Purpose
The purpose of developing a new master plan for the Chamonix Site is:
To site a fire station in West Vail, and;
To identify and evaluate improved employee housing development opportunities now apparent on the combined properties (Chamonix and Wendy’s)
Master planning these sites will also:
Identify potential municipal and mixed uses that will maximize community benefit while enhancing the surrounding area.
Goals and Objectives
Goal: To site a fire station in West Vail
Therefore, in addition to the fire station, the analysis should be inclusive to the possibility of medium to high density (+18 units/acre) residential “For Sale” and “For Rent” employee
housing units (EHUs), passive and/or active recreational uses, as well as, commercial, live/work and/or mixed-uses. In addition, the analysis should include additional public facilities
or co-uses and/or amenities such as Town offices, police and/or ambulance district substation facilities, and public works department facilities well suited for the development and complimentary
to the larger West Vail sub-area.
Key components of the “opportunity” analysis and plan development will be:
To identify, rank and prioritize opportunities to integrate fire station/municipal uses and site design with residential uses;
To identify, rank and prioritize opportunities for public and private partnerships relative to development viability and efficiency;
To identify, rank and prioritize phasing options and viability for different development and financing alternatives, and;
To identify, rank and prioritize opportunities to integrate and implement energy efficient and sustainable (green building) design principles and construction techniques into any development
scenario recommended.
Goals to include:
Assembling/hiring multi-disciplinary urban design team to deliver new master plan, complete site design and architectural concept(s) that optimize public investment in the Site for primary
uses:
Fire Station and Employee Housing
Identification and prioritization of potential secondary land uses such as, office and commercial retail;
Identification and refinement of “target market” for employee housing component to refine general size, programming and pricing parameters for unit design
Delivery of a complete site design integrated internally and externally with surrounding neighborhood to maximize connectivity, maximize public investment in general accord with surrounding
land uses and densities, provide efficient and safe access/egress for fire station operations, enhance overall access and safety at existing and proposed transportation routes and intersections,
and creatively mitigate site constraints to achieve employee housing (density) goals, and;
Delivery of preliminary design and architectural components critical to achieving objectives including but not limited to incorporation of mixed use and live/work concepts if appropriate,
green-built or sustainable (neighborhood) design principles and housing types and sizes designed and priced to hit target market
Project Goals and Objectives:
Goal One Creation of a master plan for the development of:
A sustainable, multi-purpose municipal facility with fire station, and accompanying equipment storage, administration and housing needs as the primary focus
Development of an employee housing “neighborhood”
Objective 1.1 Hiring multi-disciplinary planning, design and development team to deliver new master plan, complete site design and architectural concept(s) and perform cost estimation
and pro-forma to optimize public investment in the Site.
Objective 1.2
inclusive of small “neighborhood” commercial component and/or hybrid “live/work” housing component – all of which respects and enhances the neighborhood character of surrounding Primary
Secondary (P/S) development, while providing an appropriate transition and connectivity to adjacent Heavy Service (HS) and Commercial Core III (CC3) zone districts;
Project Objectives
Maximizing residential (employee housing) development potential, while respecting and enhancing the neighborhood character of surrounding Primary Secondary (P/S) development (maximization
could mean something other than raw number of dwelling units and profit/return on investment);
Enhance connectivity/pedestrian routing through site;
Use development of site (municipal and residential improvements) as first Town of Vail effort to incorporate green building and energy efficiency principles and practices into large-scale
Town project, to 1) achieve goals related to Vail 20/20 Plan and, 2) to create truly low-cost living (in addition to buy-down and deed restricted benefits passed on) via innovative design,
durability and efficiency that reduces operational costs for individual residents and “neighborhood/association” alike;
Relocating the proposed West Vail fire station from the Chamonix property to the Wendy’s property is considered a better option because it would improve the Fire Department’s ability
to maneuver its equipment, positions the station further away from adjacent residential neighborhoods and provides improved ingress and egress. Development of the fire station on the
Wendy’s site also preserves the majority of the adjacent Chamonix property for residential and potential mixed use development.

existing area in an innovative manner. Therefore, in addition to the fire station, the analysis should be inclusive to the possibility of medium to high density (+18 units/acre) residential

Using project parameters, identify and evaluate multiple site configurations for the West Vail Fire Station (approximately 18,000 sq. ft. total) using design specifications provided
by the Town of Vail following a scoping meeting with representatives from the Vail Fire & Emergency Services Department. At least one of the configurations should include the ability
for additional development on the remainder of the site. The designs should explore possible options for drive-though accessibility by emergency vehicles to avoid backing maneuvers,
as well as the inclusion of on-site housing for emergency services personnel (to be included in the 18,000 sq. ft station).
Determine a range of potential additional development on the combined property taking into account on-site “resident” housing needs for Fire Department personnel, as well as the integration
of medium to high density (+18 units/acre) employee housing and mixed uses as transitions to adjacent residential neighborhoods and commercial areas. Integration of fire station/municipal
and residential/mixed uses is a key component to any development scenario alternative.
