(Clock Tower Building) Re-Development Project (PEC07-0025) Meeting with Jeff Winston, Jay Peterson, Tom Frye, George Ruther and Scot Hunn May 12, 2008 Meeting Notes Loading and Delivery Tract B was discussed and Jay is to investigate status of existing easements and/or rights-of-way in “alley”; Issues include existing conditions and the goal of the Town to eliminate loading and delivery from Gore Creek Dr.; Only viable option is to revise plans to accommodate loading and delivery off of Gore Creek Drive; Widening of alleyway on Tract B was discussed as option, with Scot agreeing to discuss such option with Public Works and Fire Department personnel at the next DRB meeting on May 14, 2008. Property Line Encroachments Roof overhangs on proposed building are shown encroaching over the property lines on north and south and east sides; Tom to quantify the amount (square feet) of roof overhangs projecting/encroaching beyond property line. Improvements within the Right of Way Any new steps, walls and/or planters proposed within the road right-of-way are to not permitted to encroach any further than those existing. New steps, wall and planters are to be pulled back to match existing limits of encroachment; Trees (planters) located on the corner of Bridge Street and Gore Creek Drive are to be removed or pulled back significantly – per Town of Vail Public Works and Fire Department, those portions of the intersection between Bridge Street and Gore Creek Drive must be maintained free of any additional encroachments in order to maintain proper turning and maneuverability by emergency vehicles; Jeff Winston suggested developing a site plan showing buildings across the street from the Clock Tower building, in relation to proposed improvements within the right of way; Jeff Winston questioned the proposed landscape island within the Gore Creek Drive right-of-way – he noted typically, spaces (eddies) in the street edge are created by the buildings, not by introducing improvements within the street corridors; Jeff Winston asked the question: does the island hurt or help the street corridor? Jeff Winston stated the street (Gore Creek Drive) should curve off into the distance, from the perspective of a pedestrian standing at the intersection of Bridge Street and Gore Creek Drive – that an island to focus attention in the foreground is not necessarily supported by the Vail Village Urban Design Guide Plan; Jeff Winston stated if an island-type feature can be replicated at each side of the intersection, then perhaps such improvement makes sense from a design standpoint; Any proposal to introduce such island feature at other areas around the intersection should be presented in a manner that examines: The solution should blend with the fabric of the Village; the technical issue of drive width (for emergency service access); the larger issue of the streetscape in its entirety – have to review in context of the whole streetscape; the 3D perspective (review of 3D modeling/fly-by at the pedestrian level). Roof Forms and Composition Jeff Winston asked about the proposed hip roof element on the third story of the building – he questioned whether a hip roof is permitted or encouraged by the Guide Plan and suggested that the element be revised to an open gable form on the east side. Tower Element George Ruther questioned how much bigger the new tower element is – in cubic feet; Jeff Winston questioned how much taller the new tower is; Tom Frye stated that the new tower is proposed to be approximately 12’ high and that the design intent (to raise the tower) was in direct response to surrounding conditions – the trees in the area have grown – and to make the tower more prominent; Tom Frye stated that the new tower shape (square rather than rectangular) was more “classic” in form and that the new roof form was a better representation of “timeless” architectural styling and quality; It was discussed that the new tower will be taller than what the Town Code allows. Secondary Tower Element Tom Frye stated that this tower has been lowered to reduce the encroachment into view corridors; Jeff Winston suggested the applicant study redesigning the form this element to introduce more “facets”; Jeff Winston suggested the applicant study redesigning the roof form of this element to better match the main tower roof composition/form; Jeff Winston commented that the “heavy timber” elements apparent on this element do not “fit” the design vernacular found in the rest of the Village. Transparency Jeff Winston commented on the amount of proposed plate glass on the pedestrian level (main level) of the building – that the look, size and number of windows does not add to the transparency of the south and west façades at the pedestrian level; Jeff Winston clarified that not every window on the south and west façades needs to be divided light, but that the fenestration (number, location and size of window openings) could be reorganized to provide more transparency; It was discussed that transparency will need to be calculated, per the Guide Plan.
