The Town of Vail asbestos abatement program is in addition to the State of Colorado's regu- lations. It is your responsibility to be in compliance with the State. Please contact the State directly for their requirements at the contact info listed below. When is asbestos testing required? ANY building projects disturbing more than these threshold levels of building materials require asbestos testing: One- and Two - Family Dwellings: 32 square feet All Others (commercial spaces, hotel rooms, etc): 160 square feet Definition of a single - family dwelling: any dwelling unit that is used primarily for a single family, including multi - family /condominium units, and fractional fee units. Asbestos testing results must be provided with your application for a building permit. Tests which identify POSITIVE results at more than 1% require abatement by a State - certified and Vail- registered abate- ment contractor. An asbestos abatement permit must be approved, and the clearance letter must be submitted to the Town of Vail before the building permit will be issued. Project Checklist iZe frr-r_ wC e: My project falls into the category checked below: Pi anvil # BQS -07- ?3 ❑ Will not disturb more than the threshold limits identified above. Tested negative, or at 1% or below (1 copies of test results included) ❑ Tested positive at more than 1 %, requires abatement (1 copies of test results included) Tips & Facts: • Even recent construction projects may include asbestos - containing materials, so buildings of any age require testing. • The "1989 Ban" on asbestos - containing materials is commonly misunderstood. "In fact, in 1991 the U.S. Fifth Circuit Court of Appeals vacated much of the so- called "Asbestos Ban and Phaseout" rule and remanded it to the EPA. Thus, much of the original 1989 EPA ban on the U.S. manufacturing, importation, processing, or distribution in commerce of many asbestos - containing product categories was set aside and did not take effect." - CDPHE Asbestos test results and abatement permit applications should be submitted to: Town of Vail, Community Development, 75 S Frontage Rd, Vail, CO, 81657. Bulk Sample Analvtical Procedures Bulk samples of construction materials are anal according to the.lfethod for• t he Ineta',711irr71i01t of.4sbestos in 13,114- Btd1c1!nt; (EPA /600,'R -93!1 16) tlhich the IiPA recommends as the "prererred substitute" to the old lnterinr.1 Ia areas where the "ncw'•:11et %rod is silent, FRS follows the "old" lutei•im Afe hod and /or specific rulings issued by the various regulatoq' agencies. Each separable layer or portion of the sample is indiaidually analyzed and reported, alon with each layer's volume percent as a part of the total sample. Additionally, as aritlunetic composite for the total sample, as received by the lab, is reported for layered samples. Inforni oil ti'.e vaturC rind quantit% Oc nizi!crials a the sainpiilll: si:C, %%h1Ch is to FIZS, must be used bl' the client to determine whether or not this arithmetic composite of the sample is representative of the materials, as they exist in place. This same information must be used by the client to deternine whether or not any layered material, as it exists in place, should be treated as several different materials or as a composite material. Each sample layer is prepared and analyzed in refractive index oils that are certified by the manufacturer, Cargille Laboratories. Refractive indices are measured by the Dispersion Staining, Becke line, or Oblique Illumination methods, according to %%hich method is most applicable to the salnpl: material. Asbestos content is reported as a percent of the sample, and is a Visual estimation bused upon gross sample examination and comparisons %%ith published calibration charts during PLM analysis. Sample Ashino Ashing is a preparatory procedure carried out to eliminate many interferents and asbestos "Ic:fi- alikes." A portion of the sample is placed in a fumace at 500 degrees Celsius for between 1 and 4 hours; the actual time varies according to sample type. The m aount of asbestos present in the originnl sans -le is calculated, based upon the weight toss due to aching. If the sample had a 50 % weight loss, and the usual estimation ofasbestos present leas 20;'0, the ail1011nt of asbestos reported would be 10 '/'0. All ached samples are so noted on the Final Report. lion- Asbestiform Amphibole Minerals Particles of NON- ASBESTIFORN1 anthophyllitc, treatolite, and actinolite with leneth to %%idth ratios equal to or exceeding ,A and overall lengths greater than 5 microns are occasionally detected in some bulk samples. %Vhile such particles do meet the "old" legal definition of fibers, they do not meet the classical definition of asbestos because they do not occur as bundles of pa.a!lel fitvr, (often exhibiting splayed ends), iratted masses of individual fibers, or long, flexible, and/or curved individual fibers. The majority of mineral fibers in a sainple trust display these characteristics as well as exhibit a kr.2th to width ratio of at (cast 20:1 for ill;.- mineral to be designated "asbestos." Tllesc guidelines are specified in the "New" Method: EPA/600/IZ- 9_/116. Our Final eport refers to n- asbestifor m ti anthophcllitc, treolite, and actinolite its either "Non- asbest. treln. /actin. In addition to the legal requirement that 10 of all samples received be re- anal%zed, FRS Crcotech re- analyzes all samples for which a trace to 3% asbestos is reported.
