Vail Town Council Chambers The meeting of the Vail Town Council was called to order at approximately 6:00 P.M. by Mayor Coggin. Members present: Travis Coggin, Mayor Barry Davis, Mayor Pro Tem Pete Seibert Jonathan Staufer Dave Chapin Reid Phillips Samantha Biszantz Staff members present: Russell Forrest, Town Manager Kathleen Halloran, Deputy Town Manager Matt Mire, Town Attorney Stephanie Kauffman (Bibbens), Town Clerk 1. Call to Order 2. Public Participation Public Participation began at time stamp 0:00:06 on the High Five video. Mark Gordon thanked the Town Council for moving forward with the West Lionshead planning process and asked for a total cost for the Booth Heights parcel. Robert Rosen, Lorenza Chico, Janie Lipnick, and Scott Wagner, members of the Cascade Village Metro District, voiced their concerns of the proposed redevelopment of Cascade Area A. Mr. Miguel, and Carlos Cardenas, representatives of the Liftside Condominiums, also voiced their concerns regarding the proposed redevelopment Tim McMahon, resident of Avon, reiterated a request he has made at previous council meetings regarding a police or other security presence at the Vail Transportation Center. Kate Grattan, new General Manager of the Sebastian, explained the removal of the drop-off location at Hanson Ranch Road negatively affected their guests’ experience. 3. Consent Agenda Consent agenda began at time stamp 0:23:25 on the High Five video. 4.1 Resolution No. 56, Series of 2024, A Resolution Approving an Intergovernmental Agreement for the Funding of the Eagle County Victim Services Unit Approve, approve with amendments, or deny Resolution No. 56, Series of 2024. Background: The Eagle County Sheriff's Office provides services to victims through three trained victim services advocates. This is a valuable service the Vail Police Department would like to continue to provide for our residents and guests. 4.2 Resolution No. 57, Series of 2024, A Resolution Adopting an Opportunity Statement and Goals for Future Redevelopment of Cascade ‘Area A’ Approve, approve with amendments, or deny Resolution No. 57, Series of 2024. Background: The Town Council wishes to adopt an opportunity statement with goals for the future Cascade Area A project. 4.3 Contract Award to 4240 Architecture for Vail Transportation Center Expansion Planning & Design Authorize the Town Manager to enter into an agreement, in a form approved by the Town Attorney, with 4240 Architecture for the Vail Transportation Center Expansion Planning & Design Project Phase I in an amount not to exceed $240,000.00. Background: The Town of Vail has budgeted to complete the planning and design of the future expansion of the Vail Transportation Center. The purpose of the project is to update and expand the Vail Transportation Center to accommodate current and future needs. The applicant for Cascade Area A withdrew their request to adopt Resolution 57, Series of 2024, item 4.2 on the agenda. Davis made a motion to approve the consent agenda with the exclusion of item 4.2; Staufer seconded motion passed (7-0). 5. Action Items Discussion for Ordinance 24, Series of 2024 began at time stamp 0:24:00 on the High Five video. 5.1 Ordinance No. 24, Series of 2024, First Reading, An Ordinance Amending Chapter 4- 14 of the Vail Town Code to Establish Impact Fees for Short-Term Rentals Presenter(s): Carlie Smith, Finance Director Approve, approve with amendments, or deny Ordinance No. 24, Series of 2024 upon first reading.
