Why so far up the building? o Does not want to see "bells and whistles" in tower o Concern with length of roof ridge From the "town- wide" Design Guidelines 14 -10 -5: BUILDING MATERIALS AND DESIGN: A. The use of noncombustible building materials and designs intended to prevent the spread of fire are highly encouraged. Predominantly natural building materials shall be used within the town of Vail. The exterior use of wood, wood siding, native stone, brick, concrete, stucco, and EIFS may be permitted. Concrete surfaces, when permitted, shall be treated with texture and color however, exposed aggregate is more acceptable than raw concrete. The exterior use of the following siding materials shall be prohibited: stucco or EIFS with gross textures or surface features that appear to imitate other materials, simulated stone, simulated brick, plastic and vinyl. The exterior use of any building material, including those not specifically identified by this section, shall only be permitted, unless otherwise prohibited by this code, where the design review board finds: 1. That the proposed material is satisfactory in general appearance, quality over time, architectural style, design, color, and texture; and 2. That the use of the proposed material complies with the intent of the provisions of this code; and 3. That the use of the proposed material is compatible with the structure, site, surrounding structures, and overall character of the town of Vail; and 4. That the material is noncombustible or aids in the prevention of fires. B. The same or similar building materials and colors shall be used on main structures and any accessory structures upon the site. C. Exterior wall colors should be compatible with the site and surrounding buildings. Natural colors (earth tones found within the Vail area) should be utilized. Primary colors or other bright colors should be used only as accents and then sparingly such as upon trim or railings. All exterior wall materials must be continued down to finished grade thereby eliminating unfinished foundation walls. All exposed metal flashing, trim, flues, and rooftop mechanical equipment shall be anodized, painted or capable of weathering so as to be non - reflective. Analysis Based on my review of this section on building materials from the Town's design guidelines I do not see any reference to: o The use of exposed concrete being prohibited, when addressed the guidelines say concrete, when approved, must be treated with texture or color. o A maximum number of exterior wall materials o The use of materials must be consistent on all sides of a building. Each of the points above are noted as the DRB at the last meeting inferred that exposed concrete is not permitted, no more than three materials are permitted and that materials must be consistent on all sides of a building. From the LHMP /Chapter 8 — excerpts (paraphrased in some cases) on building materials (from pages 8- 22- 8 -24): o Primary building materials are defined as those which exceed 500 sq. ft. in surface area, these shall "recall and related to the indigenous materials of the area and enhance the sense of our Colorado mountain heritage ". o Secondary building elements may be comprised of varying materials to add design flexibility, encourage individual expression, and enhance visual interest. They are not specifically listed in the guidelines but may include painted steel, canva and similar textiles, colored unit masonry and the like. o Creative use of materials are encouraged, "patchwork" designs of inconsistent material locations are not. o Middles of buildings shall be constructed of neutral field materials such as stucco, EIFS or wood. o Color of primary building elements should be low intensity, earthtones derived from surrounding mountains. o Integrally colored concrete, stucco and semi - transparent wood stains are acceptable. o No more than three colors should be used on primary building elements Analysis o The DRB's statement that primary building materials are limited to three appears to be wrong — the guidelines state "no more than three colors should be used on primary building elements ". o Integrally- colored concrete is acceptable o Use of core -ten would appear to be acceptable as a "secondary element ", but our use would exceed the 500 sq. ft. limit. Core -ten does not appear to be what the guidelines contemplate for primary elements for the "base" or "middle" of buildings. o There is no mention of "all sides of the building" being treated the same. o The use of stone above the "base" of the building would appear to be in conflict with the guidelines. I think our justification could be that we are not proposing stone on the entire upper levels, but rather to accent the "main civic element" of the building. Taken literally the DRB could say core -ten can only be used as a secondary material, that the Guidelines do not contemplate this type of material on the base or middle of buildings. However, the use on this material on the tower is a unique case as the tower would not be expected to have a traditional base /middle /top. Formed concrete is a wall surface not contemplated for the base or middle of buildings. However in the "color section" "integrally- colored" concrete is listed as being acceptable — begs the questions of where on a building concrete is an acceptable material. I think we are stretching the guidelines a bit, but given the site context being up against a pre -cast parking garage I think a case can be made for some use of this material.
