The application has been scheduled for the Design Review Board hearing on Wednesday, September 15, 2004. However, please be aware that "hardi- plank" siding is not an approved building material within the Town of Vail. According to Chapter 14 of the Vail Town Code, "Predominately natural building materials shall be used within the Town of Vail. The exterior use of wood, wood siding, wood shingles, native stone, brick, concrete, stucco, and EIFS may be permitted... the exterior use of simulated stone or simulated brick shall not be permitted. The exterior use of aluminum, steel, plastic, or vinyl siding that appears to imitate other materials shall not be permitted. The exterior use of plywood siding shall not be permitted... " Furthermore, "The exterior use of any building material, including those not specifically identified by this Section, shall only be permitted, unless otherwise prohibited by the Code, where the Design Review Board finds: a. that the proposed material is satisfactory in general appearance, quality over time, architectural style, design, color, and texture; and, b. that the use of the proposed material complies with the intent of the provisions of this Code; and, c. that the use of the proposed material is compatible with the structure, site, surrounding structures, and overall character of the Town of Vail. As you know, hardi -plank siding is currently not an approved building material within the Town of Vail. The Design Review Board voiced the following concerns: 1) There is a possibility that the wood trim will be standing out from the hardi - plank, particularly at the roof line. The Board requested that the shakes on the roof extend out over the hardi -plank so that the edges of the board are not visible. Please amend and re- submit a section drawing that reflects this change. 2) The Board feels that the proposal encompasses too many buildings to be able to make an informed decision, without seeing an on -site example, of several different finishes of the siding. Please provide two or three several square foot samples on the site which represent the hardi -plank finish and color that is decided upon by the homeowner's association. The Design Review Board will visit the site again at its October 6 th meeting to evaluate what has'been provided. 3) The Board also expressed concern about the style of metal picket being proposed for the deck railings. Please submit a cut sheet or a sample of what is being proposed and an amended elevation view of the railing. Also, please note that any approval that may be granted will require that the trash enclosure match the rest of the buildings. Additionally, some concern was raised over the failing timber walls that front the parking lot. This issue may be addressed in the form of a condition of approval as well. Please don't hesitate to contact me should you have any remaining questions or concerns. Meanwhile, I look forward to receiving the items that I have requested above. Also, please let me know when the on -site samples are ready so that I may visit the site to re- evaluate what has been proposed. The application is currently scheduled for the next Design Review Board meeting on October 20` at which time the DRB is planning to visit the site and review the hardi -plank sample board that they requested at their September 15 meeting. As we discussed previously, an area of the sample board which displays the interaction of trim and plank would be helpful for the Board, as well as a sample or a cut -sheet of the proposed deck railing. I will be out of town from Friday through next Wednesday morning, so please contact me before Friday if further changes have been made or if the proposal needs to be tabled to the following agenda. As you know, the Design Review Board unanimously approved the application to add new railings, utility enclosures, stucco applications, standing -seam chimney caps, entryway enclosures, and hardie -plank siding at the Booth Creek Townhomes. The Board found the on -site sample of the siding very helpful in making a decision. Additionally, I want to clarify that the trash enclosure will also be improved to the same specifications. Please note that the following condition and finding were made part of the Board's approval. CONDITION: 1) At the time of building permit submittal, the applicant shall verify that the buildings will be re- sided with a hardie -plank board on batten application, using batten that is 3 / " thick and 4" wide. FINDING: , 1) The Design Review Board approved the application to use hardie -plank siding after paying special attention to the warning from the Town of Vail Fire Department that this site is particularly susceptible to wildfire. The DRB clarified that all proposals for similar siding materials will be reviewed strictly and on a case -by -case basis. Thank you for your patience in what is not always a simple design review process. It is the Town's hope that the application, as presented and approved, will make a significant improvement to the area and will lessen the buildings' susceptibility to wildfires. D. Building Materials and Design: 1. Predominantly natural building materials shall be used within the Town of Vail. Concrete surfaces, when permitted, shall be treated with texture and color; however, exposed aggregate is more acceptable than raw concrete. These 35 units are in the wild land urban interface zone and are immediately adjacent to one of the area identified by UFSF as having extreem wild fire potential. The proposal includes the use of Hardi -Board to replace the deteriorated existing siding. We support the use of alternate materials for several reasons. Wood siding in this climate has a significant rate of deterioration due to UV, extreem temperature variations, the "freeze- thaw" cycle that results in accellerated cellular breakdown of cellulose materials, and the inherent associated fire risk. Our review of existing options other than wood indicates a limited number of options. replacement of the exterior siding with natural wood leaves the building complex in a less than desirable condition given the exposure to wild fire. It should be noted the number of wild land fires on the North side of 1 -70 excees the number of fires on the South side by a ration of 8:1. The southern exposure tends to be dry. Upslope winds from the west tend to push the grass fires uphill and at great speed. The last several fires on the south facing slope have doubled in size at a rate of two to four minutes, depending on the degree of slope. In addition, given the rate of UV degredation at this altitude, post - applied fire retardant has been demostrated to degrade at twice the "listed" rate (a 10 year "warrenty" is only good for 5 years). Tracking buildings needing to re -apply fire retardant is unworkable. No one seems to remember who or when. The Fire Department would like to go on record as strongly encouraging DRB allow the use of a non - combustible siding material for this project. Would you please convey our concerns to the DRB.
