During a normal inspection, and more specifically when non - destructive sampling techniques are employed, it is not within the scope of the inspection to remove surface materials to inspect the structures and/or materials which may be under the surface, i.e., within or under concealed areas such as under carpet, under sub - floors, within chases, walls, crawlspaces, tunnels, etc., to remove suspect Asbestos Containing Material(s), to move and/or sample electrical wiring which has not been 'locked out', etc. All said areas are to be assumed as containing >1.0% Asbestos, until such a time that these areas are made accessible, and/or rendered safe so that sampling can be performed. HERRON® recommends extreme caution during a renovation or demolition of these areas in the event that an area which was not suspect, visible, accessible and/or specified during the inspection, is discovered to contain or is suspected of containing an Asbestos Containing Material (ACM). Under local, state and/or federal regulations, should such an event occur, the Owner and or Contractor is required to cease operations which may effect this (these) material(s) until an inspection is concluded and a determination is made by an AHERA and State Certified Asbestos Building Inspector. Disturbance of these areas could create a potential health hazard. Recommendations Although this Limited Asbestos Building Inspection has determined that the building material samples obtained are Non Asbestos - Containing Materials, due to the extensive remodeling which appears to have occurred over the past 18 years, and as the remodelings have occurred at different intervals, this inspection concentrated on observation and obtaining building material samples which visually appeared to be older materials, such as drywall/joint compound, and sheet flooring within a closet or utility room. Understanding that in the Town of Vail, all inspections are to be copies to the Building and/or Fire Department, it is recommended that the Client obtain a copy of all previous inspections on record to further determine prior assessments, remediations, etc. Prior to any further renovations, it is recommended that `all' EPA suspect building materials be confirmed as `Non - Asbestos Containing'. In order to comply with local, state, and/or federal regulations, the aforementioned materials which contain >1.0% Asbestos are considered Asbestos Containing Materials, and should be removed if they will be disturbed, prior to a renovation or demolition by a reputable General Abatement Contractor, in accordance with local, state, and federal regulations, and in accordance with Client Specifications. Should Asbestos Containing Materials, above the `action level' of 1.0% by PLM have been detected, or should Asbestos Containing Materials, be assumed or presumed to be above the `action level' of 1.0% by PLM, HERRONO would recommend as a minimum Plan of Action (Note: recommend PLM Point Count Method for all low level concentrations of Asbestos for confirmation.
