The fill in this area had been placed back in October. The compacted fill at this location had not met project specifications when initially tested on October 10, 2010 as presented on the Soil Compaction Test Results, Report No. 35. On the following visit, the compacted fill at this location was re-tested with a nuclear density gauge. Passing results were obtained by the field engineer for the moisture and density values at this location. However, the field engineer failed to prepare a draft of the compaction test results, because the field engineer was requested to immediately observe additional construction activities on site. Although the retests for this area were not recorded, based on our field engineer's notes it is our opinion that the fill in this area was properly moisture treated and compacted and meets project specifications. The material exposed throughout the subgrade consists of a slightly silty sand with scattered cobbles. Field engineer probed the subgrade soils using a density pin. The soils in this area were medium dense. Based on observations of the fill placement and the physical effort required to push the density pin into the subgrade soils, it is our opinion that the subgrade between the existing parking structure wall and free-standing retaining wall at Gridlines E-A to E-E/E.1 has been properly prepared and has met project specifications.
