Matt,
You have a later version than we do.
I had a copy of the 04/28/06, with which we still have concerns.
I was forwarded a copy of an email which indicates the Life Safety Report and proposed Admin Mods were sent to Andy Bober's Wyoming address in Jackson Hole. Andy states he asked the
Bldg Engineer to forward copies to Com Dev to CIA's attention (but not to Charlie or the Fire Dept). That email is dated 05/01/05.
There are six additional emails from 05/10/06 to 05/16/06 ref a "phased approach", listing concerns and enumerating unanswered issues.
On 05/16/06, Matt Royer states he received notification from Peter Speth that Russ had approved a phased approach. We added it to the DTT agenda for 05/17/06.
On 05/19/06, Matt Royer notified Andy Bober they were approved to proceed with a phase approach limited to "1. Grading and Excavation and 2. Full Building Permit".
On 06/20/06, I notified David Brooks and Andy Bober they needed to repair the north exit from 9 Vail Road. David brooks had Jim Heid (Shaw - Vail Plaza) make some temporary changes
for the summer. On 06/22/06, I sent David Brooks another email indicating they (Four Seasons) needed to "look at a winter plan they can maintain in the snow. David replied and stated
"I'll start the process of getting a final plan together for review so that a permanent sidewalk can be constructed this summer or early fall."
As of today, the gravel is snowed over, the fence is falling down, there is less than 3 feet of clear exit, and a survey stake has been placed in the exit path. They are once again
in violation of the Bldg and Fire Codes and are affecting the 9 Vail Road.
On 07/24/06, Andy Bober was notified the plans submitted 04/14/06, still had 6 major issues that needed to be resolved to meet minimum fire code and building code exiting requirements.
On 07/31/06, Peter Speth was asking what issues needed to be resolved for the grading and excavation permit.
On 08/03/06, Andy Bober relayed the concerns on exiting and RJA's lack of resolution to Peter Speth and copied us via email. Andy was asked by Speth to get back to him before making
too many agreements with the Fire Dept..
Matt Royer again notified Peter Speth on 09/27/06 that there were major issues with the building permit and fire code that were not resolved.
There was a meeting help 10/05/06 regarding pending issues. One outcome of the meeting was that Hill Glazier would get RJA together with CIA and the Fire Dept to resolve code issues.
The Fire Dept has not been invited or contacted or requested to attend any subsequent meetings.
David Brooks has sent out meeting notes for meetings occurring 10/14/06 and 10/21/06, and 10/28/06 none of which the Fire Dept knew about or attended. David Brooks seems to think meeting
notes somehow resolves issues even in abstentia per his email to me on 10/31/06. It does not.
I did respond to Matt Royer on 10/23/06 indicating we (the Fire Dept) had not heard anything from RJA or the architect. We did however, notice they had placed job trailers on site without
any formal approval from Bldg, Public Works or the Fire Dept.. As of today, we have no access to the trailers to fight a fire or perform medical rescue.
On 11/01/06, David Brooks sent an email to Matt Royer indicating "the Administrative Modification and Memorandum of Understandings will be submitted by the Architect of record and reviewed
by both CIA and the Architect for final agreement." I suggest they may need Fire Dept approval as well.
On 11/01/06 Charlie Davis notified David Brooks and Matt Royer that there was not a phased permit for grading and excavation on file at the TOV.
There does not seem to be a great deal of coordinated effort or a single person in charge of the project.
Having completed the review of the Project Specifications, it is very apparent the need to establish a "professional in charge" is paramount. Some specification conflict from section
to section on the same element.
The fire alarm specifications grossly fail to meet Town of Vail adopted standards.
The fire sprinkler section fails to address the Life Safety Report.
The MOU's are not reflected at all.
The electrical section conflicts with the Municipal Code in select portions.
The flow of information and chain of command and process for change orders does not meet Town of Vail procedures.
I find the specifications deficient so as to preclude approval.
I have started the plan review of the set of documents we loaned CIA last July. A cursory review indicates the set we have is far short of the necessary documents needed for a full
permit. It appears most of what is in this set is floor plans, reflected ceiling plans, and some misc. elevations of bathrooms. I do not see any fire protection plans, mechanical,
emergency generator / electrical, or related sections.
I will detail out the specific issues in the specifications and forward a copy to CIA.

Subject: 02028 - FS Vail - Revised Fire and Life Safety Report
Matt,
Attached is an updated (and we think final) version of the life safety
report. It has been revised to address the three issues we discussed on
the phone last week. Please refer to III, A, 2 on page 7 for the
analysis regarding the E occupancy on level 02. The other two items have
also been corrected. Refer to III, C, 3 on page 9 and XII, B, 12 on page
23.
If this looks OK and no other changes are needed, do we then re-submit a
final (and signed) version to the TOV for formal acceptance and
signature? We can also contact Charlie Davis regarding the next steps
if that is more appropriate.
