Dear Mr. Brownstein,
Monroe 8 Newell Engineers inc. visited the site of the Brownstein residence at 1452
Buffehr Creek Road on May 10, 2011. The purpose of our visit was to observe the
framing of a wood framed deck that overhangs the garage door at the east side of the
building and to determine, if the existing framing is structurally sufficient to support the
stone pavers, concrete and wood framing as well as the live loads that are required by
the International Residential Building Code, 2003 Edition and the Town of Vail Building
Code.
This deck area was constructed in 2007, as part of a renovation and addition of an
existing residence. The construction documents for the addition were prepared by TAB
Associates, Inc. and the Engineer of Record was Newkirk Engineering, Inc.
Our analysis and our review of the on-site conditions of this deck resulted in the
following:
1. The existing deck support beam is a log beam that is approximately 14 inches in
diameter near its center. The beam's timber grade is unknown, but appears to be
similar to a structural #2 grade.
2. Log beam specifications were not found in the construction documents, dated
April 23, 2007.
3. The log beam is supported on a steel angle at its north end that is connected to a
concrete site retaining wall with two '/." diameter expansion anchors. At its south
end it is supported on a wood post inside the building wall. The connection at the
concrete wall was not constructed as shown in the construction documents.
4. The deck framing consists of 2x or 3x decking, plywood sheathing and
waterproofing layers. On top of the structural wood deck and waterproofing a
concrete topping slab that was installed to slope to a center drain had a thickness
of up to 6 inches. A stone paver finish had been placed on top of this concrete
slab. This assembly is not in compliance with the structural construction
documents, which indicate a"stone and mortar set per arch." of approximately
four inch thickness.

5. The existing log deck support beam had deflected up to two inches under the
weight of the heavy dead loads and may have deflected more as live loads were
added. As a result the paver joints cracked and water did not run into the center
drain, but dripped over the deflected edge of the deck.
6. Using allowable stresses and stiffness characteristics of structural # 2 grade
lumber as listed in the National Design Specification for Wood Construction, 2005
Edition, we determined that the existing log beam was undersized for the dead
loads and required live loads by a large margin. The deflections of this beam
resulted in cracked stone finishes.
7. We have analyzed the proposed new framing conditions with a maximum
concrete topping, grout and stone thickness of four inches in total and have
determined that a new steel beam should be installed in place of the existing log
beam. The beam shall be installed as shown in the attached sections SX-1 and
SX-2. During replacement of the log beam the existing decking above the beam
will have to be shored.
After the new railing framing is in place it will be structurally sound and will be able to
support the live loads as required by the International Building Code, 2003 Edition and
the Town of Vail Building Code. Our office will conduct a site observation of the repaired
framing after the deck has been reconstructed.

Dear Mr. Brownstein,
Monroe 8� Newell Engineers Inc. visited the site of the Brownstein residence at 1452
Buffehr Creek Road on June 3, 2011. The purpose of our visit was to observe the
framing of new deck and floor framing above the east end of the garage near the double
door.
During our site visit we noted the following:
1. All existing deck joists had been replaced with 1 3/<" x 9'/2' LVL members.
2. A new (3) — 1 3/." x 9'/z' LVL beam had been installed under the south wall of the
kitchen bay above the garage as described in item 4 of our report dated May 19,
2011.
3. The new joist and beam hangers were nailed into a new LVL ledger that was
attached to the existing wood pack located inside the structural steel support
beam. The contractor shall install additional bolts from the ledger into the wood
packing. At the joists a 3/:' diameter x 4" lag-bolt shall be installed 2 inches each
side each joist. Additionally, (2) '/<" diameter x 4" lag-bolts shall be installed 1"
away from the edges of the beam hanger each side of the hanger at the (3) — 1
3/." x 9'/z" LVL beam. The vertical bolt spacing shall be 3" from the top edge of
the web pack and 3" from bolt to bolt.
4. Deck sheathing was not yet in place and waterproofing membranes will have to
be installed.
5. The new steel beam located at the outside of the garage door was in place at the
time of our site visit and log trim had been attached. Log purlins above this beam
were being installed.

EXECUTIVE SUMMARY
On April 19, 2011, Mr. Steve Shurtliff with DS Consulting, Inc. (DSC) performed a limited asbestos
inspection and performed asbestos bulk-sampling at 1452 Buffer Creek Rd, Vail, Colorado, in order to
identify potentially hazardous friable and non-friable asbestos-containing materials (ACM) within a
portion of the above-referenced, single-family residence scheduled for renovations. The Colorado
Department of Public Health and Environment's (CDPHE) Regulation 8, Part B defines an asbestos-
containing material (ACM) as a material containing more than 1% asbestos.
Mr. Shurtliff collected a total of three (3) asbestos bulk-samples from the following locations within the
residence:
• Drywall
• Lower Level Bedroom Closet Wall
• Lower Level Bedroom Wall
• Lower Level Mechanical Room Wall
All three (3) bulk-samples were analyzed by a National Voluntary Laboratory Accreditation Program
(NVLAP) accredited lab in Denver, Colorado. All three (3) bulk-samples reported as none-detect for
asbestos -(see Appendix B for laboratory report).

