On May 20, 2008, the Vail Town Council reviewed three site plan concepts for the Chamonix Site in West Vail. The 4.86 acre site is being master planned to include a fire station, housing
for Fire Department personnel and ‘for-sale’ deed restricted employee housing. The Town kicked-off the master plan process in January, 2008, and has hired the services of Stan Clauson
Associates, Studio B Architects and Drexel Barrell & Co. engineers to aid Town Staff in facilitating the planning and design process.
The three options presented to the Town Council include a low density option averaging 12 dwelling units per acre; a medium density option averaging 14 dwelling units per acre; and,
a high density option averaging 21 units per acre. Based on project goals and design parameters approved by the Town Council on January 22, 2008, the Town Council favored the higher
density option – the “Village/Neighborhood Cluster” option - to optimize the site for development of ‘for-sale’ deed restricted employee housing. The Village/Neighborhood Cluster Option
includes a higher density component to be developed as condominiums and town houses on the southwestern portion of the site as well as duplex structures arranged in “clusters” located
on the east and northern portions of the site.
The Town Council also provided direction to Town Staff regarding the unit mix to be developed and the anticipated target market the project will serve. Based on Staff recommendations,
survey and demographic data and information gathered from focus group meetings held in February, 2008, the Town Council confirmed the project should be developed with a mix of primarily
two and three bedroom unit types, with a limited number of one and four bedroom units. In addition, the Town Council suggested the design of certain units allow for flexibility and
the ability for purchases to “finish” additional habitable space for use as a fourth bedroom, storage or “bonus” space. The target market determined for the project will be those individuals
making between 60% and 140% of Average Median Income (AMI), with the goal to deliver a majority of the ‘for-sale’ product within a price range of $155,000 to $335,000.
Next steps in the process include further development of the site plan concepts, additional meetings to review the plans with the Chamonix Site Master Plan Advisory Committee, and additional
presentations to the Town Council during the month of June to review revised concept plans, three-dimensional massing models and cost estimates for different development options. Following
further review by the Advisory Committee and the Town Council, a preferred development option will be chosen and a master plan will be presented for approval by the Town Council sometime
during the month of July, 2008.
