We do not however, support the request to locate one sign on the east elevation at a height. of 65 feet. We find j.n order to improve The Lodge Tower'svisibility to the pedestrian, a sma11 freestanding directional sign would be more suitable. The staff believes that this directional sign would improve visibility to pedestrians entering the project from the ski base area. We find it is inconsistent to allow two wal-I signs andalso we acknowledge that the project has visibility problems because of its close proximity to the Lodge at Vail, at the pedestrian leve]. Howeverr the purpose ofthe proposed sign should not be to identify the business from all possible vantage points. Many of the lodge / hotel projects in the Village, are not easily identified from the ski base. There are no special circumstances or condit.ions that are unique to theproject that do not apply generally in the area thatjustify the requested sign variance. Staff doesbelieve a small direct.ional, either freestanding orwaI1, pri.marily oriented to the pedestrian is reasonable. B. That speciaf circumstances were not created bv the applicant or anyone privv to the applicant. Staff Response: Speeial circumstances were not created by the applicant. o Staff ResDonse: Staff feels that the proposed signage on the east elevation is not appropriat,e or consistent vrith other signage in the area. We feel that an east elevationsign of this size and height would be excessive and isnot necessary. Staff Response: lhe applicant is request,ing an additional 20 squarefeet of sign area beyond the allowable 20 square feet.Staff feels that the existing L? st. ft. wall sign on the west elevation, the existing 3 sq. ft. wall sign at the entry door and the addition of a 2-3 sg. ft. for a directional. sign, either freestanding or directional, would best fulfill t,he signage need and will adequatelyidentify the building from both the east and west access points. we feel that an additional sign located on the east elevation is not needed due to a lack ofvisibility fron any vehicular way. IV. STAFF RECOMMENDATION The staff does not support the requested variance. we findthat the increase in size and height are inconsistent. with the signage of the surrounding area. Although variances for reguests of this nature have been granted, we find that those projects had different circumstances because of their orientation to the Frontage Rd. We do not believe the request, meets Lhe variance criteria listed above. The staff would consider supporting a variance to allow adirectional, either freestanding or wall, sign of 2-3 sq.ft. which would identify The Lodge Tower to the pedestrian from the ski base. sle feel that this would better serve t,heidentification problens for this project. In reviewing variance requests of this nature, staff hastried to maintain continutty in our decision making and reconmendations to the Design Review Board and Town Council. we do not believe approval of this variance would be consistent wit.h past sign variance approvals.