PROJECT OVERVIEW
I. Introduction
A limited asbestos inspection and bulk-sampling for ACM was conducted at 1452 Buffer Creek Rd, Vail,
Colorado, by Mr. Shurtliff on April 19, 2011 at the request of Ms. Wendy Becker with Peak Properties. Mr.
Shurtliff is a Colorado State Certified Building Inspector; having EPA Accreditation #15413 (see Appendix
A for certificate). The purpose of the inspection was to identify, sample and assess potentially hazardous
friable and non-friable ACM within portions of the residence that may be impacted by renovation
activities.
II. Structural Design
The structure is a wood-framed, multi-level, single-family residence with attached garage.
III. Sampling and Analytical Procedures
The inspection, assessment and sampling were conducted by an EPA and AHERA accredited Building
Inspector qualified by experience, education and training in the recognition of potential ACM and
approved bulk-sampling techniques. The asbestos bulk-sampling was conducted on suspect ACM with a
limited number of bulk-samples being collected within the residence.
The inspection, assessment and sampling were performed in accordance with Environmental Protection
Agency/AHERA recommended procedures. These procedures call for the visual inspection of the area of
concern and the collection and analysis of representative bulk-samples of suspect material.
Some minor destructive sampling was conducted. Walls, columns and perimeter pipe chases were not
broken into in order to locate and quantify suspect ACM. It should be noted that additional ACM might be
located in these and other inaccessible areas.
Random bulk-samples, representative of the suspect asbestos-containing building materials (ACBM) of
each homogeneous area (HA), were collected according to the guidelines published as Environmental
Protection Agency (EPA) Final Rule: Title II of the Toxic Substances Control Act (TSCA), 15 USC, Sections
2641 through 2654 and in compliance with 40 CFR, Part 763. Representative sampling is based on the
following criteria:
1. The distribution of the suspect material throughout the HA.
2. The suspect material's physical characteristics and application.
3. Random sampling patterns determined for each HA.
Suspect materials sampled and analyzed should be considered to be representative of materials in each
HA if they exhibit similar physical characteristics and the application of the sampled material can be
correlated to the application of un-sampled material. Bulk-samples collected were analyzed utilizing the
EPA's Method for the Determination of Asbestos in Bulk Building Materials (EPA 600/R/116, July, 1993)
and the McCrone Research Institute's The Asbestos Particle Atlas as methods references. Analysis of the
bulk-samples was performed on the "date reported," as listed in the bulk-sample analysis report.

IV. Notes on Report Format
Suspect materials alike in appearance and application were sampled as HAs. Suspect materials were
divided into three classifications:
1. Surfacing Material: sprayed or troweled onto structural building member.
2. Thermal System Insulation (TSI): any type of pipe, boiler, tank, or duct insulation.
3. Miscellaneous Material: other suspect materials, floor tile, sheet vinyl/linoleum, ceiling tiles,
insulation, and finishing materials.
Condition assessments were performed by the accredited inspector at the time of inspection. Condition
assessments are listed in the following section. Ratings of "good," "damaged," and "significantly
damaged" are meant to indicate the overall condition of the material.
A material in "good" condition has no visible damage or deterioration, or showing only very limited
damage or deterioration. A material in "damaged" condition has the following characteristics: The
surface is crumbling, blistered, water-stained, gouged, marred or otherwise abraded over less than one-
tenth of the surface if the damage is evenly distributed (one-quarter if the damage is localized).
Accumulation of powder, dust or debris similar in appearance to the suspect material on surfaces
beneath the material can be used as confirmatory evidence. A material in "significantly damaged"
condition has one or more of the following characteristics:
• The surface is crumbling or blistered over at least one-tenth of the surface if the damage is evenly
distributed (one-quarter if the damage is localized).
• One-tenth (one-quarter, if localized) of the material is hanging from the surface, deteriorated, or
showing adhesive failure.
• Water stains, gouges, or mars are over at least one-tenth of the surface if the damage is evenly
distributed (one-quarter if the damage is localized). Accumulation of powder, dust or debris
similar in appearance to the suspect material on surfaces beneath the material can be used as
confirmatory evidence.
Response-action recommendations for asbestos-containing HAs are listed in the section VII.
Recommendations may be for more than one HA, if materials are alike. Recommendations are either
"general" or "immediate." An immediate recommendation indicates the presence of asbestos greater
than 1% within the bulk-sample, or a bulk-sample in the same HA, and should be addressed accordingly.
A general recommendation indicates asbestos does not exist greater than 1% within the bulk-sample, or
all bulk-samples in the same HA, and no further abatement activities are required for removal of the
material. Any sample reporting a"TRACE" amount of asbestos must be considered to be positive for
asbestos greater than 1% unless it is analyzed by the point-count method to be less than 1%.
V. Inspector Comments
No asbestos-containing material was identified during the bulk-sampling conducted at 1452 Buffer Creek
Rd, Vail, Colorado. A total of three (3) bulk-samples of drywall were collected from the lower level
bedroom and mechanical room of the above-referenced residence. All three (3) bulk-samples reported as
none-detect for asbestos.

VI. Homogeneous Area Descriptions
The following section contains sampled HA descriptions and sample locations. Percent-asbestos content
for each sample indicated can vary depending on sample locations, homogeneity of the materials, and
type of application. . ND=None-detect.
*The quantities of materials listed in this report are general approximations used specifically to determine the
number of bulk-samples of each material to be collected. These quantities should not be used for any other purpose.
On-site verification of the exact quantity of material is required for bidding purposes.

• All regulated asbestos minerals (i.e. chrysotile, amosite, crocidolite, anthophyllite, Vemolite, and actinolite) were sought in every layer of each sample, hut only those asbestos
minerals detected are listed. Amosite is the common name for the asbestiform variery of the minerals cummingtonite and grunterite. Crocidolite is the common name used for the
asbestiform variety of the mineral reibekite.
♦ Tile, vinyl, foam, plastic, and fine powder samples may contain asbestos fibers of such small diameter (< 025 microns in diameter) that these fibers cannot be detected by PLM.
For such samples, moro sensitive analytical methods (e.g. 1'EM, SEM, and XRD) are recommended if greater certainty about asbestos content is required. Semi-quantitative bulk TEM
floor tile analysis is accepted under the NESHAPS regulations.
