INTRODUCTdON
, The owners af the Vail olf CQUrSE' desir�e to construct a new

' starter hause. The existing house is to be removed an� the new house
constructed a�proximately 70 feet west of the existing ho�se.
'
The existing starter house is located withzn the Gore Creek 100-
' year floodplain. The proposed starter house will also be 1 oa d
witt�in the G�re Creek 100-year floodplain. The floodplain is pre-
' sented in the Gare Creeic Floodplain Information report for Vai� , Eagle
� Caunty, Colorado, I975, as published by the Colorado Water Conserva-
tion Board. The floodplain is regulated hy the City of Vail following
' their regulation and the floodp3ain as reported in the Federal Fload
�nsurance Rate Map CFIRM) for the town af Yai1 , effective date of May
' 2, 1983. The specific area is shown on Panel 3 of 5, 0$�QQ540003B, and
' is located in Zone A2. The F�oadpiain, as presented in the Gore Creek
report, is the basis for the floodpla�n as shown on the FIRM.

INVESTIGATIOhJ

The a�proximate iacatiart of the existing and proposed starter
' houses are shown an Figure 1. 7he h�uses are about 250 feet fram the
� center of Gore Creek and l �e in the sauth overbank. The floodplain
elevatian is 8224.7 at Section 45.2 and the ground el�vation at �he
� propased sta�ter house ar,�a�i��aq ' �d 8�f�3�, Sec ion 4�.2. The depth

af fiow is 0.9 foot. According to the camp�ter ealculations for Gore

' Creek, the flow is divided between the channel and the sauth 8verbank.
The south overbank conveys 822 cubic feet per secor�d at an average
' velocity of 2.4 feet per second.
' The approximate aocation of the propased starter ha�se is very
near Section 45.2. For purposes of this report, it is assumed they
' are the same. Section 45.Z did not go through the existi�g starter
' house. Fig�re 2 shows Section 45.2 with the �xisting house proj�cted
and the proposed house projected on the section. This comparison
tshows that the proposed fac�lity will block an additional 36 square
feet of flow area, which is less than 11� of the total overbank �ross-
' sec�ional area, The original work aecounted for the existing
' b�ildinqs an� trees in the n-value. Using the continuity equation,
the most the average vel oci�y coul d i ncrease woul d be fro�a 2.4 to 2.9
' cfs. T�e actual average vela�ity would be l�ss than 2.9 feet per
sec4nd and the velocity would be sliqhtly higher at the structure, but
� would not cause an increase in erosian potential .
� If the displaced cross-sectional area could be spread out over the
total overbank, th� resulting increase in water surface would be less
' �han Q.1 foot. The actual backwater calculation would be much less
' than Q.1 foot.
, The mapping was based upon arerial pho�ography taken vrhile snow was
on the flatter overbank area. Th�s, exact ground elevations cannot be
ttaken from the mappi�g. The pla� presented by Morter Fisi�er P,rchi-
teets shows a ground elevation of 8225 near the proposed building.
� This appears to be one foot hi�her than the mapping. Yet, mapping is

case, one foot. The propased fi rst�flood� el evati on is 8227.5. If one
' foot was subtracted, the first floor elevation would still be approxi-
' mate�y ane and one-haif feet above the floodplaina
' CONCLllSI�N
' From the abave investigation, it is apparent the pr4posed starter
house will have a minor effect on the floodplain, and on7y within a
' small localized area. The propased house wrill n�t adv�rsely affect
adjacent properties or increase the quantity of water. Only slight
' velacity changes would occ�r. These w�ould be localized and be �rosive
' orr grassed areas.
� The proposed house is to be eleva�ed �n fi11 above the 100-year
fl aodpl ai n. Thus, ti�ere i s no need to anchor to resi st fl oatati on or^
� other lateral mavement. Since the proposed house is above the
100-year �Flaodplain, the hause would not likely callapse during a
� flood.

' RECOMMENDA7IONS
' Sinee the proposed hause has little effect on the 100-year
floodplain, no effect on the surrounding pro�erties, and is eievated
' above the 100-year floodplain, we recorrnnend it �e al�owed to be
constructed.
