Executive Session (35 min.) Executive Session pursuant to: C.R.S. §24-6-402(4)(a) - to consider the purchase, acquisition, lease, transfer or sale of any real, personal or other property interest, §24-6-402(4)(e) to determine positions relative to matters that may be subject to negotiations, develop a strategy for negotiations and instruct negotiators and on the topic of Timber Ridge Village Employee Housing Units Deed Restriction Credit Program. C.R.S. §24-6-402(4)(e), Determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and instructing negotiators relevant to Future Housing Projects. Kristin Kenny Williams made a motion to Approve Exited Executive Session and re- entered regular session at 4:16 p.m. 5. Matters from the Chairman and Authority Members (5 min.) Dietz provided an update regarding the Short-Term Rental (STR) annual license fees based on the recent first reading at Town Council. The council agreed to adding an annual fee of $1,200 per bedroom, annually, and to change the registration from February to June. That fee would generate just over $8M applicable to housing and conversation ensued around the regulations and tracking of the program which is monitored through the finance department. The Authority supports passing of the changes presented in preparation for the second reading based on consensus. CDOT East Vail has not closed but it is scheduled to close at the end of the month. Lindstrom and Deitz provided an update regarding the LPC Grant. An executed agreement has been completed with Mauriello Planning Group (MPG) to streamline workforce housing applications in effort to tighten up the entitlement process. Additional initiatives involve updates to residential linkage, commercial linkage and inclusionary zoning, all in aiming to fulfill Prop 123 initiatives. Housing staff is seeking a new program for EHU compliance to better streamline the process for both staff and EHU owners. Lindstrom suggested investigating the use of EHU mitigation bank and how it is tracked by other communities, such as Aspen. A Development Specialists/Planner position within the Housing Department will be posted sometime soon. Wiliams provided an update regarding the VLHA website, Authority emails, and next steps. The Authority members have been reaching out to the County Commissioners. Lindstrom has been attending quarterly meetings with County and the County Commissioners also attend those meetings. The Authority could still provide a memo to Senator Dylan Roberts and the Authority has the opportunity to continue to be in front commissioners with the ways that resort communities vary from urban areas and the AMI structure is significantly different. The Authority agrees that any touch points or connections are valuable and worth continued communication. The Housing Needs Assessment study is getting dangerously close to completion which should help with the future application towards Prop 123 funding for mountain communities. 7. Main Agenda (25 min.) 4.1 Introduction of New Housing Team Member: Anna Bengtson Presenter(s): Jason Dietz, Housing Director Time: 5 min. Anna Bengston has joined the VLHA meeting as a Housing Development Specialist. The housing staff is thrilled to have her join and complete the team. Bengston will work closely with Dietz regarding upcoming housing projects, after 8 years working with the White River National Forest as the realty specialist and forest wide lands command manager program. Her role moving forward will help to advance Town owned housing development projects. She will keep the VLHA updated on the Town projects, especially West Middle Creek. Dietz reminded the group the additional roles of Anderson and Johnson related to housing compliance, website, administration of housing programs, Vail InDEED, resales, buy downs and lotteries. He further explained in detail the day-to-day management of details that Bengston is managing. 4.2 Update on West Middle Creek Presenter(s): Anna Bengtson, Housing Development Specialist Time: 10 min. Bengston provided an overview of current happenings as things are underway including movement of dirt, groundwork, install of temporary roads and installation of the water main. She will continue to update the group on the continual site work, foundation work and retaining wall work of the two-story foundation. Vertical work is a three-year build schedule. The construction updates and traffic control updates are available from the Town on a weekly basis to those that subscribe to the updates. 4.3 Arosa Drive Duplex Land Lease Renewal Presenter(s): Missy Johnson, Housing Coordinator Time: 10 min. Hunt for Arosa Drive Duplex Residence Unit B Land-1.pdf The Arosa Drive Duplex is scheduled for a Land Lease Rental Fee Review and to make a recommendation to the Authority regarding the land lease fee for the deed restricted Arosa Drive Duplex Residences, Unit A and Unit B. The term of the Land Lease is ninety -nine years effective upon the execution of the initial please which was the 24th day of June, 2010. Per the terms of the lease agreement, the fee shall be reviewed by the Vail Local Housing Authority or Town Council consistent with the timeline noted in the fully executed agreements attached as Attachment A and Attachment B. Based on review over time, it does not appear that the $25 annual land lease fee has been meant to make money. Lindstrom provided a summary about the initial re-development of this site and how it came to re-sold and utilized as an EHU through the Town of Vail. The re-up of the lease coincides with the confirmation that the residents are in compliance in terms of use. The VLHA directed staff to keep the 99-year land lease annual fees at $25. 5.
