1.0 INTRODUCTION
On October 14, 2005, Gobbell Hays Partners, Inc. (GHP) performed a limited scope pre -
construction asbestos inspection of the following buildings for Monteneros at Vail
Condominiums in Vail, Colorado.
The purpose of this limited scope pre - construction asbestos inspection was to identify
asbestos - containing materials (ACMs) that may be disturbed by planned renovations.
Specifically, wall and ceiling systems in three (3) condominium units were sampled for
asbestos prior wall demolition. Mr. Keith Odza, General Manager of Montaneros of Vail
provided verbal guidance related to building materials that may be impacted by the
renovations prior to the commencement of asbestos sampling activities. All asbestos
samples were collected using non - destructive methods.
Asbestos sampling in each building was limited to the areas likely to be affected by
planned renovations. Representative composite samples of wall and ceiling systems were
collected in areas were these materials were likely to be disturbed. Composite samples of
wall and ceiling materials typically 'consisted of gypsum board, texture, and joint
compound. In summary, the asbestos sampling scheme consisted of three (3) samples of
wall and ceiling systems from two (2) condominiums and three (3) samples of ceiling
systems from one unit for a total of fifteen (15) samples. All samples were taken using
non - destructive methods.
Bulk samples were collected by GHP of all suspect ACMs per the EPA and OSHA
asbestos inspection regulations. Bulk samples were given unique alpha- numeric
identification numbers, consisting of three parts and labeled according to EPA
regulations. The first letter `B" designates the sample as a bulk asbestos sample. The
first set of numbers "05502.55" identifies the GHP project number. The second group of
numbers represents the sequential sample acquired for a project. A description of each
bulk sample and the sample location has been included. Sample locations and laboratory
results are presented in Appendix A, (see samples 1 -15).
All bulk samples were submitted to Reservoirs Environmental Services, Inc. (RESI),
which is an independent laboratory. RESI is accredited through the National Institute of
Standards and Technology (KIST) and participates in the NIST National Voluntary
Laboratory Accreditation Program (NVLAP) as required by the EPA. Bulk samples were
analyzed by Polarized Light Microscopy (PLM) as required by the EPA (40 CFR Part
763, Subpart F, Appendix A). Asbestos concentrations were visually estimated and/or
point counted and reported in percent asbestos for each layer of the sample.

3.0 REGULATORY REVIEW
EPA and the Colorado Department of Public Health and Environment (CDPHE) regulate
all building materials that contain greater than 1% asbestos as determined through
polarized light microscopy (PLM) analysis. OSHA regulates all building materials that
contain smaller amounts of asbestos, (even trace concentrations by PLM).
EPA and CDPHE Regulation No. 8, Part B, require that suspect ACM in buildings built
prior to 1988 be assumed to be asbestos or an inspection be conducted by an EPA
accredited/CDPHE licensed asbestos building inspector. CDPHE, Regulation No. 8, Part
B, requires an asbestos inspection following the AHERA protocol be conducted prior to
demolition or remodeling activities that could disturb ACM.
The EPA and CDPHE require_ all friable and non - friable ACMs be removed prior to
renovation activities that may disturb the ACM, and all friable ACM must be removed
prior to demolition.

In some circumstances, "point count" analysis is required for bulk samples previously
analyzed by PLM. Point counting is a more detailed means of analysis than standard
PLM. Federal and State agencies define ACM as materials containing greater than 1%
asbestos. The NESHAP regulation requires that if standard PLM analysis determines that
a sample contains less than 10% asbestos, the material must be considered asbestos -
containing or be point counted. Even if the sample is less than 1% by standard PLM, the
material either has to be assumed to be ACM or point counted. If the point counting
analysis is different than the PLM analysis, the point counting result takes precedence. If
standard PLM analysis determines that a material has no asbestos or that the material
contains greater than 10% asbestos, point counting is not necessary.

