In response to your inquiry regarding the ongoing discussions regarding employee
housing policy, including both inclusionary zoning and commercial linkage, in the Town
of Vail, The Grand Traverse a.k.a. Special Development District # 22 willbe in
compliance with its employee housing obligations upon the deed restriction of six
employee housing units within the Special Development District.
We would be very pleased to see the addition of more than six employee housing units in
The Grand Traverse as each home has zoning approval to add a deed restricted employee
housing unit. However, Special Development District #22will be in compliance with its
approval r€quirements upon deed restricting six employee housing units within the
Special Development District. Upon deed restricting six units there will be no additional
requirement for deed restricting employee housing units based on the anticipated new
inclusionary zoningand commercial linkage requirements in the Town of Vail.

This report presents the resuLts of a Soilg and Foundation
Investigati.on for the proposed single-faml ]y detached residenceg
to be constructed on Lots 1 through 24, Lions Ridge Subdlvision
Filing No. 5, Town of Vail, Eagle County, Colorado- The
investigation was prepared by means of test pits and laboratory
testing ot samples obtained from these pits- Extensive field
observations and inspections were conducted during the overlot
filf portion of the proJect.

SITE LOCATION AND DES(]RIFTION
The subdlvision is located on the north eide ot Interstate
70 between Lions Ridge Loop and the North Frontage Road near West
Vail, Colorado- A vicinity maP is shown on Llrawing No- 1-
The proposed eubdivision consists ot 24 lots (. 1 through ?4 ) '
open space tracte and a new atreet, Lions Ridge Lane. Extengive
overlot gradinEt wi.th t'ill depths up to 2u feet and cuts Iese than
10 feet have modified the site topography to a gentle and more
even slope - An exception to this ig west ot Lot. 13 through 15
and eouth of Lots 1 through 12 where steep slopes of 30 percent
were left undisturbed. Ihege slopes are vegetated wirth gage and
graa6es. In general, there are 3 distinct clraj"nage basing on the
site. The maiority of the lots draLn to a eaBt-west trencling
swale located to the north of Lions Ridge Lane- Thia sldale
draing to the west towards a Propoeed detentlon pond- The
portione of the site that were eut and fil-led are scheduled for
revegeiation in the spring ot this year.

1) Native Soile
The native soils on the site range from gravelly eand with
silt and eobbles to eandy gravel with cobbles and boulders. they
appeared to be i.n a very firrm condition as evideneed by
ditficulty in excawation. Moieture contentg wera low with the
exception ot' in the spring run-of t' time ot' year -
2\ Control-Ied Iril-I
The na.jority of the fill imported for the overlot filling
was glacial outwash sandy gravel with cobbles and some gravelly
sands, ancl minor amounta of gravelly sandy silts- This fill was
Placed and compacted at the natural .oisc,rre content- S'rme areas
were over opt imum moisture content in the spring. '.fheee were
allowed to drain naturally prior to compactinF which is
indicative of good percolation characteristics of the majority ot:

3) Uncontrolled Fill
From limited obaervationg, the uncontrolled fill consistg of
Bilty aand with gravel to sandy gravel. Pi.ecee of wood' wire and

observed in the till. 'Ihis organic debris will e'.rentually decav
and may cause set t Lernents .
No groundwater \.tas encountered in excavationg done at
various tlmee dr:ring the year. No grounclwater is antieipated in
the builcling or rrtility excavations.
FILL PLACET,IENT
Two types of fill have been placed on the site-
{Jncontrolled fill 1g known to exist on Lots 20 through 24 and
Lote 3 and 4- Controlled fill was placed in dePths Eireater than
4 feet on Lots 13 through 8, 14 through 22, and Lions Ridge Lane.
The eoil types are described in SUBSURFACE AND GROUNDWATER
CONDITIONS.
Uncontrolled Fil-1:
The areas of uncontrolled fill were identified trom a
Previoua topograPhi.cal survey. Limited intormation about the
uncontrolled fill was gathered from 5 test Pits excavated on the
si.te. It appeare that the topsoil r^tas not striFPed Prior to
placing this fill. No obvious vojLds were vieible in the fill in
the test pits- It is a,esumed that thir3 tiII was not compacted
during placement- Some deneification has Probably occurred due
to ourface water infittrating and under the weight of the fill
O itself. However, addi.tional aettlement may occur from the

The site was grubbed r topsoi.l- and veget.ation, prior to the
placement ot the tiII. 'Ihe ti. II was placed in,:rrmpacted l-ifts
using varioua equipment for compaction- .fhe na"iorrty of the till
was compacted with a large fr,rnt end loader r90.'JuO lbe. gross
wei.ght), with loaded drrmp trucke and tandems, and a smaLl
sheepetoot being used in some areas. Large rocks were i=eparated
and placed in an attempt to keep them out ot the road right-ot-
way and out of the building envelopes-
The fill placernent and compaction was monitored and tested
virtually fu]l ti.rne by a representative of thie ottice. The fill
waa compacted to a minimun of 95 percent of etandard proctor
(ASTM D-698)- NucLear density tegts were taken to monitor that
the methods used by the contractor srere acleguate to provide the
specified densities. This wag done to provide the owner with a
greater degree ot assuranee that the contractor was complying
with hie obligations- Sott spota or areas ot inadequate
densities noted during our obgervations were re-$torked at the
field technician's direction- A eummary of the tegt densitiea
are.provided ln the appendlx.

