WC' Re: Revised Parking and Programming Dear Warren: As you are aware, the new owners of The Sebastian (formerly the Vail Plaza Hotel) and the new management, Timbers Resorts, are making extensive changes to the hotel to improve the overall quality of the facility and improve the overall guest experience with the ultimate goal of improving the financial viability of the hotel. This letter documents the programming changes and parking requirements of the hotel. All of the changes are permitted or accessory uses within the SDD and the Public Accommodation zoning on the property and therefore no amendments or special approvals are required. The spreadsheet attached documents the existing and proposed parking requirements for the project. The following is a summary of the changes (see plans attached): Main Level — level 160 • Conversion of retail space #3 and hotel offices to new bar /lounge with a seating area of 1,105 sq. ft. • Conversion of storage area to hotel ski valet and storage — no parking requirement • Conversion of retail space #2 to hotel library and hotel offices — no parking requirement • Change to spa retail area increasing to 581 sq. ft. • Adding the spa to the parking requirement as personal services to allow public use — 3,003 net sq. ft. • Conversion of locker room and hotel office to new fitness and yoga area including in the parking requirement as personal services and available to the public — net area 1,474 sq. ft. Second Level — Level 170 • Conversion of the current exercise area to restrooms for the pool area and spa treatment rooms available to the public — net area 964 sq. ft. • Conversion of previous hotel bar to hotel /owner lounge — no parking requirement POST OFFICE BOX 1127 • AVON, COLORADO 81620 970.376.3318 • DOMINIC @MPGVAIL.COM WWW.MPGVAIL.COM The net result of the changes to the programming and floor plans is a parking requirement of 212 parking spaces within the building (includes the 75 shortfall requirement of the SDD and credit for 38 spaces in the phase 3 building). The total current parking spaces provided onsite, with the previously approved valet parking plan is 211 spaces. The revised valet plan (attached) provides parking for a total of 227 parking spaces of which 107 parking spaces are valet spaces. Therefore, with this new valet plan there is a surplus of 15 parking spaces. You will note that the percentage of valet parking at 47% complies with the Town Code maximum of 50 %. As noted, there are 38 parking spaces within the Vail Village Inn Phase 3 building that are associated with The Sebastian project. These spaces, however, are not currently required to meet parking requirements of the uses within The Sebastian but rather are associated with previous requirements of the overall SDD. These spaces can use used and sold to others within the SDD. Of the original 38, only nine (9) spaces remain under the control of The Sebastian. The other spaces have been sold to others within the SDD with the Town's approval. Additionally, the owners wish to reverse the access and exit direction and flow on the property. Currently cars enter the underground parking on the left side of the porte cochere (north side) and exit on the right side (south side) of the porte cochere. This is awkward and confusing and therefore this flow will be reversed. There is no code or parking issues that are affected by this change. Included with this letter is a DRB application for a revised parking plan. This letter shall serve as notice of future changes to the project. Building permit plans will be consistent with this letter and any changes to square footages or uses within in the building will require an update to this letter. Sincerely, Dominic F. Page 2 of the letter explains it and it shows up below the table. Parking required for the uses within the building = 175 (as revised with spa and fitness) Parking required for SDD shortfall = 75 Credit for 38 spaces in Phase 3 building = -38 Total project parking requirement = 212 Total parking provided = 227 This is all consistent with the SDD approval. It appears that you may have counted these spaces required for other land uses in the SDD towards some of the parking required for the VPH to take the spa public. Another way of say what I need to insure is that the new desired land uses in the VPH and the associated parkign does not infringe on the additinal parking spaces required for the SDD as a whole. Did I miss something in your table or did you count these spaces? I am going into a meeting at 8:30 and will begin this last bit when I get out.
