The new building will consist of a new 3 story precast structure which will allow access from each parking structure level with 2 new elevators. The 1St floor will occupy the transit waiting area, information area and public restrooms. The second floor will consist of the VRD Imagination Station and Camp ECOFUN. The 3'd floor will consist of an Event Exhibit Space. All 3 floors will connect to the parking structure and will have elevator and stair access to these areas. All construction parking will be designated on the existing parking structure and minimal parking spaces will be available for subcontractor parking. RA Nelson would recommend that 31 spaces on the upper level of the existing garage would be designated as construction parking from May 2"d thru September 15t''. All other construction parking will be designated off the site to minimize the impacts to the Lions- head parking structure. RA Nelson does not anticipate this project to extending past the December 15`n date and would anticipate that the TOV would provide 6 parking spaces at no cost to the contractor during the November/December time frames. Temporary RA Nelson office would be designated within the fenced in area of the upper parking area. The staging area on the upper level will be fenced in and construction access signs will be place on all levels of the parking structure at all fenced in areas. The site will be fence in with 6' chain link fence covered with green screen at all locations. Along the south and west sides of Lionshead Circle RA Nelson will install Jersey barriers with the chain link fence mounted to these barricades. We will also anticipate installing lersey barriers between the temporary public access walk and the drop off entry. We do not anticipate subcontractor trailers on this site but if that does occur we will coordinate this with the TOV for proper locations to minimize any impacts to visitors to the town and will be designated within the fenced in areas. Due to the requirement of having the Public access open for the summers season RA Nelson will be required to build the precast structure from west to east. By constructing the building this way it will drastically limit the space required to construct the east half of the structure and it may require us to close off part of the east road (west bound lane) so erect the last part of this structure. If we do require the north lane transit lane to be shut down for a limited time frame this will be coordinated with the Vail Fire Department and TOV. It is well understood by RA Nelson that the Lions-head visitor experience must be maintained and all of the logistics plans submitted were created for that purpose. It should also be understood that RA Nelson will be flexible in making required modifications required as this process goes forward. Things do change and we want to be flexible with the town to do what makes sense for the betterment of the town, RA Nelson and this project. Site Safety/Demolition Plan 1) Fire and emergency vehicle access route will continue to be Lions-head Circle. Any road closures or work within the ROW shall be coordinated with the Vail Fire Department and the TOV Public Works Department. Adequate emergency vehicle access shall be provided to the site at all times. 2) The majority of the work on the Vail Transit Center will affect the egress from the parking structure to Lions-head village. This work will require us to reroute the public access to the village by shifting the public access for the spring and fall seasons to the east drive entrance and during the summer the access will go through the new transit center. As an alternate plan RA Nelson would like to maintain the east drive access through the existing garage. 3) Fire hydrant is directly to the west of the project and may be used for dust control if approved by the Vail Fire and Emergency Services to maintain the dust control on the project. If approval is not granted RA Nelson will plan to utilize an onsite water truck for dust control purposes. 4) During Demolition and construction, adequate fire extinguishers shall be provided and maintained by RA Nelson in locations approved by Vail Fire Department. It is anticipated that during demolition,there will be a water hose providing dust control that can be used to extinguish a fire, along with chemical extinguishers located at the site. During building construction,there will be extinguishers at each stair and garage level of the building. 5) Emergency medical care shall be provided in accordance with RA Nelson's written Safety policy. First responders shall have current advanced first aid and CPR certificates. Required emergency care beyond the abilities of our first responders shall be provided by VFES if required. Vehicular access shall be provided to the site at all times. The parking garage shall be maintained during demolition, excavation and erection. 6) Mobile cranes will be required for this project and only trained and certified operators will be used. Precast will be offloaded on the site or along Lions-head road south side and will not swing over any public areas of the project. Traffic control will be required at all time of loading and unloading of precast. Trusses will be erected with the crane positioned on the lower side of the site and the trusses will be staged on the upper level deck of the garage. 7) RA Nelson's Paul Burbidge (970-471-6047)will coordinate all the construction activities on this site. Prior to demolition, all utilities shall be disconnected from the building at the source. Gas will be capped. Electrical shall be disconnected at the transformer. Water and sewer shall be capped at Lions-head road. 8) Traffic safety shall be provided as outlined in the attached traffic control plan. During demolition,trucks will be loaded onsite from the lower entrances. Only one truck will be allowed to the jobsite for deliveries at any given time unless it can be unloaded on the upper garage level and during concrete pours when the pump and the trucks will be staged onsite at the same time. Short term truck staging will take place on the frontage road.Trucks will be dispatched by radio. Traffic control will be provided as needed. 9) Emergency notification, Haz-Com, and MSDS information shall be maintained on-site at all times, and updated as new subcontractors are brought on site. 10) The site will be fenced, and Jersey barriers with fence will be installed along Lions-head circle. Only authorized personnel will be allowed on the site. Signs shall be posted in accordance with Section 310. 2) Combustible debris shall not accumulate within the building at the end of each shift of work. Combustible debris, rubbish and waste material shall not be disposed of by burning on the site. 3) Temporary wiring for electrical power and lighting installation used in connection with the demolition of the existing structure shall comply with the ICC electrical code. 4) There shall be no flammable or combustible liquids stored on site at the transit center during demolition. 5) There shall be no flammable gases, or explosives stored or used during the demolition of the Vail Transit Center 6) The person designated to be the Fire Prevention Program Superintendent is Paul Burbidge who shall be responsible for the fire prevention program and ensure that it is carried out through completion of the demolition. 7) There will be no hot work operations during the demolition of the Vail Transit building 8) Existing fire protection systems have been disabled and are not anticipated to be put back in service as the only remaining combustible material in the building is the interior trim, and the building will be demolished and removed from the site in the first month of construction. 9) On-site supervisory personnel shall have cell phones at all times for emergency telephone facilities. The street address of the construction site and the emergency telephone number of the fire department shall be posted at an approved location at the project site. 10) The existing building is less than 4 stories. No one will be allowed inside the building once demolition has begun. Egress will not be required after the demolition has begun. Demolition Plan Demolition is scheduled to begin the week of April 27, 2011 and will continue for 4 weeks. The building will be demolished with a large tracked excavator with a claw and a wrecking ball. We assume that there is no asbestos and there will be no requirement a State Asbestos permit. The remaining building consists of mostly non-combustible materials. The anticipated schedule and sequence is • 1. Install perimeter fencing April 25, 2011 • 2. Begin Demolition April 27 2011 • 3. Begin shoring May 13th 2011 • 4. Complete the Demolition and haul off May 25th 2011 Demolition will not be phased, rather it will be sequenced to allow shoring to begin along the north west wall beginning the week of May 6, 2011 and will continue uninterrupted until completion on or about May 25th, 2011. Dust control will either be brought to the site via fire hose from a nearby fire hydrant or by water truck. In either case prior approval from the Vail Fire District will be obtained. Trucks will enter the site from the lower access gates on Lions-head Circle. They will back into the site gates noted on the logistic plan for loading. Once one truck leaves the site, another truck will be dispatched from the staging area on the frontage road. The site will be fenced with screened 6'tall chain link fencing. Jersey barriers will be set up along Lions- head road with screened fencing on top of this at a minimum of 6'tall from the ground.
