer''s (Publ ic Wor"ks) reyiew and approval, a P'lanning Department
review or Health Department review, and a rev'iew by the Building
Department, the estimated time for a total review may take as long
as three weeks.
All commercial ("large or small ) and a'l'l multi-family permits wj'll
have to follow the above mentioned maximum requ'irements. Residential
and small projects should take a lesser amount of tjme. However, 'if
resjdential or smaller projects impact the various above mentioned
departments with regard to necessary review, these projects may
also take the threq week period.
