Dear Jeff, PEC members, and adjacent property owners:
Based upon review of the criteria for evaluation identified in Chapter l2-8D, Vail Town Code, stafffinds the
above referenced amendment to the approved development plan is approved in accordance with the
procedures as identified in Subsection l2-8D-6D, Vail Town Code.
Staff s approval of this minor amendment to an approved development plan will be reported to the Town of
Vail Planning and Environmental Commission at its Monday, Septembo 9, 2002, public hearing. This public
hearing will begin at 2:00 p.m. in the Vail Town Council Chambers, located at 75 South Frontage Road. The
Planning and Environmental Commission reserves the right to "call up" a staffdecision for additional review
at this hearing.

I.DESCRIPTION OF THE REQUEST
The applicant, Vail Resorts, Inc., requested a minor amendment to an approved development plan, in
accordance with Section l2-8D-6, Vail Town Code, to allow for improvements to the Golden Peak
Ski Base, located at 458 Vail Valley Drive. This site is zoned Ski BaselRecreation (SBR) zone
district and has an approved development plan as required by Section 12-8D-6, Vail Town Code.
This proposal is an amendment to the approved development plan that includes improvements to the
Northwoods Skiway, Chair 12 Terrain, Maintenance Access, and the Magic Carpet Lift. A more
specific project description and proposed site maps, submitted by the applicant, have been attached
for reference (see Attachments A, B, and C).
Town Staffhas determined that this proposed amendment is a "minor amendment" based upon the
definition prescribed by Section l2-9A-2, Vail Town Code, which reads as follows:
MINOR AMENDMENT (STAFF REVIEW): Modi/ications to building plans, site or
landscape plans that do not alter the basic intent and character of the approved special
development district, and are consistent with the design criteria of this Chapter. Minor
amendments may include, but not be limited to, vaiations ofnot more than /ive feet (5) to
approved setbacl<s and/or buildingfootprints; changes to landscape or siteplaw that do not
adversely impact pedestrian or vehicular circulation throughout the special development
district; or changes to gross floor area (excluding residential uses) ofnot more than /ive
percent (5%o) of the approved square footage of retail, olfice, common areas and other
nonresidentialfloor area, except as provided under Sections I2-l 5-4 (Interior Convercions)
or 12-15-5 (250 Additional GRFA) of this Title.
CRITERIA FOR EVALUATION
Staffbelieves that this proposed amendment to the approved development plan is consistent with
the purpose of the Ski Base/Recreation (SBR) zone district. Section l2-88-1, Vail Town Code,
identifies the purpose of the Ski Base/Recreation (SBR) zone district as follows:
The Ski Base/Recreation District is intended to proide for the base facilities necessary
to operate the ski mountain and to allow multi-family residential dwellings as a
secondary use if certain criteia are met. In addition, summer recreational uses and
facilities are encouraged to achieve multi-seasonal use of some of thefacilities and
provide for efiicient use ofthe facilities.
Section l2-8D-1, Vail Town Code, prescribes criteria that shall be used as the principal means for
evaluating a proposed development plan in the Ski Base/Recreation (SBR) zone district. Staffhas
examined these same criteria for evaluating this proposed amendment to the approved development
plan for the Golden Peak Ski Base:
1. Building design with respect to architecture, character, scale, massing and
orientation is compatible with the site, adjacent properties and the surrounding
neighborhood.
Since there are no new exterior buildings associated with this proposal, Staffbelieves
that this proposal conforms to the above mentioned criteria.
2. Buildings, improvements, uses and activities are designed and located to
produce a functional development plan responsive to the site, the surrounding
neighborhood and uses, and the community as a whole.
Staff believes that this proposal will improve the functionality of the site in a manner
that is responsive to the site, surrounding neighborhood and uses, and the community as
a whole. Staff believes that this proposal will have no additional negative impacts on the
site, the neighborhood, or the community than existing conditions. Therefore, Staff
believes that tbis proposal conforms to the above mentioned criteria.
3. C)pen space and landscaping are both functional and aesthetic, are designed
to preserve and enhance the natural features ofthe site, maximize opportunities for
access and use by the public, provide adequate buffering between the proposed uses
and surrounding properties, and when possible, are integrated with existing open
space and recreation areas.
Staffbelieves that this proposal will improve the functionality of the site for recreational
purposes and will improve access and use of this site by the public. Staffalso believes
that this proposal will have no additional negative impacts on the aesthetics or natural
features ofthe site than existing conditions. Therefore, Staffbelieves that this proposal
conforms to the above mentioned criteria.
4. A pedestrian and vehicular circulation system designed to provide safe,
elticient and aesthetically pleasing circulation to the site and throughout the
development.
Staffbelieves that this proposal will improve pedestrian, vehicular, and skier circulation
on the site with no additional negative impacts on the aesthetics of the site than existing
conditions. Therefore, Staffbelieves that this proposal conforms to the above mentioned
criteria.
5. Environmental impacts resulting from the proposal have been identilied in
the projectrs environmental impact reporg if not waived, and all necessary
mitigating measures are implemented as a part of the proposed development plan.
Due to the limited scope of this proposal, Staff has waived all requirements for a revised
environmental impact report for the approved development plan. Therefore, Staff
believes that this proposal conforms to the above mentioned criteria.
6. Compliance with the Vail Comprehensive Plan and other applicable plans.
The Town ofVail Land Use Plan designates this site as "Open Space" and "Ski Base". The
Town of Vail Land Use Plan defines these desienations as follows:

