BACKGROUND The current newspaper distribution ordinance, requiring all publicaily distributed publications to be dispensed from specified and consolidated locations within the Vail Village and Lionshead areas, was enacted in 1999. To facilitate the distribution of publications the program designated several sites where clusters of newspaper(and other publication) cabinets were to be located. Originally over 20 sites were created with 13 remaining. Specifications for steel dispenser boxes, owned and maintained by the various distributors and publishers, were created. The town designed, constructed and placed approximately 35 wood cabinets at the various sites to house the metal boxes. The demand for the distribution sites was greater than the supply of sites in 1999. A lottery system was developed and utilized to designate what sites would be available to each distributor or publisher. Dispenser box owners were required to maintain their equipment to established standards while the town maintained the wood cabinets in a similar manner. At the time of installation the wood cabinets were consistent with other street furnishings, i.e. trash and recycle containers, located throughout the commercial areas. The wood cabinets were intended to have a useful life of 10 years when installed. They have exceeded that life expectancy through diligent maintenance and occasional replacement but are beginning to show significant deterioration. Maintenance of the individual metal distribution boxes has declined over time and it has become increasing difficult to enforce appearance standards. Newspapers will remain part of our daily lives and community fabric but, newspaper companies are no longer the industry magnates they once were. The number of newspapers in pubfication has declined as has the volume of papers distributed. At the same time, the number of other types of publications being distributed has increased. In 1999,the majority of publications were typical newspaper sizes, 11 %2" x 16" and 12 %2" x 21". in this DRB application,these are referred to as newspaper format publications. Currently, there are many more publications in the 5%2" x 8%2" to 8%2" x 11" sizes. In this DRB application,these are referred to as magazine format publications. Currently, 61%of publications distributed through the Vail Village and lionshead sites are in magazine format. Due to these industry changes, the configuration of the physical equipment no longer matches the needs of the publishers and distributors. In addition, the required number of distribution sites has declined. The current cabinets are designed to accommodate the large size distribution boxes with elevator shelves which are no longer required. They also provide many more spaces for newspaper format than for magazine format publications. Through implementation of the Vail Village Streetscape Master Plan and the redevelopment of the Lionshead Commercial area the character of street furnishings has changed. Trash and recycle containers have changed from all wood construction to all metal construction and have employed the artist designed Pine Cone motif throughout the Vail Village and Lionshead. While benches in the Vail Village have remained wood the benches in Lionshead now are constructed of a combination of wood and metal. Other streetscape elements, such as handrails and archways, are now of inetal construction where 10 years ago they to would have been built of wood. The physical equipment located at these sites should be designed to have the following characteristics. • A higher percentage of boxes for magazine format publications. All smaller size, non-elevator shelf, distribution boxes. • Attractive, low maintenance, metal construction consistent with other site furnishings. • Compliant with current ADA standards for accessibility. • Modular units that can be changed out easily and can be managed and maintained by a single, responsible entity. • Standard manufactured unit (not a custom design) for ease of acquisition and replacement. Staff has researched the equipment available from all major manufactures of publication distribution equipment. Many manufacturers have similar designs and offer very functional, but industrial, styles of modular units. The following images are of a publication distribution site located in San Francisco, CA. This cabinet is one of many standardized installations throughout San Francisco. It is a modular unit constructed of powder coated steel. The style of individual boxes can be interchanged throughout the unit. The curved top, called the Crescent Top, is a standard option of this manufacturer. The manufacturer has agreed to create a Peak Top for the Vail installations is so desired. The box in the lower right hand corner is specifically designed to accommodate magazine format publications. The unit is 51.25" in height and 120" in width and is ADA compliant. The pedestal mount system is easy to install and does not create dead-space beneath or behind for trash and debris to collect. This style of modular unit meets the characteristic requirements listed above and is the preferred choice for the Vail Publication Distribution Program.
