FINAL REPORT
ON ASBESTOS ABATEMENT
1.0 Introduction
This report represents the final visual inspection and ambient air survey of the asbestos
abatement of miscellaneous materials in the kitchen, bathroom, and utility room areas that were
to be remodeled at 219 E. Meadow St., Vail, CO 81657. This report includes the mea.surements,
observations and conclusions of the visual clearance and air monitoring recommended by the
Colorado Department of Public Health and Environment (CDPHE).
At the request of Quetzal Environmental, (Quetzal), 4278 S. Ireland Ct., Aspen, CO 81611
Denver, Colorado 80221, a final visual and ambient air survey was conducted to finalize the
work that entailed removing some of the walls and ceiling material in the house suspected to be
asbestos containing material. This was a construction specific project limited to material that had
to be removed before the unit was remodeled.
2.0 Regulatory Guidance
Federal environmental regulations relating to asbestos in buildings can be found in the National
Emissions Standards for Hazardous Air Pollutants(NESHAP). NESHAP requires the removal
of all friable(that is materials that can be crumbled or reduced to powder when dry by hand
pressure) asbestos prior to the renovation or demolition. In Colorado,NESHAP is enforced
through Colorado Department of Public Health and Environment(CDPHE). Under Regulation
8, The Control of Asbestos, all friable asbestos containing materials (ACNn must be removed
prior to renovation, especially those that may be disturbed by the demolition activities. In this
case the portions of the walls and ceiling had to be abated prior to a planned renovation of the
condominium unit.
3.0 Worker Safety
Federal Department of Labor, Occupational Safety and Health Administrarion(OSHA)
regulations require that employees perfornung abatement be protected from exposure to asbestos
during asbestos abatement operations. Compliance included the use of disposable suits, cartridge
respirators, and gloves. All abatement work was performed within a posted regulated area.under
the constant supervision of a CDPHE Class I competent person. All warkers were CDPHE
certified and trsined in worksr safety.
4.0 Project Performance
Quetzal isolated the entire work. Secondary containment systems were set up for the abatement
of the material. Quetzal used polyethylene sheeting, isolating all cracks and crevices that may
have transmitted air out of the work area into other part of the condominium or into other parts of
the building or into the open air. A negative pressure machine was installed in order to remove
the material so a11 air flowed into the containment fram the outside w�ere it was HEPA filtered
at least four times per hour and then exhausted outside the building.
5.0 Project Air Monitoring Performance
Aggressive ambient air samples were acquired after an intense visual inspection verified that
there was no visible dust or debris in the immediate area being abated. Laboraxory evaluation
indicaxed fiber levels below Colorado regulatory standards, (MAAL) indicating a successful
abatement.
A total of 7 (seven) air samples, including laboratory and field blanks, were analyzed according
to National Institutes of Occupational Safety and Health(NiOSH)Method 7400 Protocols. This
protocol, recognized as a state of the art method for analysis of ambient air monitoring samples
for asbestos abatement, indicates a total fiber level, or coum, ineluding but not limited to
asbestos fibers. Analytical results of the air samples indicate that no fiber counts were above the
CDPHE Maximum Allowable Asbestos Level (MAAL}in a Public Access Area, which is
presently set at 0.01 fibers per cubic centimeter of air. All five(5/5)of the samples were below
the MAAL.
Furthermore all asbestos cornaining waste was properly dispased of in clearly marked bags and
taken to the regulated landfill. Quetzal maintains a copy of the waste manifest for its records.

The asbestos abatement event was completed Friday afternoon, June 3, 2011. The results of the
analysis were immediately availabl�.
Attached is a copy of my CDPHE certification.
4.0 Conclusions and Recommendations
This was a successful abatement and there is no indication that any dust or debris of any kind
mi o f e rk area into any other part of the condominium or the building.