4.0 ACM MATERIAL BY LOCATION
Following is a discussion of asbestos bulk sample results. Fifteen (15) composite asbestos
samples of wall and ceiling systems were taken throughout the building. Interior walls
and ceilings appeared to be covered with a variety of architectural finishes, including
medium texture, light texture, knock -down texture, and wood planking. In summary,
interior wall and ceiling finishes varied throughout the building. However, the different
types of wall and ceiling textures would likely be considered homogeneous. PLM
laboratory results indicate that all fifteen (15) of the sampled wall and ceiling textures
contain 4% chrysotile asbestos. These ACMs were observed to be non - friable and in
good condition at the time of this inspection. There were no provisions for above - ceiling
access in any of the inspected units; therefore, no samples of building mechanical and
structural systems were collected. Asbestos sample results are summarized in Appendix
A. The PLM laboratory report and sample chain -of custody form is provided in Appendix
B.

5.0 CONCLUSIONS AND RECOMMENDATIONS
Gobbell Hays Partners, Inc. makes the following recommendations:
• PLM laboratory results indicate that all fifteen (15) of the sampled wall and ceiling
textures contain 4% chrysotile asbestos. Based on the PLM laboratory results, it
would be prudent to assume that all wall and ceiling textures found in this building
contain asbestos unless sampled individually and determined otherwise.
• When it becomes necessary to impact the asbestos - containing wall and ceiling
textures, it is recommended that an asbestos abatement contractor be hired to properly
address the ACM textures prior to commencement of such activities.
• This limited scope pre - construction asbestos inspection report was conducted in
support of the renovations of the three units tested and should only be used for this
project. In the event of a more extensive remodeling or demolition project, it is
paramount that a comprehensive asbestos inspection be performed prior to
commencement of any future projects.
• As a best management practice, a copy of this limited scope pre - construction asbestos
inspection report should be maintained on -site and available for review for the
duration of the life safety system upgrade project.
• As' a best management practice, a copy of this limited scope pre - construction asbestos
inspection report should be- maintained by the building owner for the life of the
building.
• In the event that additional suspect ACMs are encountered during demolition or
renovation activities and the materials were not discussed in this report, no work
should continue until the suspect ACMs are sampled and verified as non -ACM.

For calculation purposes, all TWA's are expressed basis actual sampling duration, which covers the vast majority of work
shifts. In order to make exact determinations, the employer should calculate exact times based on containment sign - in/out
sheets for TWA's, in accordance with current OSHA regulations.
HERRON"' was contracted by the Client, to perform:

The project is specifically related to the removal activities associated with the regulated ACM material(s). The project was
concluded by a final walk through of the Building on September 12, 2006.
Prior to demobilization of the project, `all' final clearance air monitoring samples, on conclusion of Asbestos remediation
activities, remained below all local, state and federal regulatory requirements, including but not limited to AQCC Regulation
8 (State), 29 CFR 1926.1101 (OSHA), 40 CFR Part 61 EPA (NESHAP), and 40 CFR 763 EPA (AHERA) (where required),
which criteria was established at <=0.01 f /cc, PCM, and/or <70 s/mm2, TEM (where applicable).
Recommendations
Continue with renovation of the substrates which have been remediated in accordance with local, state, and/or federal
regulations. Should `any' suspect ACM material be discovered during the renovation, the Contractor should immediately
stop work and comply with all requirements of local, state, and/or federal regulations
During a normal inspection, it is not within the scope of the inspection to remove surface materials to inspect the structures
and/or materials which may be inaccessible or under substrate surfaces, i.e., within or under concealed areas such as sub -
floors, within chases, walls, crawlspaces, tunnels, etc.
HERRON® recommends extreme caution during the demolition of the Building in the event that an area which was not
suspect, visible, and/or accessible during the inspection, is discovered to contain or is suspected of containing a Hazardous
Material. Under local, state and/or federal regulations, should such an event occur, the Owner and/or Contractor is required
to cease operations which may effect this (these) material(s) until an inspection is concluded and a determination is made by a
Certified Inspector.
Disturbance of these areas could create a potential health hazard.
Observance of any and all exclusions as indicated in previous inspections /assessments and/or this Report.
Information and data which has been generated as a results of this Environmental Consultation will remain confidential and
will not be released to any party without authorization from Client(s).

