To Whom it may concern, The Owner of the southern (primary)unit, Mr. David Bradshaw at 1230 Westhaven Circle (2 family/primary/secondary zoning) would like to remove the existing at grade wood deck; and replace the deck with a new at grade stone/paver terrace with a new interlocking stone/block retaining wall (maximum height at 48"). Along with the retaining wall element is a built-in stone/block fireplace and a freestanding spa unit. The existing deck and proposed new terrace is located along the eastern face of the existing residence, and adjacent to the eastern property line abutting BLM land. The southern portion of the property(where both the existing deck and the proposed terrace is located) lie within a"moderate debris flow" designation as noted on sheet 4 of the Mears Debris Study. The drainage easement property located directly to the south of Lot 32 is located near the center of the noted"debris flow" area. The existing residence and deck (built in 1992) presently sit in the northern portion of the noted"debris flow". The proposed snow-melted terrace (see plans) would expand into the existing hillside directly east of the existing deck area, and be edged by an interlocking stone/block retaining wall system (maximum 48" height). All utilities to the existing residence are located at the southwestern portion of the property along Westhaven Circle. The existing hillside cut(from the original house construction) will be re-vegetated in "wild grasses" to match the existing conditions. No existing trees(larger than 2" caliper) will be impacted by the proposed new terrace, and an existing dead aspen is to be removed. The proposed tenace retaining wall will vary in height(see plans and sections) from 48" maximum height at the north and southeastern ends, and step dovm to 24" at the center and the southwest to accommodate sitting. Intermittent wall lighting (wall washers with full cut-of� will be placed along the base of the retaining wall (see plans/sections and cut sheet) to provide ambient lighting. The built-in fireplace at the southern end of the proposed terrace will be a"prefab"core with stone/block facing to match the retaining wall system and be 96"+/- above terrace at the flue cap termination. A concrete/stone "service counter/shelf' will be placed along the south wall of the existing kitchen, and an existing "casement" window in the south kitchen wall will be replaced with a"gliding"window in the existing opening. Dear Mr. Bradshaw: As�equested, we have perforzned a debris flow and flood risk review for the proposed new tenrace expansion for the existing residence at 1230 Westhaven Circle, Lot 32, Glen Lyon Subdzvision, Vail, Colorado. The project site location is shown on Figure 1. The puz-pose of the review vvas to assess if the proposed new terrace could increase �he existing moderate debris flow and flood r�sk to the existing residence or other facilities constructed on fhe alluvial fan in the vicinity of Lot 32. The review was perfor�ned accarding to our August 19, 2011 proposal to you. Our evaluation is based on a field reconnaissance on August 24, 2011, review ofpublished regional debris flow and flood information, aerial photograph interpretatiflns and our exp�rience in the area. This report summarized the information used in our evaluation and presents our findings. SUMMARY OF FINDINGS The proposed nevv terrace should not increase the existing inoderate debris flow and flood risk ta the existing residence on Lot 32 ar other facilities constructed on the alluvial fan. PROPOSED DEVELOPMENT It is our understanding that you plan to remave the existirzg deck at the southeast end of the residence and repiace it with a new terrace, see Figure 2. The�er�-ace will have a 4- foot high retaining wall along its eastern side. Canstructian of the terrace will requr�e cutting into the steep, west faczng hillside to the east of th.e resid�nce. Lot 32 is on the upper part of an aZluvial fan that has a s�ope of around 30 percent down to the northwest. The hillside to the southeast of the fan is very steep with siopes typicalIy about 60 percent. Most ofthe nearby lots hav�single family reszdences as shown on Figure 2. Vegetation on the fan consists of aspen trees with a brush and g�-ass understory intermixed with open grass rneadows. Vegetation on the steep hiliside to the southeast ofthe fan is a mixed aspen and conxfer farest with a grass and brush understory. In a few pIaces the forest on the hil�side has been cIeared for ski nu�s. A ski lxft is Iocated to the north ofthe project site. DEBRIS FLOW AND FLOOD CHARACTER AND R�SK The alluvial fan at the project site and most other post-gIacial fans in the Vail area are largely formed by sediment deposition associated with hyperconcentrated flows. Potential hyperconcentrated inunda�ions areas for the pre-development conditions an the alluvial �an at Lot 32 are shown on k'igure 2. Hyperconcentrated flows differ from clear water flows by�heir higher sediment concentrations as described by O'Brien and Julien {1985). Clear water flows are considered to have sediment concentrations by volume (Cv} of less than 20 percent. Hyperconcentrated flows with sedinnent concentxations between G�20 a.nd Cv 45 percent axe referred to as debris floods an.d hypercoz�centrated flows with sediment concentration between Cv 45 and Cv 55 percent are referred to as debris flows. In additzon to water, soil and rock, hyperconcentrated flaws incorparate brusk�, logs arnd other organic debris into the flows. Drainage Basin and Fan: The drainage basin up slope of the alluvial fan at Lot 32 is very steep atld has the characteristxcs of a basin thafi cazl produce both debris flows and debris floods. The basin covers about 18.17 acres and has an average slope of 52 percent along the longest basin flaw Iine between the fan head and the top of the basin. Melton's number far the basin is 0.93. The alluvial fan doum slop�ofthe drainage basin covers about 5.15 acres and has an average slope of 32 percen�. The fan developed after the la#e Pleistocene, Pinedale-age Gore Creek valley glacier retreated up valley abou� I6,800 f 300 cosinogenzc years ago (Benson and Others, 2005). 7ob No. 111 260A G@C�t�Ch Page - 3 - � David Bradshaw August, 26, 2011 Exisfiing Debris Flow and Flaad Risk: The afficial Town of Vail{2000) Debris Flow Hazard Map shows that Lot 32, the exis�ing residence on the lot and the proposed new � terrace are in a rrcoderate hazard debris flow area. The Town of Vail{2000) xnap is based on an earlier report by Mears {1984}. Mears (1984) describes a moderate debris flow hazard area as areas that can experience property damage through flaadang, erosion and impact of muddy water, soiI, rock and debris. In general we concur that the project site and adjacent part ofthe fan are ir� a moderate debris flow hazard area as previously described by Mears (19$4). Based on our field observations and experience we have extended the potential risk zanes further down slope to cover the entire alluvial fan area and have divided the fan into Zone 1 Higher Risk and Zone 2 Law�r Risk. The existing residence on Lot 32 and the propased new terrace are in Zone 2. The proposed new terrace should not increase the existing moderate risk to the existing residence on Lot 32 or other facilities constructed on the alluvial fan. Flow Triggers and Statacally Recarrence Tirx�es: Histaric debris flovvs and floods in the Colorado Rocky Mauxatains have been triggexed by unusually intens�thunderstorms ar ur�usually rapid meIting of a heavy snow pack. Several fans in the Vail area were triggered by rapid snow pack melt in the spring of�989�but the fan at Lot 32 was not one of th�m. Debris flows azld floods i�the Vail area appear to be extreme events with Iong statistical recuxrence probabilistic times tha�may be considerably greater than 100 years. However, detailed fan stratigraphy studies have not been performed on the fans in the Vail area to provide a well constrained estimate o�statistical fTow recurrence probabilities. LIMITATIONS This study was conducted according to generally accepted engineering geoIogy principles and prac�ices in this area, at this time. We make no warranty either express or inr�pIied. The information presented in this report is based on our field observations, aerial photograph i.nterpretations, the proposed development discussed in this report and our experience in the area. This report has been prepared exclusively for our client to evaluate if the proposed new terrace could increase the existing moderate debris flow and flood risk to the existing residence and other �acilities on the alluvial fan in the vicinity of Lot 32.
