Box 6836 Avon, CO 81620 Re: Request for final review of applications associated with the redevelopment of the Clock Tower Building (Gorsuch Building) located at 263 Gore Creek Drive/Lots D & E, Block 5, Vail Village Filing 1 Mr. Frye, This letter is being sent in response to your submittal of revised plans to facilitate the redevelopment of the Clock Tower Building. I have taken over the project manger function of this project from Scot Hunn, Senior Planner, as our current work load status warranted the shifting of this project. The following are the comments of the Planning Department. Comments from the Public Works and Fire Department are forth coming. The reason for delay in response from these departments is a result of only one set having been submitted initially. Additional sets did not arrive in our office until February 21, 2008. Because of this delay in submittal of the minimal requirements I have determined that this application cannot proceed forward with a final review on March 10, 2008, as there has not been adequate time for all own departments to review the project and provide you comments to address in a timely fashion. Furthermore, there are several other pieces of information necessary to be submitted prior to review by Staff and scheduling on a Planning and Environmental Commission agenda. Staff does believe there may be some benefit to a work session with the Planning and Environmental Commission on March 10, 2008, with a final review at an appropriate subsequent hearing. Staff will take direction from you and your client on whether or not you would like to be on the March 10 agenda as a work session item or if you would rather table your application. These comments should be addressed in revised plans to be submitted prior to scheduling on an agenda for final review. Please provide a written statement explaining how you believe your proposal complies with Sub-Section 12-7B-7B, Compliance Burden, Vail Town Code, for the construction of a new structure in Vail Village. Please provide all necessary documents required by Chapter 12-22, View Corridors, Vail Town Code. Specifically a written statement addressing the criteria for amending a view corridor as listed in Sub-Section 12-22-5C, Criteria For Amendments, Vail Town Code. Furthermore please provide the graphics as requested in Section 12-22-5, Amendments, Vail Town Code, depicting your proposal and its impacts to the established view corridor. Please provide a written statement explaining how your request for a conditional use permit for an eating and drinking establishment located above the second floor complies with the criteria fund in Section 12-16-6, Criteria; Findings, Vail Town Code. Please provide a written statement addressing the criteria for the requested site coverage variance per Section 12-17-6, Criteria and Findings, Vail own Code. The elevations shown on Sheets A6-1 through A6-3 do not match the elevations depicted on sheets A5-1 through A5-3. Please provide revised sheets to address this discrepancy. Please provide a sheet depicting the proposed roof plan, multiple ridge elevations, over interpolated grades through site prior to development in order to determine the height of the structure. See the definition of Height in Section 12-2-2, Definitions, Vail Town Code. Staff has identified multiple concerns with the incorporation of a landscaped median in Gore Creek Drive. This design solution to address previous comments by the Planning and Environmental Commission to incorporate some landscaped areas on the south façade proposes does not allow for emergency vehicle minimal street width and staging requirements. Furthermore, it does not function well with loading and delivery that occurs in this area. Staff cannot support this element of your design. Staff suggests designing the south façade to incorporate pockets of landscaping along the distance of frontage on Gore Creek Drive. Please provide plans depicting the existing elevation and proposed elevation overlapped to aid in understanding the changes to bulk, mass, and height from existing to proposed conditions. Please provide either a digital or physical model to aid the Planning and Environmental Commission in reviewing the compliance of the project with Zoning and Master Plans. Staff has identified multiple concerns with the design of the structure with encroachments into the public right-of-way along Bridge Street and the corner of Bridge Street and Gore Creek Drive. Staff cannot support the further encroachment of improvements into the rights-of-way. Please overlay the existing site plan and the proposed site plan to aid in determining the impact of the proposal to the right-of-way. Staff would suggest designing all improvements to encroach less than or equal to current encroachments. In conclusion there will be additional comments forth coming as the various departments provide their comments. I would like to say that I believe the current proposal incorporates many design improvements over the previous design. I apologize in advance if you have provided any of the above information and I am not aware of it. Sometimes in the handoff of a project some things are lost. My review and assessment is based upon what I found in the file. If so please direct me to where I can find that information.
