It articulates a community’s fundamental land use policies, principles and goals in a broad and general way. How have conditions changed since the Plan was adopted? The extent to which the text amendment would better achieve the town’s adopted development goals, objectives and policies. Criteria for Review & Findings… The extent to which the zone district amendment provides for the growth of an orderly, viable community. The extent to which the zone district amendment demonstrates how conditions have changed since the zoning designation of the subject property was adopted and is no longer appropriate. Criteria for Review & Findings… That the proposal is consistent with the Lionshead Redevelopment Master Plan. That the proposal does not otherwise have a significant negative effect on the character of the neighborhood. The proposal is in compliance with the purposes of the Lionshead Mixed Use -2 District. Criteria for Review & Findings… Relationship and impacts of the use on the development objectives of the Town. Affect of the use on light and air, distribution of population, transportation facilities, utilities, parks and recreation facilities, and other public facilities and public facility needs. Affect upon traffic, with particular reference to congestion, automotive and pedestrian safety and convenience, traffic flow, access, maneuverability, and snow removal.