No specific design analysie wag available but preliminary
plans indicate that each lot wili have a single tamily detached

F(]UNDAT ION RECOMI,IENDA'TIONS
The propoeed residencee shoul-d be founded on conventional
epread iootings- Two different design criteria may be used with
the deciding factor being it' the structure wiII be on fill or
native goj.ls- Figure No. I is an approximation from euPveys that
indicates the aPProximate dePthe anticiPated to dit'ferent
stratums for each lot-
Because of the variable subsurtace conditions and the
anticipated contacts of the different stratums (Figure No. 8) are
interred, it is strongly recornmended that a representative of
thie office be contactecl to inspect the excavatione to contirm
that the soil conditions encountered are the sarne aa those
anticipated in thie report.
Lote 1-6" 8-14.
Native soils, and on some ot' the lots, controlled fill will
be encountered in the foundation excavation- The proposed
residences should be founded on conventionar t:'tpe spread tootlngs

Care muet be taken to insure that all excavationa made tor
the foundations are properly backfilled with suitable material
eompacted in accordance wj.th the proeedures outlinecl in the
epeci.fications. Before the backtill ls plaeed. all water and
Iooee debrie should be removed from theee excavati.ons.
Prior to the construetion of concrete floors, the subgrade
should be thoroughly proof compacted to ineure a uni.formly hlgh
density. Speclal care ehould be taken in areas where underground
utili.tiee have been inetalled-
The floor slabe should be euitably reinforced to make lt as

GROUNDI'IATER AND DRAIN SYSTEM
While no groundwater was encountered at the time the field
investigation was conducted. it is Possible that seasonaL
variatione wlll cauae fluctuatlona, or a water table to be
preaent in the upper soils during the spring months, or after a
prolonged peri.od ot' rain. Foundation perimeter draing ae
detailed on Figure No. lO are recommended, for the reeidences
that have soile with low permeabilities- Thie will be determined
a on a cage by caee basig once the exavations are complete.v

Some of the reeidences will be founded on t-il]" and the

ground gurface in crawl space areas should be covered with an

pnevent the moiet foundation soiLs from drying and shrinking'
which could poseibly cause the structure to settle-
RACKF'TLI AND SURFACE DRAINAGE
Backfill should be molstened or dried to near its oPtimum
moisture content and eompacted to at least 90% of the maximum
standard Proetor density. Struetural backfitl should be
compacted to at leaet 95% of the maximum atandard Proctor

in the area anci from the ongite tield expioration. The
information obtained from the tield explorati_on and laboratory
testing reflecta subsurfaee conditions only at tne speci!ic
locations at the partieular times designatecl. Subeurfaee
conditlons at other locatione and times may ditter trom the
condi"tions at these loeations- The extent of any variations
between the test pits may not appear evident until excavation i.e
performed- However, only minor variations are expected- If
during construction conditions appear to be different, thle
office ehould be advlaed eo re-evaluation ot the reconmendationg
may be made.

The right-of-way on all Town ofVail streets and roads is approxinately 5 ft. off pavernent.This ordinance will be strictly enforced by the Town of VailPubric works Department. Persons found violating this ordinancewill be given a 24 hour written notice to remove-said material.In the event the person so notified does not cornply with thenotice within the 24 hour time specified, the pubtic WorksDepartment will remove said material at the expense of personnotified. The provisions of this ordinance shall not beapplicable to construction, maintenance or repair projects ofany street or al1ey or any utilities in the right-a-way.

II. PRE-APPLICATION MEETING:
A pre-application meet.ing with a member of the planningstaff is slrongly encouraged to determine if any additionalapplication information is needed. III. IMPORTANT NOTICE REGARDING ALL SUBMISSIONS TO THE DRB:
A. In addition to meeting submittal requirements, theapplicant nust stake and tape the project site toindicate propert.y lines, building lines and buildingcorners. AtI trees to be removed must be taped. AIIsite tapings and staking must be completed ptior to the
DRB site visit. Th" applicant must ensure t,hat stakingdone during the winter is not buried by snow.
B. The review process for NEW BUILDfNGS normally requiresthro separate meetings of the Design Review Board: aconceptual approval and a final approval. Applicantsshould plan on presenting their development proposal ata minimum of two meetings before obtaining final
approval .
C. Applicants who fail to appear before the Design ReviewBoard on their scheduled meeting date and who have notasked in advance that discussion on their item bepostponed, will have their items removed from the DRBdocket until such t,ime as the item has beenrepublished.
D. The following items may, at the discretion of thezoning administrator, be approved by the CommunityDevelopment Department staff (i.e. a formal hearingbefore the DRB may not be reguired):
a. Windows, skylights and similar exterior changeswhich do not alter the existing plane of thebuilding; and
b. Building addition proposals not visible from anyother lot or public space. At the tine such aproposal is submitted, applicants must includeIetters from adjacent property owners and/or fromthe agent for or rnanager of any adjacenL
condominiun association stating the associationapproves of the addition.
E. If a property is located in a mapped hazard area (i.e.
snow avalanche, rockfall, flood plain, debris flow,wetland, etc), a hazard study must be submitted and theowner must sign an affidavit recognizing the hazardreport prior to the issuance of a building perrnit.Applicants are encouraged to check with a Town plannerprior to DRB application to determine the relationshipof the property Lo all mapped hazards.
F. For all residential const.ruction:
a. Clearly indicate on the floor plans the insideface of the exterior structuraL walls of thebuil-ding; andb. Indicate with a dashed line on the site plan afour foot distance from the exterior face of thebuilding walls or supporting columns.
