The Town of Vail asbestos abatement program is in addition to the State of Colorado's regu- lations. It is your responsibility to be in compliance with the State. Please contact the State directly for their requirements at the contact info listed below. When is asbestos testing required? ANY building projects disturbing more than these threshold levels of building materials require asbestos testing: One- and Two - Family Dwellings: 30 square feet All Others: 160 square feet Asbestos testing results must be provided with your application for a building permit. Tests which identify POSITIVE results at more than 1% require abatement by a State - certified and Vail- registered abate- ment contractor. An asbestos abatement permit must be approved, and the clearance letter must be submitted to the Town of Vail before the building permit will be issued Project Checklist My project falls into the category checked below: Will not disturb more than the threshold limits identified above. Tested negative, or at 1% or below (2 copies of test results included) Tested positive at more than 1 %, requires abatement (2 copies of test results included) Tips & Facts: • Even recent construction projects may include asbestos - containing materials, so buildings of age require testing. • The "1989 Ban" on asbestos - containing materials is commonly misunderstood. "In fact, in 1991 the U.S. Fifth Circuit Court of Appeals vacated much of the so- called "Asbestos Ban and Phaseout" rule and remanded it to the EPA. Thus, much of the original 1989 EPA ban on the U.S. manufacturing, importation, processing, or distribution in commerce of many asbestos - containing product categories was set aside and did not take effect." - CDPHE Asbestos test results and abatement permit applications should be submitted to: Town of Vail, Community Development, 75 S Frontage Rd, Vail, CO, 81657. EXECUTIVE SUMMARY The proposed renovation should be supported on the undisturbed sandy gravel with cobbles and boulders, with conventional type spread footings, designed for a maximum allowable soil bearing pressure of 3000 psf. See Foundation Recommendations. SCOPE OF STUDY This report presents the results of a subsurface Soil and Foundation Investigation for a proposed residence to be constructed on Lot 1A, Block 1, Bighorn 1S Addition, 3977 Lupine Drive, 3977 Lupine Drive, Town of Vail, Eagle County, Colorado. The purpose of the subsurface soil and foundation investigation was to determine the engineering characteristics of the foundation soil and to provide recommendations from a geotechnical point of view for the foundation design, grading, and drainage. SITE DESCRIPTION Lot I is a 0.492 -acre lot, on the north side of Lupine Drive, in the Bighorn 1S Addition, Town of Vail, Eagle County, Colorado. The topography of the lot is moderate to flat. Drainage is to the west and northwest. Vegetation on the lot consisted of landscaped grass, pines and some aspens. There was one to two feet of snow on the lot at the time of drilling. Lot 1A has an existing residence. 3 PROPOSED CONSTRUCTION We have assumed that the proposed renovation will consist of a two -story wood frame construction, on a concrete foundation. Loads are anticipated to be light, typical of residential construction. If the finalized plans differ significantly from the above understanding, we should be notified to reevaluate the recommendations of this report. FIELD INVESTIGATION The field investigation, conducted on April 16, 2009, consisted of boring, logging and sampling two test borings. The test boring locations are shown on Drawing No. 1. Drilling of the test borings was done with a 4 -inch diameter, continuous flight, power auger, on a rubber track mounted drill rig. We show the soil profiles of the test borings on the Subsurface Exploration Logs, Figure No's one and two. Soil samples for laboratory soil analysis and observation were taken at selected intervals by advancing Standard Split Spoon and California Samplers with a 140 -pound hammer, falling 30 inches. SUBSURFACE SOIL AND GROUNDWATER CONDITION The soil profiles encountered in the test borings were uniform. Boring No. 1 had one foot of topsoil over two feet of dark brown, clayey sand over eight feet of reddish brown, sandy gravel with cobbles and boulders. Boring No. 2 had three inches of asphalt over one and a half feet of road base over eight feet of reddish brown, sandy gravel with cobbles and boulders. Refusal was encountered at 11 feet and 10 feet, respectively. Ground water was not encountered in either boring at the time of drilling. Both test borings were filled in at the request of the architect once drilling was complete. We sampled the soil in the test borings at random intervals. The soil samples were brought to our laboratory for observation and analysis. LKP Engineering, Inc. 4 FOUNDATION RECOMMENDATIONS The proposed residence should be supported with conventional type spread footings, designed for a maximum allowable soil bearing pressure of 3000 psf. The footings should be placed on undisturbed sandy gravel with cobbles and boulders. All attempts should be made to place the foundation on the same type of soil. The undersigned engineer should observe the foundation excavation to verify that the soil conditions are as anticipated from the borings. For any additional foundation alternatives, please contact our office. Continuous foundation walls should be well reinforced, top and bottom, to span an unsupported length of at least 10 feet. A minimum backfill cover as required by the local building department should be provided for frost protection of the footing subsoils. The foundation excavation should be free from excavation spoils, frost, organics and standing water. Any overexcavation within the proposed foundation, should be backfilled, in 8 inches loose, level lifts and compacted to 98% of the maximum dry density and within 2 percent of the optimum moisture content as determined in a laboratory from a Standard Proctor test (ASTM D -698). Structural fill, placed under footings, should be tested by the engineer or her representatives on regular basis. SLAB CONSTRUCTION The natural on -site soils, exclusive of topsoil, and organics, are suitable to support lightly loaded slab -on -grade construction. The subgrade for the slab -on -grade construction should be proof compacted to detect and remove soft spots. They should backfill over - excavated soft spots and other underslab fill with the on -site soil, free from topsoil and organics, or other suitable material, compacted to a minimum of 95 percent of the maximum standard Proctor density (ASTM D -698). Suitable material should be free from topsoil, organics and rock fragments greater than 3 inches. The concrete slab should be constructed over a 4 -inch layer of clean gravel consisting of - 3/4 inch gravel with at least 50% retained