Amendment to the 2002 N.E.C. Town of Vail Ordinance 4, Series of 2005
• Overhead services are not allowed in the Town of Vail.
• Underground services shall be in conduit (PVC) from the utility transformer to the electric meter, main
disconnect switch, and to the first electrical distribution circui` breaker panel.
• The main disconnect switch shall be readilyaccessible, andlocated next to the meter on the exterior wall of
the structure. All underground conduits are required to be inspected before back - filling the trench.
• In multi - family dwelling units, no electrical wiring or feeder cables shall pass from one unit to another. Common
walls and spaces are exempt.
• NM Cable (Romex) can be used only in single and multi - family dwellings net exceeding 3 stories
Type NM cannot be used in any building mixed with Type A,B.E,F,H,I,M &.5 occupancies
❑ Aluminum conductors smaller than size #8 are not permitted with the Town of Vail.
TOWN OF VAIL ELECTRICAL PERMIT GUIDELINES
• All installations of exterior hot tubs or spa's require a DRB approval from planning. This application will
not be accepted without a copy of the DRB approval form attached (if applicable).
• If this permit is for installation of an exterior hot tub or spa on a new elevated platform or deck over
30" above grade, you must also obtain a building permit.
• If this permit is for installation of an exterior hot tub or spa on any existing deck or elevated platform,
a structural engineer must review the existing condition and verify that it will support the added
concentrated load. Please provide a copy of the structural engineers wet stamped letter or drawing
with this application.
• If this is a remodel in a multi - family building with a homeowners association, a letter of permission
from the association is required.
• If this permit is for a commercial space, two (2) sets of stamped drawings are required. Electrical
one -line and panel schedules are required if load is added or distribution is altered,

For calculation purposes, all TWA's are expressed basis actual sampling duration, which covers the vast majority of work
shifts. In order to make exact determinations, the employer should calculate exact times based on containment sign - in/out
sheets for TWA's, in accordance with current OSHA regulations.
HERRON* was contracted by the Client, to perform:

The project is specifically related to the removal activities associated with the regulated ACM material(s). The project was
concluded by a final walk through of the Building on September 12, 2006.
Prior to demobilization of the project, `all' final clearance air monitoring samples, on conclusion of Asbestos remediation
activities, remained below all local, state and federal regulatory requirements, including but not limited to AQCC Regulation
8 (State), 29 CFR 1926.1101 (OSHA), 40 CFR Part 61 EPA (NESHAP), and 40 CFR 763 EPA (AHERA) (where required),
which criteria was established at <=0.01 f /cc, PCM, and/or <70 s/mm2, TEM (where applicable).
Recommendations
Continue with renovation of the substrates which have been remediated in accordance with local, state, and/or federal
regulations. Should `any' suspect ACM material be discovered during the renovation, the Contractor should immediately
stop work and comply with all requirements of local, state, and/or federal regulations
During a normal inspection, it is not within the scope of the inspection to remove surface materials to inspect the structures
and/or materials which may be inaccessible or under substrate surfaces, i.e., within or under concealed areas such as sub -
floors, within chases, walls, crawlspaces, tunnels, etc.
HERRON recommends extreme caution during the demolition of the Building in the event that an area which was not
suspect, visible, and/or accessible during the inspection, is discovered to contain or is suspected of containing a Hazardous
Material. Under local, state and/or federal regulations, should such an event occur, the Owner and/or Contractor is required
to cease operations which may effect this (these) material(s) until an inspection is concluded and a determination is made by a
Certified Inspector.
Disturbance of these areas could create a potential health hazard.
Observance of any and all exclusions as indicated in previous inspections /assessments and/or this Report.
Information and data which has been generated as a results of this Environmental Consultation will remain confidential and
will not be released to any party without authorization from Client(s).
