HomeMy WebLinkAboutChamonix Site Master Plan Request for ProposalsChamonix Site Master Plan Request for Proposals Prepared Interview Questions October 18, 2007 1) Please expound on how you will address the Town's need to design and develop new municipal facilities within specific budget parameters, and to provide additional opportunities for the development of housing that is within the financial reach of local employees and employers, while also addressing the Town's desire to create a safe, attractive and world-class quality development?    2) Explain how reimbursable expenses will be handled. Please provide an example of your billing philosophy relative to travel and other reimbursable expenses - can you identify any areas of this proposal and scope of work that may represent opportunities for cost savings and efficiency in delivering the product desired?   3) Explain your team's philosophy regarding architectural style, specifically your team’s ability to meet the expectations established in the RFP while respecting and complimenting the design vernacular/character of the surrounding neighborhood or sub-area?  In your opinion, how important will this aspect of the project be and which is more critical: meeting the needs of the Town (energy efficient design and capitalizing on opportunities to develop the site in a fiscally responsible manner) or respecting neighborhood character (architectural style, massing and density)? Are these mutually-exclusive?   4) The Town has recently used Felsburg, Holt & Ullevig (FHU), engineers, to complete a comprehensive traffic study for the Town, inclusive of the West Vail area. As such, the Town will ask that the team selected work with FHU regarding any additional traffic impact analysis needed or other traffic engineering component of the project. Realizing that teams may be proposing engineering firms as team members, what issues or opportunities do you identify, if any, concerning collaboration with FHU on this project? 5) In the event that your team lacks expertise in one specific area such as financial/pro forma modeling, energy efficient design, or public facilitation, and you have budgeted extra monies/fees for possible inclusion of an extra team member, which firm or expert would you add to your team to best deliver the product asked for? Why? 6) Given a highly visible project (both geographically and politically), and the likelihood of scrutiny by adjacent property owners, citizens at large and decision makers, how will you manage the public process – allowing for creative ideas and productive input to flow from stakeholders while maintaining focus on the goals, objectives and timelines of the project? 7) In your opinion, what are the biggest opportunities (and/or potential pitfalls) for this site and this project, whether though the facilitation of the public process and consensus building, the establishment of award winning design, or the realization of the project through actual financing and construction in the near term? 8) In your opinion, are there aspects of the RFP or the project in general that need refinement? Are there additional opportunities not mentioned in the RFP that will aid the Town in assessing and communicating alternatives for use of the site? If so, what specific revisions or refinement, clarifications or corrections would you suggest be made to the scope of the project, the timing or sequencing of meetings or the stated purpose of the project in order to facilitate the most inclusive and informed public process possible and to deliver a product that will can be readily implemented? 9) Please expound on your team’s specific experience in the siting and design of municipal facilities within a residential neighborhood, specifically fire stations or other emergency services uses or structures. What specific knowledge and experience will you bring to this project that will be uniquely relevant and valuable towards ensuring that siting of a station will be sensitive to surrounding uses; that the fire station location and design, while integrated into the overall design of the site, will provide adequate “separation” of uses? In addition, please provide the town with a list, with addresses, of the following: Provide examples of two projects within Colorado that your team (or individuals within your team) has been integrally involved in creating. Projects should be chosen that best exemplify your team’s ability to deliver what the Town envisions for the planning and development of the Chamonix Site, based on the RFP. (If applicable, please provide examples that are within driving distance of the Town of Vail).
