9:30 am Strategic Planning Process Overview & Preliminary Data Collection Review
In this first segment we will explore the process, data collection results, and outline what
will happen during the strategic planning experience.
10:00 am Future Trends/Train Whistles Coming Down the Track
The group will initiate an appreciative inquiry-based environmental scanning process
that looks at issues that may be affecting the community and VLMD. This discussion
explores trends/issues (internal or external) in four primary areas: digital/virtual;
society/culture; economic/financial; and government/legislative. The survey results
will supplement this dialog. (Small groups will explore preliminary trends).

10:45 am SOAR Framework: Strengths-Based Strategic Thinking
Similar to a SWOT (strengths, weaknesses, opportunities; threats) analysis, this
strengths-based approach focuses on identifying the higher performing areas of the
VLMD and how these areas might be replicated in other programming or operational
areas. SOAR stands for: strengths; opportunities; aspirations; results (measurements).
The survey results will supplement this dialog. (Groups will explore SOAR components).
11:30 am Key Issue Areas & Statements (Part 1)
Create and refine the key strategy theme areas into three to four domains. After they are
confirmed, the small groups will draft key issue statements following lunch that define
why those issues are important for the VLMD’s strategic future. Small groups will each
concentrate on one key issue. Participants will choose which key issue group they wish to join.
They will draft issue statements, then bring them back for confirmation.

12:45 am Key Issue Areas & Statements (Part 2)
Once the theme areas have been defined into three to four domains, the small groups
will draft key issue statements that define why those issues are important for the
VLMD’s strategic future. Small groups will each concentrate on one key issue. Participants
will choose which key issue group they wish to join. They will draft issue statements, then bring
them back for confirmation.
1:30 pm Mission/Vision Statements or Purpose Statement Development
The group will reflect on the work and dialog generated to initiate the creation of a
vision/mission statements or purpose statement for VLMD. The process will explore
existing statements from the Vail area organizations as well as related organizations to
jump start the dialog. The group will craft a high-level statement(s) with the group
agreeing on the critical strategic intent. Following this process, wordsmithing and
refinement will continue.

2:45 pm Why? What? & How? Development Strategy Concepts
With the Key Strategy Areas confirmed, the team will work in small, self-selected groups to
build high-level “what’s” to guide the VLMD’s future. Leadership Outfitters will
provide a basic structural template to help guide the plan development as well as key
words that typically launch action statements. Each group will report out and refine
based on small group feedback.
4:00 pm Gallery Walk of Thoughts Imagined, Created, and Drafted
Individuals will review the thoughts & ideas imagined. Reflections shared and
integrated in existing small groups.

9:00 am What Percolated Over Night?
In self-selected groups, teams will refine and adapt the Key Strategy Areas, Goals, and
Tactics identified. Leadership Outfitters will provide a basic structural template to help
guide the plan development as well as key words that typically launch action
statements. Each group will report out and refine based on small group feedback.
9:30 am Brainstorming & Identifying Potential Actions Related to the Goals/Objectives
Round 1: This segment will look at potential tactics/actions to consider supporting the
potential strategic areas. This will be a suggested list of “how” items for the next steps
making the Strategic Plan evergreen and actionable. The final implementation of these
strategic tactics will be developed and refined.

10:45 am Final Prioritization Process for Strategic Plan Framework & Actions
Once the group has reached consensus on Goals/Tactics created, the small working
groups will work on recommended high-level urgency for implementation. This will be
an iterative process with groups reporting out and then regrouping for refinement based
on feedback from other groups.
11:15 am Accountability & Results Process Teams
The group will discuss the next stages in the strategic plan development and
implementation recommendations. This will involve identifying leads/champions for
areas. This is an initial mapping process to be refined by key stakeholders.
