HomeMy WebLinkAboutDraft Re-Master Planning and RFP ScenariosCHAMONIX MASTER PLAN Options/Considerations June 21, 2007 Option 1 – RFP for Entire Property and Project (start over) Schedule/Critical Path June 25 – July 6, 2007 - Set Goals, Objectives (problem i.d., program requirements and entitlement processes, budgets, timelines and opportunities)* - Develop, and send out RFP and Set Deadline for submittal (tentatively July 30th) *Note: Goals to include putting multi-disciplinary design team in place to deliver: new master plan for site(s) to include four (4) primary land uses; a complete site design integrated internally and externally; and preliminary architectural components integral to achieving objectives July 30 – August 10, 2007 - Review RFP’s/Conduct Interviews - Initiate internal planning process – working with all internal stakeholders* - to refine goals, gather current site information (existing conditions), refine problems and opportunities, identify pitfalls and gain internal buy in of process and goals - Explore possibility of re-establishing external stakeholder groups – ie. committee *Note: Internal stakeholders are: Town Executive Management Team and Director staff, Community Development Department, Public Works Department August 13 – August 17, 2007 - Hire Planning and Design Team August 20 – December 31, 2007 - Initiate and Complete Master Planning and Site Design Process Present planning team with refined Goals and Objectives and Inform process Provide current information and refined goals/program needs Provide refined problem statements and identify unique/new opportunities Meet with current residents and adjacent property owners Provide all site info / existing conditions (survey, etc.) Provide information gathered from all internal stakeholders (Admin, PW, Comm. Dev., Econ. Development Council, Environ. Health, Housing) Clarify/Refine and coordinate public meeting/hearing processes Ensure timely, accurate and discrete press releases and public notices using “correct” media and message to reach target audience and stakeholders; gain “buy-in” from stakeholders Conduct neighborhood meetings (1-2) to reintroduce project/process, get any new feedback, reaffirm old feedback and communicate current Town goals for property and project Seek creative way (via internet, design charette, other) to engage neighborhood and key adjacent property owners (Shell) into site design process Complete outreach and interactive design process and make necessary and appropriate revisions to master planning goals, objectives and site specific design elements Finalize master plan and seek internal stakeholder endorsement Refine and commence preferred entitlement process and timeline based on finalized master plan to gain necessary approvals for update to master plan and any rezoning January 1 – February 29th 2008 - Complete adoption of land use plan amendment and gain approvals for re-zoning Option 2 – Re-engage Davis Partnership to “Re-Master Plan” Entire Property with Focus on Fire Station Site Planning and Design (with possible long-term commitment to completing all site design and architecture for overall project) Schedule/Critical Path June 25 – July 13, 2007 - Re-engage Davis Partnership to “Re-Master Plan” Entire Property with Focus on Fire Station Site Planning and Design July 30 – August 31, 2007 - Initiate internal planning process – working with all internal stakeholders* - to refine goals, gather current site information (existing conditions), refine problems and opportunities, identify pitfalls and gain internal buy in of process and goals - Explore possibility of re-establishing external stakeholder groups – ie.
