May 15, 2006 Charlie Davis, Building Official Town of Vail Community Development 75 South Frontage Road, Vail, CO 81657 RE: Four Seasons Resort Phased Submittal Recommendation Charlie:
Colorado Inspection Agency received documents to review in accordance with the Town of Vail’s “Criteria for Phased Approach to Construction Projects”. The documents included in the submittal
consist of plans for exiting, Fire and Life Safety Report and two Administrative Modification Requests. These documents and correspondence with the project applicant demonstrate compliance
with the Town’s criteria and the applicant’s intent to proceed in a timely manner. The request for phased submittal includes two phases: 1. Grading and Excavation Permit 2. Full Building
Permit The phased submittal is only to allow grading and excavation to begin while the full building permit process occurs. Through various meetings with the Town of Vail and the applicants,
we don’t believe there to be any major design concerns that can not be mitigated through the full building plan review process. These major “deal breaker” issues have been resolved through
the phased review process and pre-plan submittal meetings. There are still a few outstanding issues that need to be included and will be reviewed with the full building permit review.
Items 1 through 4 need to be resolved prior to accepting plans for any phase of this project. These items are: 1. Planning Department approval to accept phasing of this project as described
above. 2. Public Works approval to accept phasing of this project as described above. 3. Fire Department approval to accept phasing of this project as described above. 4. A letter of
credit or cash deposit equal to 125% of the cost to restore site to a natural state. 5. Exiting from the pool deck needs to be included in the total exit loading until occupants arrive
at the public way. This item was discussed with Doug Atmore and he agreed with the comment and will include the load with building permit submittal. Review of exiting plans shows that

Page 8 of the Life Safety Report section C-2D. Doug Atmore agreed that this item should be removed from the report. 8. Page 9 of the Life Safety Report section D2. Fire assemblies not
submitted with the permit application will need to be submitted prior to installation. 9. Page 23 of the Life Safety Report –Emergency Power-Smoke Management Systems need to be connected
to the emergency backup power system. 10. Accessibility of R-2 units within the building will be determined at the time of plan review. The building permit submittal packet needs to
include documentation that clearly states the use and intent of the R-2 Timeshare Units. This Item was discussed with Doug Atmore. Colorado Inspection Agency recommends approval to move
forward with a phased submittal for the Four Seasons Resort with the phases and conditions listed above. Please do not hesitate to contact me with any question or clarification. Sincerely,
