Upon our arrival at 4pm, we observed the native subgrade along gridline 5.4 from C.3 to E.2, approximately. This area still appeared to consist of red silts with sands that were soft and moist. It is our understanding that this area is currently at 2-2.5ft below the footing subgrade. We suggested that this area be excavated further, until the native sands and gravels are encountered. We also observed the previously placed roadbase in the vicinity of gridlines C and 5.4. This roadbase appeared to be over optimum moisture at the time of our visit. We suggested that the material be "roughened" slightly and be allowed to dry out overnight and then re-compacted in the morning. Justin Potter with RA Nelson was informed of our observations. We observed four interior pad footing excavations. The pads were over-excavated approximately 3ft due to soft and moist surface soils. The soils observed at the bottom of these excavations, sands and gravels, appeared very firm and dense and similar to those described in our soils report that may yield the requested bearing capacity. All the excavations appeared to be clean, compacted and free of loose material. As of May 25, 2010 representatives of GROUND have observed and or tested the footing subgrade and over-excavations for the interior pads at gridlines C.3/1.8, D.3/1.8, E.5/1.8 and C.3/4.6, as well as the continuous footings north of gridline 5.4 from A to J except for the interior pads at H.3/4.6 and H.3/5.4. At this time these footing excavations appear to be in general compliance with the project soils report as well as the project plans and specifications. We observed the reinforcing steel placed for the footings at gridlines A-D.3/5.4, K/1.4-5.4, A-E.6/1.3, G.6/1-1.3, E.6-5/1, -A-A/1.4, J/1-1.8, H-5/1-1.8 and piers C.3/1.8, D.3/1.8, E.5/1.8 and C.3/4.6. The reinforcing steel was observed for bar placement, sizing, spacing and clearances. Along gridlines C-J/1.3 there were several areas that did not have the proper ground clearance. After raising the reinforcing steel up, it appeared that the reinforcing steel generally conformed to project plans and specifications. Justin with RA Nelson was informed of our observations. We observed a proof roll of the East or Tract C pedestrian path. Diamond A Excavating used a front-end loader with a full bucket of dirt to roll the area. We observed significant pumping/deflection (+/-6 inches) in the subgrade in the vicinity of new sanitary sewer manhole #1900. Towards the north and south ends of the path we observed minor movement, on the order of 2-3 inches. Based on our observations on this date, we suggest that in the area showing the most movement, around SSMH #1900, that the existing subgrade be excavated to a depth of approximately 2 feet, a layer of fabric or grid be placed, then the excavated soils replaced with properly compacted and moisture conditioned aggregate base course materials. Prior to placement of the fabric/grid, the existing soils should be graded smooth, the fabric or grid then rolled across the area in question and pulled "tight" so there are no wrinkles or "bunches" in the material. The fabric should be placed over the full width of the path. The aggregate base course should be pushed across the fabric with light construction equipment to prevent rutting the fabric/grid and the subgrade. In conversations with Diamond A and RA Nelson, it is our understanding that Diamond A has some Mirafi HP570 in house. For the remaining areas of the path showing minimal deflection, we suggest that the soft, existing soils be removed and replaced with aggregate base course or other approved granular materials. Final depths of aggregate base course may be on the order of 12 inches or more. IF you have any questions regarding these observations and suggestions please contact of office. The reinforcing steel appeared to be placed in general compliance with the site specifications as well as RFI #15 issued by Monroe & Newell Engineers, Inc. on May 24, 2010. We observed reinforcing steel placed by RMS Concrete for the east, north and west foundation walls at gridlines J.0/1.0-1.8 and west of gridlines A.0-J.0/1.0-1.8. We observed the reinforcing steel for bar size, spacing, amount, clearance and lap splices. We observed missing corner bars throughout the outside face if the walls. We immediately informed Sergio with RMS and Justin with RA Nelson of our observations. Sergio informed us that they would install the missing bars and requested that we return in the afternoon. Upon our return in the afternoon we observed that the missing corner bars had been installed. The reinforcing steel appeared to be placed in general compliance with the project plans and site specifications. Justin with RA Nelson was informed of our observations. We observed holes drilled by RMS Concrete for vertical dowels added along the north building footer. We observed excessive debris throughout all of the holes and we immediately informed Sergio with RMS of our observations. Sergio informed us that he would clean the holes and requested we return in the afternoon. Upon our return we observed that three of the holes still contained excessive debris and water. We informed Sergio of our observations and he informed us that he would clean and dry the holes again. Upon our return, all of the holes appeared to be in general compliance with the epoxy manufacturers' recommendations as well as the Field Report issued by Monroe & Newell on May 31, 2010. We observed the east footing subgrade from approximate gridlines J / 1.8 to J / 5.2. Soft, wet soils were encountered in this area at the proposed footing grade, Diamond A excavated approximately 2.5ft deeper before encountering the sandy, cobbley soils. Diamond A continued to work south from gridline J / 5.2 to approximately J / 5.8 at the time of our visit. Approximately 1.5ft of material was being removed to reach the sand, cobble layer. At the time of our visit, the footing subgrade soils observed between J / 1.8 and J / 5.5 consisted of sands and gravels, appeared firm and dense and are typical of those regional soils that provide the bearing capacity suggested in our soils report#08-6003. We observed that Diamond A had excavated approximately 2' below footing grade at gridlines E.2/6.0-8.0 and 4' below footing grade at gridlines E.2/5.4-6.0 to encounter the sandy/cobbly soils. We observed that all of the horizontal reinforcing steel along the sides and bottom of the east wall opening from level 5 up were missing the typical hooks as called out in detail 2 on S5.01. We also observed that the two #6 horizontal bars along the top of the level 4 opening were missing the typical hooks. We immediately notified Justin with RA Nelson of our observations and he informed us that they would correct these discrepancies prior to placement of concrete. Asphalt was scheduled to begin being placed at 9:00 AM. Upon our arrival, Richard with Elam informed us that Elam's batch plant had broken down, thus they would be getting material from Everist. Paving did not begin until approximately 11:15AM. We observed Elam placing Everist's mix #532, SX-75, PG58-28R20 asphalt for the parking lot. Elam utilized a paver, two vibratory steel drum rollers, a vibratory plate compactor and a water truck to place and compact the asphalt. We observed deflection in several locations on the eastern portion of the parking lot on the first lift as the rollers were compacting the asphalt. There was slight tearing and cracking observed in the asphalt as Elam attempted to achieve passing compaction results. Elam quit rolling these areas once this was observed. We performed several nuclear density tests at various locations on the compacted asphalt. Final field density test results were in general accordance with the project plans and site specifications. We obtained a sample of the asphalt in the first lift, at approximately 30' west and 25' north of the southeast corner of the middle section, at approximately 144.48 tons placed. We observed an asphalt temperature of 300° F at the time of sampling. The sample was returned to our laboratory for future testing and analysis. Results will be forwarded upon completion. RA Nelson had placed heat coils on top of the subgrade and covered them with blankets. Justin with RA Nelson notified us the heat coils had been there for four days prior to the asphalt being placed. We observed a ground temperature of 50° F immediately prior to the placement of asphalt. The subgrade appeared to be warm and free of frost.
