Since the parking area is completely heated and snow storage will not be a problem, we sug that they be allowed to use parking spaces 9' x 18' with = a 24' aisle. This would allow the parking to be moved back from the property line 3' so that landscaping could be incorporated into the area south of the Fire Station. 2. Planter boxes could be used to efficiently break up the parking area, particularly in the summer when less parking is being used. 3. We suggest that the retaining walls adjacent to the ramp to underground parking be treated with stone, brick or other de- corative material to relieve the monotony of large expanses of asphalt. Since parking area is heated, size of spaces should be reduced to 9 x 18' with a 24' aisle. The resulting three foot area should be landscaped to screen parking area. 2. Planter boxes could be used in the summer to break up the parking area. 3. We suggest that the retaining walls adjacent to the ramp to the underground parking be treated with stone, brick or other decorative material to relieve the monotony of large expanses of asphalt. Parking above grade could be screened by adding a small wooden fence to the top of the retaining wall. 4. Heavy landscaping should be concentrated in the area adjacent to the green belt. 5. An agreement should be worked out with the Bank of Vail to handle surface drainage which flows through to your property and then to the green belt area. 6. A landscaping plan should be submitted for approval. 7. All signs must be approved by the Sign Review Committee. We suggest a- meeting with you and your architect at your earliest convenience. The meeting was called to order at 9:20 a.m. in the Town-of Vail Municipal Building. II. The following members were present: Messrs. Nottingham, Hoyt and Viele. Also present: Jerry Aldrich, Building Official. The following guests were present: John Eden and Rodney Seawright of Engelke Architects, representing Kaiser Morcus. III. New Business - Villa Cortina (Kaiser Morcus) A. Case Z -1 -73 - Request for 7' setback on southwest corner in lieu of 10' as required. Mr. Seawright presented his variance request to the Board as follows: The odd shape of the lot has created a hardship in building an aesthetically pleasing and economical building. The proposed building would encroach on the setback only in an area 3' x 3' on the south -west corner. The balance of the building meets all setback requirements. A motion was made by Mr. Hoyt for approval of the variance. The motion was seconded by Mr. Nottingham and approved unani- mously by the Board. B. B -1 -73 - Request for use of Glu -Lam beam at entryway in a type II building where combustible materials are not allowed. Mr. Seawright explained that the height of the entry makes it difficul.t to use any other type of member such as metal. The cost for glass and aluminum was prohibitive. He further ex- plained that this is a nonbearing wall. Mr. Aldrich pointed out to the Board that a laminated beam would have approximately a two hour fire resistive rating and since it is a nonbearing wall he can see no reason why the GIu -Lam beam shouldn't be used. A motion was made by Mr. Hoyt and seconded by Mr. Nottingham for approval of the variance. The motion was approved unanimously. C. B -2 -73 - Request to use 49° wood on the exterior of the third floor where only 40' is allowed by Ordinance No. 6. Mr. Seawright explained that the gross wall area of the third floor is 6,330 square feet and they are proposing to have 3,093 square feet of wood veneer. The Architectural Control Board has requested that they use at least this much wood to make t'he building blend with existing structures in the area. Mr. Seawright further explained the walls and roof are concrete and he feels this would not be a fire hazard. Mr. Aldrich pointed out to the Board that our Ordinance is already a large departure from the Building Code which allows no wood above 15 The question of using fire retardant treated wood was then discussed. Mr. Aldrich feels that this would be an unnecessary expense and feels it would be safe if the veneer were applied directly to the walls or if it is furred out, it should be fireblocked every 10 Shareholders Condominiums had asked for a clarification of Ordinance No. 6 and an interpretation was made that the building could be considered in total rather than by floor and wall. After a great deal of discussion pertaining to interpretation, a motion was made by Mr. Hoyt that the variance be granted to allow the extra 9p wood in this particular case as there is no fire hazard. Mr. Hoyt also suggested that each case of this type be considered on an individual basis rather than changing the ordinance or making a general interpretation. Eden ENGELKE ARCHITECTS Vail, Colorado 81657 Dear John: The Architectural Control CommitteE has reviewed the revised plans submitted for Villa Cortina. The Committee did not approve the plans for the following reasons: The Committee felt that the window treatment on the north and east sides of the building should be restudied. The Committee would like to review color samples of the exposed aggregate to be used on the building. The Committee needs further clarification on the fireplace chimneys; and wonders whether they will go to the ground. The Committee also cautioned the builder that the chimney height might have to be increased to conform to the Uniform Building Code. The Committee is satisfied with the character and feeling of the south and west elevations, but still has a problem with the north and east elevations in and around the entrance; and suggested that perhaps a stucco and wood treatment on the north side of the east wing would reduce the length of that wing. The Committee expressed some concern regarding the size of the smaller building on the northwest corner of the lot (portion closest to the Crossroads) and would like to see this building broken up. Committee requested further detail on this portion of the complex. The Committee also reminded Mr. Hibberdthat the Town is considering further control on density and design and therefore requested that he submit his plans to the Board of Trustees when he is applying for his building permit. ARNOLD RESIDENCE Approval of this residence was granted and a deed has been issued. The Committee requested final landscaping plans for this residence. TRAMMELL CROW RESIDENCE The Committee has received a letter from Mr. Crow requesting a deed to his property. The Committee would like to review final working drawings and a landscaping plan. Request a variance for encroachment into set -back area. Section 4 - (b) - (1) - (c) The odd shape of the lot creates a wedge shape at the area in question, i.e., the southwest corner of the building. We would protrude into the established setback line a small triangular section of approximately three (3) feet on each side (see area circled in red). The use of standard size componant parts as well as unity of construction requires this encroachment. Exterior Wall Openings North and south walls are less than 20 feet from the property lines. Under Section 1903 -6 the openings in these walls should be protected by a fire assembly having a three - fourths hour fire protection rating. 2. Main Ent rance Main entrance door ( #31) does not open in the direction of egress. Section 3303 -B requires that exit doors swing in the direction of travel when serving an occupant load of 50 or more. 3. Roof Access Ordinance Number 6, Series of 1971, Town of Vail, requires that every building two or more stories in height shall have a steel ladder for access from top floor of top story to roof. 4. Railings In Stair Detail 16 /All and Balcony Rail Detail 12/A10 the clear distance between rail supports is exactly 9 inches. Section 1714 requires that railing be designed so no object 9 inches in diameter may pass through railing. 5. Fireplace 7. Cantilevered Hearth Detail 18/11 shows the hearth to project 16 inches from the fireplace opening. Section 3704 -j requires a minimum of 18 inches projection. Elevator No details are shown for the elevator shaft; hence compliance with requirements of Section 1706 -d cannot be checked. Exhaust Ventilation Capacity of the exhaust fans for bathrooms should be shown on the drawings so compliance with Section 1305 -a may be checked. 8. Boiler Room A.
