Thank You. 090511 -2883 Kinnickinnick Rd, D -24, West Vail- Bassett Page 2 REPORT Regulatory Notice: Colorado Regulation NO. 8: The Colorado Department of Public Health and Environment (CDPHE) under Regulation -8, Control of Hazardous Air Pollutants, Colorado Air Quality Control Division, Section III, Part 6. requires that any asbestos - related activity conducted in a public or commercial building be performed by personnel licensed by the CDPHE. RACM (Regulated Asbestos Containing Material) must be removed prior to renovation or demolition activities which will disturb the materials. If the RACM exceeds the trigger limits outlined in Reg -8, the building owner or contractor must provide the CDPHE with written notification of planned removal activities at least ten working days prior to the commencement of asbestos abatement activities. Removal of RACM must be conducted by a state of Colorado - licensed asbestos abatement contractor. Third party air monitoring must be conducted following the abatement activities for final clearance approval. Asbestos abatement of friable materials for projects greater than 1000 I/ft of pipe insulation or more than 3000 s/ft on building components must be performed in accordance with a Project Design prepared by a CDPHE - licensed Project Designer. Management Plans provided for the in -place management of asbestos - containing materials must be produced by a CDPHE - licensed Management Planner. National Emission Standard for Hazardous Air Pollutants: The asbestos NESHAP (National Emission Standards for Hazardous Air Pollutants) 40 CFR part 61,subpart M, regulates asbestos fiber emissions and asbestos waste disposal practices. It requires the identification and classification of existing building materials in all structures prior to renovation or demolition activity. NESHAP classifies ACM (Asbestos Containing Materials) as either Category I non - friable or Category II non - friable ACM. Friable materials, when dry, may be crumbled, pulverized, or reduced to powder by hand pressure. Category I non - friable ACM includes packings, gaskets resilient floor coverings and asphalt roofing products containing more than 1 % asbestos. Category II non - friable ACM are any materials other than Category I materials that contain more than 1% asbestos. Friable ACM, Category I and II non - friable ACM which is in poor condition and has become friable or which will be subject to drilling, sanding, grinding, cutting or abrading and which could be crushed or pulverized during anticipated renovation or demolition activities are considered regulated ACM (RACM). Occupational Safety and Health Administration: The OSHA (Occupational Safety and Health Administration) asbestos standard for construction, 29 CFR 1926.1101, regulates workplace exposure to asbestos. The OSHA standard requires that employee exposure to airborne asbestos fibers be maintained below 0.1 asbestos fibers per cubic centimeter of air (0.1 f /cc). The OSHA standard classifies construction and maintenance activities which would disturb ACM, and specifies workplace practices and procedures which employees must follow when engaging in each class of regulated work. States which administer their own federally- approved state OSHA programs may require additional requirements. Materials: Since asbestos was first used, asbestos was incorporated into reportedly over 3000 building materials and products. Although most people believe that asbestos additives in building materials was banned in a certain year, the use of asbestos in most products was never completely banned in the US. With a reported list of over 3000 building products that are suspect materials we can not provide a comprehensive list of all suspect building materials however, a basic list would include troweled on surfacing material, asbestos -cement corrugated sheets, asbestos -cement flat sheets, asbestos clothing, pipeline wrapping, roofing felt paper, vinyl asbestos floor tile, asbestos cement shingles, millboard, asbestos cement pipe, etc. To be more precise, it is suggested that any material that is not in the following category is suspect: Wood, Steel, Glass, Fiberglass, Plastic, and Structural Concrete. No assessment, testing, determination or comments are made regarding any suspect ACBM within concealed areas of the structure where samples are not collected. This report may not represent all conditions at the subject site as this report only reflects information regarding suspect ACBM gathered from specific locations within the structure. The inspector is not required to determine the need or lack of for any abatement or material removal however recommendations may be included in this report. The report does not serve as a bid reference document and is not to be used by anyone other than the client stated herein. This document does not provide a project management outline or a project plan. InspectCO will not accept responsibility for the actual condition of the site pertaining to but not limited to indoor air contamination regardless of any action taken by the client as a result of information reported herein. InspectCO LLC has no control over and is not responsible for changes in the building environment, site conditions, site activities, and control operation or remediation actions. The scope of services is not intended to be inclusive, to identify all potential concerns, or to eliminate the possibility of other environmental concerns or problems. Project Disclosure: The client shall report any changes, alterations or additions in the scope of work to the consultant at all times during the renovation and /or demolition process. The client shall inform InspectCO LLC. when renovation or demolition reveals any newly discovered material that is suspect ACBM and should be tested. The client shall stop work immediately when new suspect ACBM is discovered so the consultant can test for asbestos fibers in the newly discovered materials. The client is responsible to pay any additional fees for subsequent site visits at our then current hourly rate as well as testing or sampling fees. Investigation: Scope of Work: The scope of work consist of; compile a list and assessment of suspect ACBM (Asbestos Containing Building Materials), the collection of materials to be tested and to compile a report of the findings and recommendations. The purpose of this report is an attempt to establish the presence and /or volume of asbestos found in the construction building materials that are collected and tested. Site Limitations: Although accessible suspect materials have been sampled, there may be inaccessible suspect materials within, but not limited to, ceiling, stud wall and floor cavities that are not accessible to be inspected. The building owner or owners contractor may remove all suspect materials that are assessed in this report as No Asbestos Detected (NAD) so the inspector can resume the inspection of inaccessible areas of the structure. All suspect materials within the structure shall be tested prior to removal. Attachments: The attached or included document produced by Strom Environmental, INC. is a copy of the lab assessment of samples taken from the structure and areas around and /or within the structure noted above. Please read the lab report carefully. Our inspection findings are reliant upon the lab report data. Bulk Sample Collection: Bulk material samples are collected from areas noted within the report in general accordance with AHERA (Asbestos Hazard Emergency Response Act) sampling protocols. Random samples of suspect materials were collected in each homogeneous area. The inspector used wet methods as applicable to reduce the potential for fiber release during the sample collection procedure. Bulk samples are delivered by the consultant, under a chain of custody to the testing laboratory for analysis by polarized light microscopy (PLM) per EPA requirements under 40 CFR 763 subpart F and Colorado Regulation IV.E.1. Unless otherwise noted the percentage of asbestos, where applicable, was determined by microscopical visual estimation.
