I am interested in an appointment to the Vail Local Housing Authority. During my time serving
on the VLHA the Town of Vail emerged as a national leader in the housing world. While we
have accomplished significant results, now is not the time to rest and look back. Now is the
time to build on our experience and increase our efforts to further the community’s housing
goals. I believe I can continue to contribute to these future resident housing endeavors.

What is your work history from the last five (5) years?
Relevant professional experience includes a decade+ working as a commercial real estate
analyst and appraiser; developing several residential and mixed-use buildings in the Eagle
Valley market; owning and operating residential and commercial properties, including lease
negotiations with national tenants; owning and operating a small business with up to four
locations in Eagle County. Recently retired!

Why are you interested in serving on this board?
During my time serving on the VLHA we have made significant progress in our mission of
maintaining and sustaining our community, but further work needs to be done. I believe I
can contribute to this effort.
• What unique and particular qualifications do you bring to the position?
Please provide specific examples.
Combined with my business experience, 20+ years serving on the VLHA. Specific examples
include Vail InDeed, 2027 Housing Plan, changes to the Housing Zone District(s),
participation in the oversight of recent housing developments like WMC. I advocated for the
town to actively participate in the financing of Chamonix townhomes, which led to ToV's
financial participation in Residences at Main Vail and WMC.

What is your experience serving on other Boards?
I currently serve on the Eagle Ranch Housing Corp. board (this is a small quasi-housing
authority in Eagle), the Eagle County housing advisory, Eagle Ranch POA board
(chairperson), Eagle Ranch Commercial Association board (chairperson). I have previously
served on many condominium and property ownership boards, including the Riverwalk at
Edwards POA where we established an organizational structure and implemented a private
sales tax to fund community infrastructure.
What skills and experiences do you have to advance the mission of the
Board?
Twenty+ years serving on the VLHA. Relevant professional and business experience.
Successful participation on numerous property-related boards.
What do you see as the primary role of this Board?
Unlike many other housing authorities in the mountain resort region, the VLHA works closely
with our municipal government and acts more as an advisory board and development
partner with the Town of Vail than as an independent organization. This relationship has
proven to be an effective model in an environment where public-private partnerships and
collaborative efforts have been our most effective means to achieving our goals. I think the
role of VLHA is to continue offering ideas and initiatives, providing expert advice to Town
Council and administration, and advocating locally and regionally for housing programs and
projects.
What do you believe is the largest obstacle facing this Board in the upcoming
year?
Complacency: With input from the VLHA, Town of Vail has made significant progress on
housing. After initiating two large projects, Timber Ridge and WMC, it would be natural to
"take a break." However, I think this is the time to use our collective skills and institutional
alignment to look at more projects and initiatives. In addition to availability of homes, one of
our largest hurdles is affordability. While we have been innovative in financing new
development, we need to apply some of that same thinking to the ongoing affordability
issue, both for tenants and homeowners.

How would your appointment to the Authority add value and bring about new
solutions to the community’s housing challenges?
I bring institutional knowledge from years of participation on the VLHA. I can continue to
propose ideas and solutions, advocate for our housing goals, and coordinate VLHA actions
toward these goals. Over the years I have accumulated a list of potential policy/program
ideas and possible development/redevelopment opportunities that we can explore. I believe
I can also take the longer view on how to accomplish many of our goals.

What ideas would you suggest the VLHA consider to be more effective in
acquiring deed restrictions?
Our success to date and our continuing efforts fall into several categories: Policies:
continuing to adjust Housing Zone guidelines; implementing a faster approval process for
housing projects; updating deed restriction requirements and EHU exchange policies; review
and adjust housing lottery policies; finalizing residential linkage Programs: Vail InDeed 2.0 --
expand and implement a more aggressive deed restriction acquisition, possibly including
active property purchases; possibly initiating a homeowner mortgage assistance program
Projects: continue pursuit of large and small development and redevelopment opportunities
in and near Town of Vail jurisdiction Partnerships: continue and expand our successful
public-private partnerships with developers, financial partners and non-profit organizations
like Habitat for Humanity, plus selective partnerships with other governments on a project-
specific basis

What ideas do you have for more effectively implementing these policies and
strategies to increase the supply of deed restricted homes?
Further outreach to potential homebuyers to involve them in our programs like Vail InDeed
Continue investigating alternative financing structures like impact financing funds
Continuing to pursue housing development on several properties in and near Vail Expand
Vail InDeed to more aggressively purchase properties to deed restrict and resell via lottery

The Vail Local Housing Authority meets the second and fourth Tuesday of
each month at 3:00PM. Please describe your ability to attend these board
meetings and the support you have from your employer, if applicable, to do
so.
To my knowledge I have not missed a VLHA meeting during my past tenure. I have also been
available for many nonscheduled meetings.
