Mr. Feeney has discussed with you the elimination of the 90 minute rated door on the opening of Elevator 1 on Levels l, 3 and 4. This door will be replaced with a Smoke Guard—Mode1400 at all three of these levels. Attached are the details for the Smoke Guard roll-down smoke control device over the opening of Elevator#1 at Levels 1, 3 and 4.The architect of record will provide architectural details and modifications to the existing permit set of plans under separate cover. Attached with this document is documentation from Otis Elevator verifying that the elevator doors and frames with a grouted frame have a 90 minute LTL "B"rating. The Smoke Guard will prevent smoke migration from the corridor into the elevator hoist-way. Attached is the Smoke Guard Mode1400 cut sheets. Since the intent of Item#6 in the Administrative Modification, as referenced below, is related to the smoke control system design criteria for Stairway#1, the replacement of the door with the Smoke Guard device has also been reviewed by Brian Thompson, PE, Fire Protection Engineer of Record for the Smoke Control System. His concurrence with this modification is indicated on the signature page of this letter. Solaris Project Page 2 Vail, Colorado August 9, 2009 Modification to Item#6—October 16, 2007 Administrative Modification Request For reference purposes the excerpt of Item#6 from the October 23, 2006 A�lministrative Modification is provided below in italics: ITEM#6, BASIS FOR A REVISION IN THE SMOKE CONTROL DESIGN CRITERIA FOR STAIRWAY 1 AND ELEVATOR 1 Explanation of the Smoke Control Desi�n Issue with Stairwav 1 and Elevator I The sm.oke control pressurization requirements for stairways and elevator shafts serving the residential floor levels were analyzed in detail with several scenarios using the CONTAMW com.puter rraodel involving different temperature and wind extremes(winter/70"F/summer, an�l with/without a 30�nph wind), and with all stairway doors closed or the top two doors open and the level of discharge doors open. There were issues meeting the narrow range of pressures required in the 2003 IBC, but through the process of the engineering analysis it was cletermined that all the stairways and elevator shafts (excluding Stairway 1 ancl Elevator 1) could be pressurizecl to mitigate smoke migration hazards. Each section of the building allows air movement in and out of the building based on stack effects caused by temperature differences and wind effects. Most of the time these effects can be acconzmodated by the smoke control design, but the southwest corner of the Solaris building(where Stairway 1 and Elevator 1 are located)does not allow for the sirnultaneous pressurization of both Stairway 1 a�cl Elevator l. A maxim.um pressure differential of approxirrcately 0.35 inches of water column will allow a stair(or elevator)door to be opene�l within the maximum forces allowed by the 2003 IBC. Above 0.35 inches of water column pressure clifferential, the door opening forces are too great. The issue of simultaneously pressurizing Stairway 1 and Elevator 1 was explained to the TOV during the July 24/25, 2007 meetings. The design team has a preference for pressurizing Stairway 1 and leaving Elevator 1 without smoke control pressurization. A solution for this design approach is presented in this section(#6)of this 2ND Administrative Modification Request(AMR). Stairway 1 will have a pressurizecl smoke control system. The pressurization of Stairway 1 was done to prescriptively alleviate the need to provicle vestibules on Stairway L The firefighters from the VFES can also use Stairway 1 to safely access upper residential floor levels. No equivalency is necessary for pressurizing Stairway 1. Stairway 1 and Elevator 1 serve the following basement ancl four upper floor levels and occupancies: • Gara�e Level: Group S-2 enclosed parking garage entirely below grade. • Level 1:A 2-hour fire-resistive ratecl(FRR) exit passageway serving the upper Group M (Level 2)anrl Group R-2 (Levels 3 &4) occupancies. • Level 2: Group M retail space. • Level 3: Two Group R-2 clwelling units connected by a 1-hour FRR corridor • Level 4: One Group R-2 dwelling unit. The IBC generally requires FRR corridors and elevator lobbies for floor levels serving Group R occupancies. 