Vail Valley Drive Fallridge, Unit C-1 Vail, CO. 81657 RE: Bridge Street Building – Building Permit Submittal Comments File No. B070307 Bill, Planning Staff has completed a review of your submittal for a building permit for the Rucksack building and has identified the following issues and concerns relative to the overall completeness of the submittal. Specifically, certain required information is either missing from the submittal, or is requested in order to allow Staff to carry out an adequate and complete review of the plans and all final detailing for the proposed building. Issues/Information Requested Site Plan While different sheets of the plans depict general existing and proposed site improvements, please be reminded that the Site Plan should include all existing and proposed site improvements, property lines, easements, utility routing, spot elevations and proposed hardscape materials. Specifically: - Label all proposed hardscapes and specify proposed materials; provide details as to limits of disturbance, as well as the transition from existing streetscape improvements to proposed improvements. - Provide legend/key for all proposed line weights and symbols, as well as general notes for all proposed site work. - Revise the plan to insure that proposed structural walls at the east side of the building for new stairwell and stair support are within the property boundary (i.e. remove encroachment of wall and any helical pier from Tract G). Architectural Plans Sheet DR200: - Verify status of “existing storm drain” located to the north of the existing Rucksack Building; Staff is of the understanding that this drain is non-functional and does not tie into TOV storm sewer. - Clarify drainage plan on south side of property at roof and deck; where is drainage from scuppers being routed? - Clarify drainage plan for north side of property; will gutters be added at eave of existing and proposed roof sections overhanging adjacent property to north? - Clarify drainage plan/details for new “deck in roof” for 3rd Floor residential unit; where is drainage being routed? Sheet A200: - Revise plan to eliminate encroachment of structural wall and/or helical piers at east side of property from Tract G. Sheet A201: - Clarify extent of demo/remodel; provide greater details and/or notes on plans specifying locations of new and existing construction to match details and/or notes to be provided on elevations and demo plans. - Label all exterior materials (per key provided) and provide notes/call-outs for all dimensions. Sheet A202: - Clarify extent of demo/remodel; provide greater details and/or notes on plans specifying locations of new and existing construction to match details and/or notes to be provided on elevations and demo plans. - Label all exterior materials (per key provided on elevation sheets) and provide notes/call-outs for all dimensions; specifically, provide information on materials and construction method for proposed storage closets located on south side of deck. Sheet A203: - Clarify details (materials and slope of roof) for proposed storage closets located on south side of deck. - Clarify on plans where snow shed protection is located over decks, balconies and other areas of pedestrian activity, if applicable. Sheet A204: No comment Sheet A205: No comment Sheet A206: No comment Sheet A301: - Make application for “Changes to Approved Plans” for addition of stucco at northeast corner of building. - Show all proposed gutters and downspout locations/routing. - Clarify extent of demo/remodel; provide greater details and/or notes on plans specifying locations of new and existing construction. Sheet A302: - Make application for “Changes to Approved Plans” for revisions to south façade deck wall enclosure; wall height and design has been modified. - Revise apparent detailing conflict between proposed ridge beam and arched stucco detail at main entry to second level. - Clarify extent of demo/remodel; provide greater details and/or notes on plans specifying locations of new and existing construction. Sheet A303: - Make application for “Changes to Approved Plans” for revisions to east façade exterior materials (addition of stucco). Sheet A304: - Clarify structural support detailing (wood corbel) and detailing of underside of cantilevered balcony at northwest corner of building on second level; structural plans (Sheet S4) call out “10x Lookout” in this location. Sheet A800: Provide details and/or sections as follows: - “New Deck in Roof”; section should be provided detailing construction of new deck in roof. - Decorative hand rail/new balcony construction; detailing for proposed rail connections, specifically at 90 degree angle at northwest corner of balcony at second level. - Rake detail; clarify detailing for exposed ridge and shoulder beams relative to rake/fascia detail. - Window and door assemblies; detail all proposed window and door (wall) assemblies, inclusive of header, sill and trim details for windows and doors proposed in stucco and wood exterior walls. - Trash enclosure and elevator door assemblies; detail door assemblies, inclusive of header and trim details. - Stucco-to-wood siding detail/transition wrapping northeast corner of building; show transition from proposed stucco to existing wood siding. - New wood post and beam “trellis”; provide details for construction of trellis structure. - Column supports at west façade, at existing stairwell to Joe’s Deli. - Arched entry (stucco) detail; clarify detailing/assembly for arched stucco detail at main entry on second level. - New balcony at northwest corner of second level; provide detailing for underside assembly of proposed balcony and clarify use of 2x6” T&G; soffit details provided on Sheet A801 show 1x4” T&G. - Storage closet construction and assemblies; provide more details regarding exterior materials, roof assembly. Sheet A801: Provide details and/or revisions as follows: - Revise section 5; show detail/section of cut stone band within column, as well as detail/section of proposed signage for “Retail Listings” element. - Provide new detail/section showing column-to-balcony assembly and detailing. Structural Plans Sheet S1: - Clarify placement of helical piers within existing “Trash” storage area at landing of existing stairwell to Joe’s Deli; demonstrate how placement of proposed piers will not compromise existing trash storage. - Revise plan to eliminate encroachment of structural wall and/or helical piers at east side of property from Tract G. Sheet S4: - Clarify detailing/finish of “10x Lookout” proposed underneath cantilevered balcony on northwest corner of building on second level. Sheet S5: - Clarify proposed “Detail J”; is this detail to match “wood corbel” shown on elevations? If so, ensure that structural and architectural plans match. Sheet E201: - Clarify proposed finish for fixtures ‘D’ and ‘E’ Additional Issues and Concerns Pedestrian Bridge Regarding the required Site Plan, Staff suggests that further details are needed to adequately assess the appropriateness of any proposed pedestrian bridge over West Mill Creek. As these improvements are shown to comply with applicable building and/or fire code(s), more detailed information will be required prior to any further review pertaining to construction of the proposed bridge at or near the identified 100-year floodplain, as well as details of how such pedestrian connection will integrate with existing grades on the east side of Mill Creek. In this regard, please also address the viability of providing enhanced and/or required egress over portions of Lots A, B, and C to the north of Parcel 1. Changes to Approved Plans In addition to submitting an application for “Change to Approved Plans” for items listed within this document, please be advised that any and all changes made by the Applicant in response to Town of Vail Building and/or Fire Department comments made regarding plans dated 9/06/07, which affect the use, bulk, mass, height or exterior appearance of the building, will require an application for “Change to Approved Plans”.
