In my analysis of the 2003 IBC I have come to the conclusion a second means of egress to a public way is necessary from the following Means of Egress Section 1018.2.1 "only one exit shall be required provided the building has not more than one level below the first story above grade ". Unit 2 is four stories, the current entry level is two stories above the lower level where the path / stair was installed to a public way. Table 1018.2 also outlines in R occupancy that the building requires only one exit in 2 stories. Again, Unit 2 is 4 stories and needs a second exit and egress to a public way. Emergency Escape and Rescue Section 1025 states " basements with sleeping rooms, egress shall be required and open directly into a public street".
