I have reviewed this document and have no further comments. My previo.us comments regarding
flow rate of dewatering system, and design of tower crane foundations have not been
addressed by this correspondence.
I was concerned about the 45 mph wind speed design for the tower crane being too low, and
so called the supplier, Lewis Equipment, for clarification. I learned that the ultimate
wind speed in terms of design strength is 93 mph, higher than the 3s gust speed over a 50
year building life, so that is OK. The crane simply can not be operated safely in winds
over 45 mph. I confirmed with Lewis that the cranes will not impact each other during a
high wind storm, they are 40 ft different height and are allowed to "weathervane" in the
out of operation condition, and so will not contact one another. The general contractor
is responsible for design of the tower crane foundation, and should be working on this for
submittal to the Town.

TOV has some strict criteria for a "Phased Approached" to a project and these applicants
have other issues that have not been met yet.

For clarification:
A Public Way permit with a staging plan and a dewatering routing plan was submitted for
the Four seasons by Layton. At a previous meeting it was discussed that we would need an
engineered analysis showing the following; -anticipated flow (gpm/cfs) -amount of flow
going to Spraddle Creek and to the West Storm sewer -Hydraulic analysis showing the
additional flow does not significantly minimize the existing capacity.
-An enqineered analysis of the dewatering plan as it relates to the potential settling of
adjacent buildings. (This is of particular concern now due to the two reports received
from adjacent properties and past experiences) -copy of state dewatering permit
We have not yet received this information. These comments specifically are from the
engineering department. Additional comments have been sent regarding staging, phasing,
etc. . . from the PW department.

� Plan to Monitor Ground Movement During Dewatering
Dewatering will be monitored in the following ways at the site. I have also indicated the
responsible party to manage the process all the way through construction.
Monitoring Activity Responsibility
Establish settlement points on each building on the adjacent John Hardy Group
properties. These points will be surveyed on a regular basis to
determine if movement is taking place. These measurements
could be done at regularly scheduled intervals, such as once a �
week, unless conditions warrant more frequent testing. �

Monitoring of ground surface monuments on the outside of John Hardy Group
the shoring wall, as well as, monitoring points on the face of
the shoring wall itself. These points will be surveyed on a
regular basis to determine if movement is taking place.
Surveying these points will take place on the same time
schedule as surveying the settlement points on each building, �'
see above. �!

The dewatering plan indicates the installation of 4 Layton Construction
� piezometers inside the proposed limits of excavation. The
actual location of the piezometers will be subject to approval �`!
by all parties. A piezometer is a device used for the
measurement of hydraulic head of groundwater in the ground.
These measurements could be done at regularly scheduled
intervals, such as once a day, unless conditions warrant more
frequent testing.
Monitoring at the dewatering discharge points of the Layton Construction/
dewatering system by means of both visual inspection and the Griffin Dewatering
use of a measuring device such as a Rossum Sand Tester. The Corp.
Rossum Sand Tester and valve will be located between well
heads #6 and #7. These measurements could be done at �
regularly scheduled intervals, such as once a day, unless �'
conditions warrant more frequent testing.
Monitoring of the nearby ground surface will also take place. Layton Construction
Visual inspection to spot any ground movement will take
place once a day, unless conditions warrant more frequent �
visual inspection. �,

If settlement is observed using any of the above monitoring methods, the dewatering �
process will be stopped and a plan of action will be implemented to deal with the