2. Elevators are not permitted to open into exit passageways. Currently, Elevator 1 opens irato the FRR exit passageway serving Stairway 1. The first Equivalency involves the following. Section 707.14.1 of the 2003 IBC requires a fire-resistive rated(FRR)elevator lobby for elevators opening into a FRR corridor as required by Section 1016.1. The separation walls of the elevator are required to have a FRR as required for a fire partition (1-hour)and the reqttired opening protection (45-minute doors). Section/Table 1016.1 requires at least a 0.5-hour FRR corridor on the floor levels with Group R-2 areas. Since there are no listed 0.5-hour assemblies, the building will be designed with 1-hour FRR corriclor asserrtbly walls on the Group R-2 floor levels. Based on this requirement, the Group R-2 dwelling units on the SW builcling section Levels 3 and 4 served by Stairway 1 and Elevator 1 would normally require a 1-hour FRR corridor serving them. However, Exception 2, Section 1016.1 allows a corridor within a (single) Group R dwelling unit to be non-rated. Given this exception, the small corridor separatinQ Unit 401 on Level 4 from Stairwav 1 and Elevator 1 is allowed to be non-rated(as shown on the current 7/1/2007 Grading &Excavation perinit submittal drawings). Section/Table 1016.1 will require a FRR corridor serving Units 30l and 302 on Level 3 and Section 707.14.1 will require a 1-hour FRR elevator lobbv on this floor level. Originally, Item#3 in the March 20, 2007 approved AMR(Omission of FRR Elevator Lobbies Opening into Rated Corridors in Group R-2 Areas) establishecl an equivalency to omit the elevator lobby by pressurizing the Elevator 1 core accorcling to Exception 6, Section 70714.1 of the 2006 IBC. Although the design team still intenc�s to use this approved IST AMR Equivalency on Elevators 3 and 4 serving the Group R-2 floor levels, we will have to satisfy the prescriptive FRR elevator lobby requirement for the Unit 301/302 corridor since we cannot pressurize the Elevator 1 shaft. Since the Group S-2 (Garage Level)and Group M(Levels 1 &2)do not required FRR corriclors froin Section/Table 1016.1 for buildings with fire sprinkler systems, these floor levels do not require FRR elevator lobbies. It should be noted that ASME A17.1 requires smoke detectors located near elevator openings to provide a means for elevator recall control. An elevator lobby provides a more suitable enclosure to facilitate smoke detector activation for elevator recall. The second Equivalency issue involves Elevator 1 opening into the FRR exit passageway serving Stairway 1. Section 1020.4 states, elevators shall not open into exit passageways. Also, Section 3002.7 requires separate protective enclosures for stairways and elevators. Section 3002.7 does rtot allow a corrcmon enclosure for both the elevator and stairway shafts. The current 7/1/2007 Gra�ling and Excavation permit submittal drawings incorrectly show Elevator 1 opening into the Stairway 1 exit passageway on Level 1. The first objective of this 2ND AMR section is to eliminate the elevator pressurization Equivalency established in the 1 ST AMR for ONLY Elevator 1. By omitting pressurization of the Elevator 1 shaft, FRR Elevator 1 lobbies will be requirecl on at least the Level 3 FRR corridor. The objective of FRR elevator lobbies is to prevent smoke from migrating from elevator shafts on to upper Group R-2 floor levels. The seconcl objective of this 2ND AMR section is to find an Equivalent means of allowing Elevator 1 to open into the exit passageway on Level 1. If Elevator 1 can be isolated(protected)from.the other floor levels beyond what is prescriptively required, then opening the elevator into exit passageway m.ay be possible. Method of Obtainin�an Equivalencv We established above that the non-pressurized Elevator 1 shaft would only prescriptively require a FRR elevator lobby on the Unit 301/302, Level 3 FRR corridor. The Unit 401, Level 4, non-rated corridor is not required to have a FRR elevator lobby. The Group S-2/B/M floor levels (G, 1 &2)below the Group R-2 floor levels(3 &4)are not required to have FRR corriclors or elevator lobbies, Aclditionally, the Elevator 1 opening into the Level 1 exit passageway for Stairway 1 is