RE:Qwest Vail Wall Problem Observation
Dear Bill:
On Monday June 6, 20l 1 we accompanied Bruce Gilchrist with Phipps Const. and met with Kelly Mccternon and
Mark Welch from Qwest and Century Link at the Vail CO site to observe the exterior precast concrete wall panels.
A previous roof assessment report had identified several wall panels that were deteriorating and concrete segments
have been falling off the tower portion of the facility to the lower roofs and the adjacent access drive areas. It
appears to us the exterior precast concrete panels have had moisture enter the tops of the panels and delaminate the
concrete at the locations that are showing distress. This means the face mix and exterior aggregate have separated
from the gray concrete back up. The back up is the portion of the panels that are attached to the steel framework
inside the tower. The steel is the structural support for the tower and the panels are only an exterior facade. Once
the delamination occurs there is very little holding the face of the panels on the tower. This problem is better
defined in the attached pictures.
For the immediate concerns the area has been cordoned off to eliminate access into the areas where the concrete has
fallen. We suggest the immediate approach for repairs for the problem areas include through bolting the
delaminated panels with plate washers both sides to clamp the panels back together. This will probably have to be
accomplished by supporting personnel from a crane and suspending netting capable of catching any debris that may
fall off during these repairs. Ultimately the panefs affected will have to be replaced,and different flashing installed
to prevent the moisture infiltration.
We also noticed approximately three areas on the base building where the exterior precast concrete panels have
delaminated as well. There are smaller and can probably be repaired in place. However the loose concrete in these
areas should be taken down before they dislodge and fall. Once removed the locations can have repairs initiated to
replace the face of the concrete with bonded aggregate or similar repair methods.
We will be developing structural details to initiate the immediate repairs with Phipps Construction. In the mean
time please let us know how we can be of further assistance on this problem.

RE: Qwest Vail Tower Panel Repairs
Dear Bruce,
The following is our proposal for the removal of sections of precast panel subject to falling at the
Qwest Radio Tower located in Vail, CO. The existing precast panels consist of a structural
concrete panel with an architectural exposed aggregate finish. The architectural finish is showing
signs of severe damage, in some instances causing pieces to fall from the tower. The intent of
this proposal is for a temporary solution to mitigate the fall potential of the panels especially with
the freeze thaw cycles of the upcoming winter. This is not a full repair proposal rather a safety
mitigation issue.
Access to the work area has been figured using a 150 foot telescoping boom lift set at the SE
corner of the building. This is the only way to access the area without significant costs and time
delays due to the factors below:
• Larger lifts are extremely rare and difficult to find. Thus resulting in much greater costs
and scheduling issues.
• A swing stage may or may not provide the access necessary from the roof. An engineer
would have to analyze the structure to verify load capabilities and then design the staging
system. The engineering would be required whether a stage could be used or not. In
addition a crane would be required for setting the staging equipment at the top level.
• A man basket from crane- Costs are greater for this methodology. In addition the work
will be more difficult to complete from a man basket as it lacks the rigidity of a lift
basket.
• Single man chairs are not an option on the south face due to the size of the repairs.
Restruction will access as much area as possible from the 150 foot lift. We believe we can access
all of the issues on the south face with this equipment. The damaged areas on the west face will
be accessed from the deck and single man chairs tied to the structural deck supports.
The engineer's report recommended through bolting the severely damaged panels to hold them
in place. From site inspection we do not think this is a possibility. The panels are so severely
damaged that any vibrations on the wall will likely cause them to fall. Restruction has instead
planned to build forms to secure the panels in place and complete full removal of the damaged
sections. These forms would be used to hold the panel in place while demo is ongoing. Sections
of the forms would be removed as necessary for access to further damaged areas. All exposed
reinforcing steel or cracks in the remaining structural panel would then be cleaned and coated
and or sealed.
A detailed work scope can be seen below:
• Mobilize equipment and materials to the job site.
• Set plywood at the roof level of the building to protect against falling debris.
• Measure and build forms for panel repairs.
• Set removal forms by tying/cinching to structural supports of tower decking.
• Remove damaged sections of panel. Removing portion's of form as necessary to access
repair areas.
• Caulk any exposed cracks to prevent water infiltration.
• Coat exposed reinforcing steel with a corrosion inhibitor.
• Epoxy inject cracks suitable for injection in structural slab.
• Move equipment to the lower tower level.
• Set up safety and single man chairs for accessing the west side.
• Remove damaged sections of panel on the lower level. No areas on this wall are expected
to be large areas thus no formwork has been included.
• Caulk any exposed cracks to prevent water infiltration.
• Coat exposed reinforcing steel with a corrosion inhibitor.
• Epoxy inject cracks suitable for injection in structural slab.
• Demobilize equipment and materials from the job site.