Peak Civil Engineering, InC. reviewed the groundwater well discharge plan proposed by l.aylon
Construction (attached) and has the following recommendations:
� All dewatering/groundwater diversion flows (from 6 lines of wells at 12.2 cfs estimated total flow)
from the Four Seasons project site should be placed into the Spraddle Creek storm sewer system
which has adequate capacity for 100-year storm events (See attached hydraulic grade lines),
Existing storm inlets located on West Meadow Drive west of the upcoming 2006 Spraddle Creek 6x3
CBC p�oject should nof be used for the diversions. The existing 12"CMP storm sewer appears to
be under-sized to handle 25-year events(or less)per the 1992 Muller Engineering Streetscape
Study. The attached calculation for the existing 12" CMP storm sewer shows that the full flow
capacity is only 3.05 cfs, with 1.98 cfs and 1.65 cfs proposed from well line 2 and line 6 respectively.
The 12"existing CMP would have 1.07 cfs and 1.4 cfs reserve capacities with either line 2 or line 6
discharges respectively. Small runoff events(<10-year)from the hydrologic basins (as defined by
Muller Study)would quickly fill these reserve capacities and over-topping of West Meadow Drive
would occur.
The dewatering/groundwater diversion should be piped to the downstream end of lhe pending CBC
project aI the existing storm sewer vault(see attached exhibit)if the CBC project is not complete
when di5charges begin. The extra flows should not be p2ssed through an active adjacent
construction site and place more burden on Westem Slope Utilities operations.
Despite the existing lwin Spraddle Creek CMP's poor condition under West Meadow Drive,
additional capacity remains and these culverts would accommodate most events (with added
dewatering)approaching the 100-year storm probability of surcharge/damage to public and private
property.

Subject: Settlement Analysis of Scorpio Condominium Building next to Proposed
Four Seasons Resort, Vail Road and South Frontage Road West, Vail,

Gentlemen:
As requested by Doug Carley with Layton Construction, we have analyzed the settlement
potential of the adjacent Scorpio Condominium building due to impacts of the proposed
construction dewatering plan at the site. The results of our findings presented in this
� report are based on the information provided by Mr. Carley, our subsurface exploration
for the project and previous experience with similar projects in the area. We previously
conducted a geotechnical engineering study for the project, report dated June 22, 2005,
Job No. 105 291.
Proposed Shoring and Dewatering Summary: We have been provided portions of the
proposed excavation shoring plan prepared by Coggins & Sons, Inc. (Sheet XBS-2 dated
August 28, 2006 and relative cross-sections 1 and 2 on Sheet XBS-7), and conceptual

prepared by Griffin Dewatering, LLC. The proposed lower foundation level of the Four
Seasons Resort building will be mostly at about elevation 8125 feet with a small interior
port�ar� at about�Ievatio� 8117 feet. In gener�t, excavati�r� sh�:ir�g�vil: ccnsist cf graut
columns and soil nail wall around the perimeter of the excavation and a cantilevered
soldier beam and lagging wall, about 9 feet ta11, near the Scorpio Condominium building
between about Grid Lines A.1 and A4.6. Construction dewatering is proposed to consist
of deep pump wells drilled outside of the excavation limits and connected to 6 discharge
lines. Two of the lines are proposed to discharge into the existing Town of Vail storm
sewer system and the remaining 4 will discharge into Spraddle Creek to the east. The
dewatering wells will be drilled to a bottom elevation of about 8100 feet. An existing
static water elevation of 8140 feet was used by Griffin Dewatering in their design.
Subsurface Conditions: The subsurface profiles encountered in Borings 1, 6, and 12
(drilled along the west side of the site) consists of about 3 to 7 feet of typically granular
� fill overlying relatively dense, stratified silty sand and gravel containing zones of cobbles
and boulders. Silty sand lenses, varying from 9 to 11 feet thick, were encountered in

Borings 1 and 12. Groundwater levels measured in those borings ranged between about
elevations 8138 feet and 8142 feet. Additional subsurface profile information could be
obtained by Griffin Dewatering at the time of their dewatering well drilling.
Conclusions and Recommendations: Our analysis was limited to the Scorpio
Condominium building located on Lot D northwest of the subject site. A subsoil profile
consisting of stratified sand and gravel soils was assumed to extend below the existing
Scorpio Condominium building foundation and down to the proposed dewatering well
depth. The dense granular soils typically possess a low settlement potential and are not
prone to long term consolidation, but lowering the groundwater level increases the weight
of the soils within the drawdown depth below the building and some ground settlement
may be observed at the existing Scorpio Condominium building. Based on our analysis,
we estimate ground settlements could be up to '/2 inch depending on the depth of
groundwater level drawn down and the actual subsurface conditions below the building.
Ground settlements due to deflection of shoring walls could be at least as much as that
due to dewatering and would be additive. We understand that the adjacent properties will
be monitored for building and ground settlement at regular intervals during the Four
Seasons Resort building excavation.