prohibited by the IBC. The IBC does not specifically prohibit an elevator lobbv opening into an exit passageway, although it would be reasonable to require 2-hour FRR elevator lobby walls and 90-minute protected openings for the connection of an elevator lobby to the 2-hour FRR Stairway 1 exit passageway. An elevator lobby should not be considerecl an unoccupied space since it would be used for the circulation of occupants. There are two possible o tions to establish an equivalency. The Option A would be to: • Provide the prescriptively required 1-hour FRR elevator lobby (with 3/a-hour cloors)on the Unit 301/302, Level 3 FRR corridor. This option would require a re-clesign of Unit 301. • Provide an Equivalent 2-hour FRR elevator lobby and with a 90-minute protected door opening from Elevator 1 to the 2-hour FRR Level 1 exit passageway serving Stairway 1. This option would decrease the amount of leasable space for Retail 102. Option A would not�nitigate smoke sprea�l into the Elevator 1 shaft fro�t Levels G, 2 and 4. Thus, the Group R-2 Unit 401 on Level 4 could be susceptible to sm.oke rrcigration, which would affect the safety of occupants who may be sleeping. Option A is also not preferable to the design team due to the need for the re-design of Unit 301. The Option B woulcl be to: • Provide(a normallv non-required) 1-hour FRR elevator lobby(with-�/a-hour, self-closing doors) on the Garage Level. This optior� would require the relocation of the 90-t�ainute, Stairway 1 door to the south side of Stairway 1. This door coulcl be helcl open by a clevice connected to the fire alarm systerrc and release upon activation of an alarm. • Provide (a normallv non-re uired) 1-hour FRR elevator lobby(with�/a-hour, self-closing doors)on the Retail 201 unit on Level 2. This option would require the relocation of the 90-minute, Stairway 1 door to the south side of Stairway 1. This option woulc�decrease the amount of leasable space for Retail 201. • Provide an Eqc�ivalent 90-minute, automatic-closing protectecl cloor opening from. Elevator 1 to the 1-hour FRR Level 3 corriclor serving Units 301 &302 (without an elevator lobby). This door could be held open by a device connected to the fire alarm. system ancl release upon activation of an alarm. • Provide(a normallv non-re uA ired)_90-minccte, automatic-closing protected door opening from Elevator 1 to the non-rated Level 4 corridor serving Unit 401 (without an elevator lobby). This door could be held open by a device connected to the fire alarm system and release upon activation of an alarm Refer to the_five 8-1/2"x Il"drawin�s for the Stairway-1/Elevator-1 area on Levels G, 1, 2, 3, 4 and 5 for the proposed design of the rated lobbies and doors described above for Ontion B following this page. Aclministrative Modification Request Item#6(with Option B) requests the approval of an Equivalency fronz the Town of Vail to allow the use of a 90-minute protected door operiing from Elevator 1 on Level 1 (into the 2-hour FRR exit passa ewav)and Level 3 (into the 1-hour FRR corridor). Support for establishirtg this Equivalency is the additional, non-re uq ired, smoke rrtigration protection gained by the 1- hour FRR elevator lobbies on the Garage Level and Level 2, with the protection from the 90-mirtute protectecl door opening from Elevator 1 on Level 4. Conclusion The design team believes Administrative Modification Request Item#6(with Option B)above allows for an Adclendum to modify the requirement in the IST AMR(Item#3) to allow the Elevator 1 shaft to be non- pressurized. Option B presented in this section also mitigates the srrtoke migration hazard of the Elevator 1 shaft on all floor levels, as effectively as pressurizing the shaft would. Administrative Modification Request Item#6(with Option B)also provides a viable Equivalency to allow for a 90-minute protectecl cloor opening from the Elevator 1 shaft to the 2-hour FRR Level 1 exit passageway. The additional, non- reqasired protective features on Levels G, 2 and 4 support this equivalency. The design team requests the approval of Item#6(with Option B) of this 2ND AMR presented above in this section. Stairway 1 will have a pressurized smoke control system according to the 2003 IBC and fcre engineering requirements.
