HomeMy WebLinkAboutAIPP Minutes September 10, 2007Minutes: Art in Public Places Board Meeting Monday, September 10, 2007 Town Council Chambers AIPP Members Present: Barbie Christopher, Bill Rey Kent Logan, Margaret Rogers, Nancy Sweeney, Susan Frampton, Tim Losa, Doe Browning AIPP Members Absent: Jen Mason, Pam Hopkins Others Present: Steve Virostek, George Ruther, Andrew Catford, Bob Fitzgerald, Jarvie Worcester, Mike Vaughan, Matt Mire The Art in Public Places board meeting was called to order by Vice - Chairman Barbie Christopher at approximately 8:35 a.m. 1. Motion: to approve the August, 2007 AIPP Board meeting minutes. M/S /P: Bill Rey /Susan Frampton/ unanimous 2. Citizen Input There was no citizen input. 3. Triumph Art Series Steve Virostek discussed his Public Art obligation and a possible donation to AIPP for a Public Art Series. Board members explained that other organizations specialize in lectures. AIPP is responsible for visual art in the public realm. A number of public art events were discussed including a light festival, snow show or ice sculpture installation. Steve will return to the Board with a proposal. 4. Insurance Training Town Attorney, Matt Mire conducted a training session for Board members. Matt said that meetings must be announced and open to the public. There must be a record of defensible findings. Minutes must be taken or recorded. The Board may want to discuss some matters in an Executive Session where the public is not present. Board members are quasi judges. People must be treated fairly. Matt urged Board members with questions about conflicts of interest, or any other matter, to call him. Questions were asked about Board members meeting with private developers and about committee meetings. Matt believes that the Board would be more efficient if there were fewer members. 5. Iron Pour Lieutenant Mike Vaughan explained the Fire Department's concerns regarding the use of LP Gas and non - listed equipment for the Iron Pour. Vail has had significant problems with propane in the past. If the project goes ahead, a Fire Department officer would be assigned to the event and an engine company would be on site. The artists are going to demonstrate their equipment to the Fire Department next week. Mike should be able to make a determination about the event by Octoberl. 6. Arrabelle Bob Fitzgerald and Andrew Catford presented artwork for the Arrabelle project to AIPP. The artwork includes a Glockenspiel, sculptural embellishments for a fountain, May Pole, column with bas relief sculpted limestone, chandeliers and building surface stenciling. The developer, VRDC, asked AIPP make a recommendation to the Town Council regarding the artwork. Margaret Rogers pointed out that stenciling was a DRB requirement and does not qualify as Public Art. Board members asked VRDC to work with the AIPP Coordinator on their budget and provide artists resumes. ❖ Kent Logan left the meeting at 10:15 ❖ Tim Losa left the meeting at 10:30 7. Front Door ❖ Bill Rey recused himself stating that his gallery represents artist Gail Folwell. Jarvie Worcester explained that VRDC has chosen a sculpture titled The Edge by artist Gail Folwell who specializes in Athletic sculptures to meet the Front Door's Public Art obligation. The location for the artwork and the artist selection process were described. The Board requested VRDC consider replacing the concrete base with stone. Motion: to approve putting the sub -base in the location indicated. M/S/P: Margaret Rogers /Susan Frampton/ unanimous (Bill Rey recused) 8. Solaris Public Art ❖ Nancy Sweeney left the room stating she has performed work for the developer. Mike Suman and artist Lawrence Argent explained the concept for Solaris' plaza and the individual sculptural elements. Questions were asked about installation and durability of the materials. Motion: The developer has complied with what was asked. To recommend the project to Town Council for approval. M/S/P: Margaret Rogers/Dorothy Browning/ unanimous (Nancy Sweeney recused) 9. Street Furniture The street furniture discussion will be taken up at the next AIPP Board meeting. 10. Meadow Drive Entry Feature The Board reviewed the cost to build an entry feature designed by Todd Oppenheimer for Meadow Drive. Board members suggested asking an artist to contribute to the bird figures at the end of the brackets. Todd will work with Bill Rey to find an artist. The Board also considered Andrew Carson's offer to lend two sculptures similar to the model he made for Meadow Drive Entry Feature. Motion: To accept Andrew Carson's offer and to place the sculptures at the east end of East Meadow Drive near the intersection of Vail Valley Drive. M/S/P: Susan Frampton/Margaret Rogers/ unanimous 11. Temporary Art Application Motion: to approve Cogswell Gallery's application to place a sculpture titled At Waters Edge on Gore Creek Promenade. M/S/P: Margaret Rogers/ Susan Frampton/unanimous 12. Motion: To adjourn the' meeting at 11:50 a.m. M/S/P: Bill Rey/ Barbie Christopher /unanimous The meeting adjourned at 11:50 a.m. The next AIPP Board meeting is Monday, October 1, 2007 beginning at 8:30 a.m. in the Town Council chambers.
