The Town of Vail asbestos abatement program is in addition to the State of Colorado's regu- lations. It is your responsibility to be in compliance with the State. Please contact the State directly for their requirements at the contact info listed below. When is asbestos testinq required? ANY building projects disturbing more than these threshold levels of building materials require asbestos testing: One- and Two-Family Dwellings: 30 square feet All Others: 160 square feet Asbestos testing results must be provided with your application for a building permit. Tests which identify POSITIVE results at more than 1% require abatement by a State-certified and Vail-registered abate- ment contractor. The sampling activities were completed on June 15, 2007. As of the date of this report, the site is closed. This report presents the results of the asbestos sampling and subsequent laboratory analysis. SCOPE OF WORK Tetra Tech's scope of work for this project included cotlection of bulk samples of suspect asbestos containing materials by personnel certified as Asbestos Inspectors by the State of Colorado Department of Public Health and Environment (CDPHE) and the Environmental Protection Agency (EPA). Results are included in this report. The scope of work for this assessment included the following: ■ Conducted a visual inspection of all areas of the residential units o� the property to locate suspected asbestos containing building materials (ACBM) and presumed asbestos containing material (PACM) Collect bulk samples from each suspect material for asbestos content analysis by Polarized Light Microscopy (PLM) at an independent laboratory Prepare a written report which presents the results of the sampling conducted This comprehensive asbestos survey included all accessible areas of the residential units located at Manor Vail. However, inaccessible areas often exist within buildings. This could include pipe chases, boiler components, areas behind walls, and hidden spaces below floors. Tetra Tech sampled all materials which could be accessed and identified. Materials may exist within the building, or beneath the solids on the property, which were not readily identifiable. If any additional suspect materials are encountered during demolition activities, Tetra Tech recommends that work be stopped immediately until discovered materials can be evaluated by a certffied Asbestos Inspector. SAMPLING PROCEDURES Suspect materials were grouped into homogeneous areas based on their physical characteristics, color, texture, and functional application. Suspect materials were divided into one of three categories based on the following homogeneous area classification schemes recognized by regulatory agencies: 1. Thermal systems insulation (TSI): any type oi pipe, boiler, tank or flue insulation 2. Surfacing material: sprayed or troweled onto structural building members 3. Miscellaneous: all other suspect materials, including flooring, ceiling tiles, floor coverings, other insulations, finishing materials, etc. Tetra Tech ., . � .. �,. Tel - " . . Fax - -� , . .... ,. . . , . _ � TETRA TECH _ Random bulk samples were collected according to the guidelines published as Environmental Protection Agency Final Rule: Title II of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654. All samples collected were placed in sealed bags for delivery to the laboratory. Samples collected were given unique identification numbers in accordance with established Tetra Tech protocols for sample numbering. ANALYTICAL TESTING METHODS All bulk samples collected were analyzed by Polarized Light Microscopy (PLM) for asbestos content in accordance with guidelines established by the EPA's Method for Determination of Asbestos in Bulk Materials, method EPA/600/R-93/116. In accordance with CDPHE regulations, samples which have tow levels (1%-3%) or trace amounts (less than 1%) of asbestos may be analyzed further using point-count methodology in accordance with provisions of the National Emissions Standard for Hazardous Air Pollutants (NESHAP), 40 CFR Part 61. This method is used to verify or confirm that a given sample contains 1% asbestos or less when low levels or trace amounts of asbestos are detected by PLM analysis. Reservoirs Environmental, Inc. (Reservoirs) was contracted to perform laboratory analysis of the bulk samples collected according to the methods required by the United States Environmental Protection Agency. Reservoirs is fully accredited by NVLAP for asbestos analysis (Lab Code #101696). This laboratory is also AIHA accredited (Lab ID#101533, Certificate #480). DISCUSSION OF RESULTS The following summarizes the asbestos and non-asbestos containing material sampled in all residential units. The sampling activities were completed on June 15, 2007. As of the date of this report, the site is closed. This report presents the results of the asbestos sampling and subsequent laboratory analysis. SCOPE OF WORK Tetra Tech's scope of work for this project included collection of bulk samples of suspect asbestos containing materials by personnel certified as Asbestos Inspectors by ihe State of Colorado Department of Public Health and Environment (CDPHE) and the Environmental Protection Agency (EPA). Results are included in this report. The scope of work for this assessment included the following: � Conducted a visual inspection of all areas of the residential units on the property to locate suspected asbestos containing building materials (ACBM) and presumed asbestos containing material (PACM) Collect bulk samples from each suspect material for asbestos content analysis by Polarized Light Microscopy (PLM) at an independent laboratory Prepare a written report which presents the resufts of the sampling conducted This comprehensive asbestos survey included all accessible areas of the residential units located at Manor Vail. However, inaccessible areas often exist within buildings. This could include pipe chases, boiler components, areas behind walls, and hidden spaces below floors. Tetra Tech sampled all materials which could be accessed and identified. Materials may exist within the building, or beneath the solids on the property, which were not readily identifiable. If any additional suspect materials are encountered during demolition activities, Tetra Tech recommends that work be stopped immediately until discovered materials can be evaluated by a certified Asbestos Inspector. SAMPLING PROCEDURES Suspect materials were grouped into homogeneous areas based on their physical characteristics, color, texture, and functional applicaiion. Suspect materials were divided into one of three categories based on the following homogeneous area classification schemes recognized by regulatory agencies: 1. Thermal systems insulation (TSI): any type of pipe, boiler, tank or ftue insulation 2. Surfacing material: sprayed or troweled onto structural building members 3. Fax � -, . , .... „ . ` - - � TETRA TECH _ Random bulk samples were collected according to the guidelines published as Environmental Protection Agency Final Rule: Title II of the Toxic Substances Control Act (TSCA), 15 USC, Sections 2641 through 2654. All samples collected were placed in sealed bags for delivery to the laboratory. Samples collected were given unique identification numbers in accordance with established Tetra Tech protocols for sample numbering. ANALYTICAL TESTING METHODS All bulk samples collected were analyzed by Polarized Light Microscopy (PLM) for asbestos content in accordance with guidelines established by the EPA's Method for Determination of Asbestos in Bulk Materials, method EPA/600/R-93/116. In accordance with CDPHE regulations, samples which have low levels (1 %•3%) or trace amounts (less than 1°/a) of asbestos may be analyzed further using point-count methodology in accordance with provisions of the National Emissions Standard for Hazardous Air Pollutants (NESHAP), 40 CFR Part 61. This method is used to verify or confirm that a given sample contains 1% asbestos or less when low levels or trace amounts of asbestos are detected by PLM analysis. Reservoirs Environmental, Inc. (Reservoirs) was contracted to perform laboratory analysis of the bulk samp�es collected according to the methods required by the United States Environmental Protection Agency. Reservoirs is fully accredited by NVLAP for asbestos anatysis (Lab Code #101896). This laboratory is also AIHA accredited (Lab ID#101533, Certificate #480). DISCUSSION OF RESULTS The following summarizes the asbestos and non-asbestos containing material sampled in all residential units.