Open Space
Passive recreation areas such as greenbelts, stream corridors and drainage ways
are the types of areas in this category. Hillsides which were classiJied as
undevelopable due to high hazards and slopes over 40oh are also included within
this area. These hillside areas would still be allowed types of development
permitted by existing zoning, such as one unit per 35 acres, for areas in
agricultural zoning. Also, permitted in this area would be instihrtionaUpublic uses.
Ski Base
Ski trails andfacilities related to a ski bose are included in this category.
Staffbelieves that tbis proposal conforms to the purpose of the Open Space and Ski Base
land use designations; therefore Staff believes that this proposal conforms to the above
mentioned criteria.
PROCEDI.IRE
Subsection l2-8D-6D, Vail Town Code, provides the procedure for an amendment to an approved
development plan within the Ski Base/Recreation (SBR) Zone District. Subsection l2-8D-6D, Vail
Town Code, references the amendment procedures prescribed by Section 12-94-10, Vail Town
Code, which are as follows:
I 2-9A- 1 0 : AMENDMENI PROCEDURES:
A. Minor Amendments:
I. Minor modifications consistent with the design criteria outlined in subsection
12-9A-2 (de/inition of "minor amendment") of this Article, may be approved by
the Department of Community Development. All minor modifications shall be
indicated on a completely revised development plan. Approt:ed changes shall
be noted, signed, dated and fled by the Department of Community
Development.
2. Notification of a proposed minor amendment, and a report of sta/f action of
said request, shall be provided to all property owners within or adjacent to the
special development district that may be afected by the amendment. lfected
properties shall be as determined by the Department of Community
Development. Notifications shall be postmarleed no later than /ive (5) days
following stalf action on the amendment request and shall include a bnef
statement descibing the amendment and the time and date of when the
Planning and Environmental Commissionwill be informed of the stafdecision.
In all cases the report to the Planning and Environmental Commission shall be
made within twenty (20) days from the date of the staffs decision on the
requested amendment.
3. Appeals ofstaffdecisions may befiled by adjacent property owners, owners of
property within the special development district, the applicant, Planning and
Environmental Commission members or members of the Town Council as
outlined in Section I 2-3-3 of this Title.
Pursuant to Section l2-9A-10, Vail Town Code, appeals of staffdecisions may be filed by adjaceirt propcrty
owners, owners of Fop€rty within the special development district, the applicant, Plqnning and
Eovironmental Commission members or msmb€rs of the Town Council as outlined in Section 12-3-3, Vail

Golden Peak Ski Base Project Description:
l) Northwoods Skiway - this portion of the project will widen an existing (non
maintained) skier access pathway from approximately 7 feet to approximately 15 feet
to facilitate grooming of the path with a small snowcat and provide improved access
from the Goiden Peak Tunnel to all points East. Those would include the
Northwoods and Pinos Condo complexes, Ski Club Vail, Manor Vail and the Golden
Peak Children's Center. Cutting and filling will be used during the construction to
achieve the desired goal ofthe skiway and platform effect and the eastern end ofthat
skiway. Five to six trees will be removed during construction and replaced in the
vicinity at the completion of the project. Revegetation of the area will take place at
the completion of the project.
2) Chair 12 Terrain Improvements - this portion 9f the project will resculpt that portion
of the ski area located to the east of the Chair 12 lift line in order to improve the
beginner and children's skiing experiance. The overall effect will be to make the
terrain more consistent from top to bottom, by cutting and filling, and improve the fall
line, Revegetation of the area will take place at the completion of the project.
3) Maintenance Access - this portion of the project will widen an existing asphalt path
by 4 feet and ease the concrete curb entry points. This will allow better access to the
area for special event concems as well as maintenance access to the bottom of Chair
6. All drainage in the area will remain as is and some improvements might be
realized with the additional hardscape. Any soil disturbance will be revegetated at the
completion of the project.
4) New Magic Carpet - this portion of the project is relocation and lengthening of the
... carpet type lift, which is currently in use at Golden Peak. The carpet would move to
the west along the tree line and would ease the congestion that is caused by its current
location. This move would also take the carpet out of the Mill Creek Circle
Homeowners site corridor. Lengthening of the lift will provide for a better guest
experience. The site ofthe old carpet will be revegetated as well as any new soil
disturbance at the completion ofthe project.
Notes:
. Any fill material hauled onto the construction area will be tested before hand.
. All disturbed areas will be revegetated at the completion of the project.
. Drainage should not be affected by any of the projects.
o Total completion of project is expected in the spring of 2004 after allowing access for
a surnmer 2003 Pinos construction project.
