Mr. Eric Moberg Service Manager AMS Mountain Division 770 Lindberg Dr., #501 Gypsum, CO 81637 RE: Vail Valley Medical Center — Vail Hospital Boiler B -3 -3 Replacement Project #8739.08 Dear Eric: Boiler 3 in the main boiler plant at the Vail Hospital has expired and must be replaced. The expired boiler is a Weil McLain, dual fuel, cast iron section boiler with a listed efficiency of 80 %. This boiler was one of three boilers in common service providing heating water to much of the hospital. The two remaining boilers are relatively new and are still confidently in service. The proposed replacement boiler is a modulating Viessmann Vitorond 1080 dual fuel boiler with a rated efficiency of 85% for natural gas (primary service). Section 403.6 in the recently adopted Town of Vail Ordinance No. 18 requires that all boilers installed in the Town "shall have a minimum efficiency of ninety- two percent (92 %) AFUE ". We understand the intent of the code is to achieve reduced energy consumption and increased energy efficiency. Although the proposed replacement boiler would not meet the stated efficiency requirement, we feel the proposed replacement boiler solution is in alignment with the intent of the code. Boiler efficiencies above 86% are achievable using condensing boiler technology employed in a low temperature heating water system, wherein the boiler incoming water temperature (boiler return) is below 140 °F (typical condensing point). As the boiler incoming temperature decreases below 140 °F, boiler efficiency gradually increases. Although the efficiency curve for each boiler is slightly different, 92% efficiency is generally associated with a return water temperature of approximately 110 °F. Conventional heating water boiler systems, such as the existing main boiler plant system, are designed around heating water return temperatures of 160 ° - 180 °F, well above condensing temperature. The main boiler plant serves a majority of the hospital which includes a variety of heating terminal devices. Based on years of operational experience to achieve desired heating performance, this system is operated at a supply boiler water temperature of 200 °F (resulting in a return water temperature of about 180 °F) during winter and partial shoulder seasons and a supply temperature of 180°F (resulting in a return temperature of about 160 °F) during the remainder of the year. In summary, the operational needs for this boiler plant are well above condensing temperatures. As such, a boiler with a "listed" efficiency of 92% would only achieve a true efficiency in the mid- 80 °Fs. Therefore, we feel the proposed boiler solution aligns with the intent of the code for this installation.
