Subsequent to minor remodels and additions over the years, this property was most recently redeveloped similar to its current condition in the late `90s and sold upon completion. The non-conforming (within Town ROW) site retaining wall along the south edge of the property was apparently reconstructed in its present location at this time and, by way of various inspections, has been determined to be in sound structural condition without apparent structural or performance failure. Mr. Larrea (Forest International) purchased this property about 5 years ago and has expanded the outdoor terrace area to include outdoor spa, water feature, fire pit, custom railings and site steps. They have also added significant, mature trees in and around the home along with other landscape materials. Purpose of this DRB Application/Proposal It is now Mr. Larrea's purpose to remodel the existing structure and expand the current GRFA of about 3,620 SF by adding about 3,485 SF. This brings the total GRFA to near the allowable of 7,107 SF GRFA. An additional motivating purpose with this remodel and expansion is to rectify some of the non-conformity of and to improve the south retaining wall as follows. A comprehensive evaluation of this retaining wall was conducted by Public Works 8� Community Development in concert with Alpine Engineering, Inc. and our office. The improvements proposed are a result of those findings which revealed too many utilities in close proximity to the str�cture among other limitations that prevent a more extensive reconstruction of this wall than proposed. Another purpose of this proposal includes relinquishment/revocation of the 'grandfathered right' to allow such on-street parking along the length of the wall, replacement of the guardrail, extension/improvement of the drainage facilities and slight reduction of the overall wall height with minor reconstruction and re-grading of the upper 2' to 3'. The north face of the stepping retaining wall is proposed to be carefully faced with a stone veneer design to conceal the treated wood timbers and to allow the wall to drain and function as it does today. Another noteworthy purpose of this proposal is to improve on-site vehicular circulation and maneuvering by relocating the garage (as is allowed into the front setback due to historical grades having slopes in excess of 30%). To further facilitate vehicular movement and improve guest parking is the addition of a turn-around/guest parking space that is integrated into the drive and resides upon the new Recreation Room roof. The new garage location shall be contained entirely within the property whilst residing in the front setback area. The roof overhang will encroach slightly into the (west) side setback as is also allowed by zoning. Details of DRB Application/Proposal The above noted purposes provide for new copper roof shingle systems, enhanced roof insulation, structure and drainage/discharge along with new exterior window and door systems, stone veneers, metal wall cladding, stone balcony/patio additions and higher quality wood v�neers and detailing. The roof drainage/discharge systems will include the engineered Bylin Roof Ice Melt system (for this regionJ in concert with copper gutters, downspouts to discharge and snow clips and fences. Upon further investigation and destructive demolition it will be determined whether a `cold' or `warm' roof design will be incorporated. If the `cold roof' design is included, matching copper shingles on ridge vents will be added. Otherwise the roof design is as shown on the drawings. New landscape plantings are also included to complement the new arrival experience, the existing terrace development, new bedroom arrangements and to continue the theme of a fully developed and mature landscaped site. New exterior lighting (cut sheets attached) shall be in the form of carefully placed wall mounted fixtures, dimmer controlled recessed can lights at some balcony soffits and new fixtures for the remaining existing stone columns along the north edge of the snow-melted driveway. Electric meters and exterior electrical equipment will be roofed and screened as shown on drawings.