on the No. 4 sieve and less than 3 percent passing the No. 200 sieve. They should reinforce the concrete slab -on -grade and score control joints according to the LKP Engineering, Inc. American Concrete Institute requirements and per the recommendations of the designer to reduce damage due to shrinkage. The concrete slab should be separated from the foundation walls and columns with expansion joints to allow for independent movement without causing damage. RETAINING WALLS Foundation walls retaining earth and retaining structures that are laterally supported should be designed to resist an equivalent fluid density of 55 pcf for an "at- rest" condition. Laterally unrestrained structures retaining the on -site earth should be designed to resist an equivalent fluid density of 35 pcf for the "active" case. Passive earth pressure of 350 psf can be used for the lateral pressure against the sides of the footings. Resistance to sliding at the bottom of the footings can be calculated based on a coefficient of friction of 0.50. Undisturbed soil or a structural, non - swelling fill compacted to 100 percent of the maximum dry density and within 2 percent of the optimum moisture content shall be used to resist lateral loads at the sides of the footings. The above design recommendations assume drained backfill conditions and a horizontal backfill surface. Surcharge loading due to adjacent structures, weight of temporary stored construction materials and equipment, inclined backfill and hydrostatic pressure due to undrained backfill should be incorporated in the design. Every attempt should be made to prevent the buildup of hydrostatic pressure behind the retaining wall. UNDERDRAIN SYSTEM To reduce the risk of surface water infiltrating the foundation subsoil, installation of a foundation perimeter drain is recommended (see Figure No. 3). The foundation perimeter drain should consist of a 4 -inch diameter perforated pipe sloped to a suitable gravity outlet, or to a sump pump location. The drain should slope at 1/4 inch per foot if flexible or at 1/8 of an inch if rigid pipe is used. The bottom of the trench adjacent to the footing should be lined with a polyethylene moisture barrier glued to the foundation wall. The drain pipe should be placed over the moisture barrier and covered with a minimum of 6 inches of -3/4 inch free - draining granular material. Geotextile (Mirafi 140N or equivalent) should be used to cover the free - draining gravel to prevent LKP Engineering, Inc. Cl siltation and clogging of the drain. The backfill above the drain should be granular material to within 2 feet of the ground surface to prevent a buildup of hydrostatic pressure. The top one foot of the backfill material should consist of a relatively impervious fill. The backfill should be sloping away from the building. SITE GRADING AND DRAINAGE A site plan was not available for review at this time. The following recommendations are general in nature. The site surrounding the building structure should slope away from the building in all directions. A minimum of 12 inches in the first 10 feet is recommended in unpaved areas, and three inches in the first 10 feet in paved areas. The top of the granular foundation backfill should be covered with a minimum of one foot of relatively impervious fill to reduce the potential of surface water infiltrating the foundation subsoils. Exterior backfill should be compacted at or near the optimum moisture content to at least 95% of the maximum standard Proctor density under pavement, sidewalk and patio areas and to at least 90% of the maximum standard Proctor density under landscaped areas. Mechanical methods of compaction should be used. Do not puddle the foundation excavation. Permanent, unretained cut and fill slopes should be graded at two horizontal to one vertical or flatter with slope heights not exceeding 20 feet. Slopes exceeding 20 feet should have benching incorporated. To protect the newly created slopes, erosion control methods should be used. Also, drainage of the site above the slopes should be controlled to prevent slope instability. If water seepage is encountered during the slope construction, additional studies will be required to evaluate the slope stability. Surface water naturally draining toward the proposed building site should be diverted around and away from it by means of drainage swales or other approved methods. The roof drains and downspouts should extend and discharge beyond the limits of the backfill. LKP Engineering, Inc. 7 LAWN IRRIGATION It is not recommended to introduce excess water to the foundation soils by installing sprinkler systems adjacent to the building. The installation of the sprinkler heads should insure that the spray from the heads will not fall within 10 feet of foundation walls, porches or patio slabs. Lawn irrigation must be controlled. LIMITATION This report has been prepared according to locally accepted professional Geotechnical engineering standards for similar methods of testing and soil conditions at this time. LKP : CIVIIIGEOTECWWAL August 17, 2009 Bart Thomas RE: Open Hole Observation for an Addition -Part I MCMC LLC Lot IA, Block 1, Bighorn 1St Addition Pick up 3977 Lupine Drive, Town of Vail Eagle County, Colorado Project No. 09006 Dear Bart: At your request, on August 14, 2009, we visited the construction site at Lot IA, Block 1, Bighorn 1S Addition, 3977 Lupine Drive, Town of Vail, Eagle County, Colorado. The purpose of our site visit was to observe the soils exposed in the foundation excavation for the proposed addition and compare them with the findings and recommendations of the Soil and Foundation Investigation, Project No. 09006, dated April 22, 2009. The construction will be done in two phases. The excavation for Phase I of the proposed addition consisted of one trench and four pads on the north side and one trench on the east side of the existing residence. The trench and pads were about 4 feet deep. The bottom of the excavation of the east trench was down to the bottom of footing of the existing garage. The bottom of the trench and pads on the north side of the residence were below the footing elevation of the existing residence. The soil exposed at the bottom of the excavation consisted of light, reddish- brown, sand and gravel with cobbles. The soil exposed in the foundation excavation for the addition is suitable for the designed maximum allowable soil bearing pressure of 3000 psf. The north edge of the northeast pad was partially into the old dry well for the foundation perimeter drain. We recommend, once the footings and foundation walls are in place, to relocate the dry well as far away as possible from the new foundation. If the property lines allow it, 30 feet is a preferred distance away. This report has been prepared according to locally accepted professional Geotechnical Engineering standards.
