Hi Tom:
My client is fine with your proposal. Crossroads will fund all of the proposed physical improvements
indicated on the plans as well as provide 100% of the mitigation fee to the Town for use on future turn
around or roundabout.
In our application (in the cover letter) to CDOT we will include our commitment to providing the Town
with the $350,000 +- for use by TOV and CDOT on a future solution.
I will have Jo Ann coordinate with you on changing just the narrative in the report to reflect the pork -
chop idea and will have Tim revise the plans ASAP to reflect the pork chop idea.
I think this solution is a win win for CDOT and TOV.

Deane,
I spoke with Ann Bishop earlier this week and she siad you would be in next week to pick up a package of
Crossroads items. I have put together a packet for you. I don't know when you are planning on coming in,
but I may be out Tuesday. I will try to leave it up front withthe administrative staff. If not it will be in my
office in a minilla envelope with your name on it.

Please find attached the public works comets. I believe they are similar to those given to you previously.
Tom was discussing that the grades of East Meadow Drive and One Willow are now fixed and there may
need to be a reexamination of the proposed Crossroads plaza grades to make sure they all work and
drain properly. He eluded it may mean raising eh plaza slightly (6 inches or so).
The Fire Department has the same requirements as previously written into the conditions regarding a life
safety plan, etc.
Thank you for getting me the revised plans which total GRFA, etc. I am still reviewing the project for
compliance and don't foresee any further requests regarding the plans submitted. However, if I do find
something I will let you know ASAP.
As discussed previously staff is requiring a physical model of the project and surrounding properties. The
model needs to include at a minimum Village Center, One Willow Bridge Road, Sonnenalp, and VVI (down
to Vail Road). Staff requests that this model be provide on January 3, 2006.
In addition, staff is requiring some method of your choosing to accurately demonstrate the proposed
height of the structure on site. I believe we can all agree balloons fixed to the ground on 100 foot long
strings did not work. Staff would suggest the possible locating of barons on the existing roof which would
be mounted on much shorter strings. Maybe the construction of a temporary structure of lumber on the
roof with balloons attached would work. Maybe a crane on site holding a flag, etc. Staff is looking to you
for a good solution to accurately reflect the height. This solution will need to be in place by January 6 the
and remain until afer the PEC hearing on January 9 at a minimum. It may be necessary to reflect the
height several times.

Dear Warren:
Thank You lur the email of December 23. 1 have reviewed the issues to be listed as
co1idit ons of F1.pproval by the Public Works Department and they appear consistent with
cgnirn nts provided last spring.
�Yith respect to the request Tor a "cicnionstration of the proposed heiglit 0i'the tit.ructure
on the site," we will again use balloons (perhaps attached to the roof of existing;
structures), weather permitting. Since the site is currently an operating commercial
11jellily and given the amount of snow that exists on the buildings, a crane or lumber
structure is impractical.
With re - d to staff request for a Physical model, we are unclear as to its necessity. Prior
to begin ing the review process a year ago we had commissioned a physical model but it
rvas'a study model only and does not accurately reflect the proposed project plan. When
the Town required that a digital model be prepared with Winston and Associates, we
agreed to fund this effort at more than $50,000 to obtain a model using the suite -of -the -art
gigital technology. The Planning; and Environmental Commission was specifically asked
last year as to whether they found the digital model acceptable and they indicated that the
digital model was adequate for their review•
We appreciate that staff would like to have additional information, but we believe that the

T Winston be engaged again to demonstrate the Crossroads project and the surrounding
context.
We are happy to provide a physical model of just the proposed Crossroads site and
building in the tinieframe requested.

Dominic,
I have been in DRB this afternoon and meetings this morning, sop I apologize for not being in my office to
answer your calls.
I am in reciept of the Crossroads physical model. As was stated in my previous email the application has
been found to be incomplete as the surrounding properties are not included with the physical model as
requested by staff. I will be calling Igm to discuss time frames and cost for construction a complete
physical model of the surrounding properties. Once a complete model has been submitted the application
will be scheduled for a PEC hearing. Until such time the application will be tabled and no hearing will
occur before the PEC.

Dominic,
I have met with staff and the request for a physical model of Crossroads and the surrounding properties is
a very integral piece to reviewing this project. Without the model staff believes the application is
incomplete. I appreciate that your client is unwilling to provide the model. However, staff will begin
exploring companies to create the model, as requested, and the cost of producing the model will be billed
back to your client.
Staff is comfortable with leaving the digital model in its current configuration without having Winston and
Associates make the changes you propose in your December 12, 2005, submittal. Staff believes the
combination of a digital and physical model will provide the greatest level of information to review this
project.
At this point as the application has been deemed to be incomplete and it will not proceed forward with a
public hearing on January 9, 2005. Once the model is completed the application will be scheduled for a
public hearing with the PEC. If you have any questions please feel free to contact me.

Re: Crossroads Project — Composite Survey
Dear Warren:
Enclosed with this letter you will find a composite survey of the Crossroads property.
You had expressed the desire to have one overall survey versus the two surveys that were
used last year and resubmitted with the application on December 12, 2005.
This survey was prepared by Peak Land Surveying, Inc. in December 2005 and stamped
January 4, 2006. The information included on this composite survey is the same as the
two previous maps with a consistent basis of elevation.
We appreciate the opportunity to work with staff during the review process on this
project and thank you for your cooperation in this regard.
